Yes, it looks like this has been taken from a black-and-white scan of a microfilm of the work, which explains the blurring, distortion, and large DjVu file size.

Subject: Don't waste your time
Another useless DJVU huge file which blocks XP with disk swapping.
The scans / photos of pages are very bad, with slanted, misaligned and deformed pages.
DJVU compression only makes this worse, with many pages unreadable.
In conclusion, make yourself a favour and buy a printed copy.
