The base commander of the Pacific Missile Range Facility (PMRF located on the island of Kauai Hawaii) likes to refer to the base as a "good neighbor." This video documents an incident in 1993 between base personnel and religious leaders and their supporters as they try to visit sacred burial grounds on the base.
