Subject: A gripping read!!
Just a small correction.
This is not a list of "permanent staff" salaries.
There are two classes of Staff in the Illinois University system, Academic and Civil Service. Academic positions require a college degree and are contract positions. Typically, contracts are granted in one year increments. In reality, Academic positions are less "permanent" in implementation than Civil Service positions.

Civil Service positions are not necessarily 'ditch diggers', they're just positions that are not contract positions and they don't require a college diploma (though a degree doesn't preclude an applicant).

It's because of the contract nature of the positions that the salaries are public record. Civil Servant salaries are not published.
