Effectiveness is a measure of the alignment of the organization's innovation capability with the opportunity in the marketplace as translated through the strategy. Efficiency is a measure of the consistency of focus among all the elements of the organization. Organizations can, depending on their state of development and their degree of focus on the market, exist with various mixtures of effectiveness and efficiency
