This is one of many short video segments which will be added to the Digital Tipping Point (DTP) archive. This segment features Dr. Hoang Le Minh, who serves as the Deputy General Director of the Department of Science and Technology for Ho Chi Minh City, formerly known as Saigon, a city of more than 9 million people. Dr. Hoang also serves as a member of the Steering Committee for Free Open Source Software in the Ministry of Science and Technology for all of Vietnam.
