The abandonment of Old Goa was a very long process, says architect Sidh Mendiratta of Portugal. There was also a systematic dismantling of buildings there by the Church and State authorities, over a long period of time. He describes the Gracias-Vassalo e Silva plan of 1961 -- "the most comprehensive and consequential initiative to date" for the conservation of the buildings and ruins of this old colonial capital -- and offers new ideas on oportunities regarding heritage issues in Old Goa, the one-time grand colonial capital of the Portuguese empire in the East.This presentation was made at the Goa 1961 conference held at the Goa University in December 2011, and is reproduced here.
