Originally worked out in the Library of Congress in 1911-12 by H.K. Fung, then of the Bureau of plant industry of the U.S. Dept. of agriculture, in consultation with the Catalog division of the Library of Congress, and further amended and completed in 1916 by S.C. Kiang-Hu, both assisted by M.J. Hagerty, of the Bureau of plant industry. The classification of official gazeteers now followed in the Library of Congress was worked out by K.P. Wang in 1919. cf.
