Charles has been at Garden Grove since 1993 and was part of the IS team that implemented Linux in 1995. Garden Grove was one of the first municipalities to use Linux in a production environment. As Manager, Charles continues to implement Linux and other Free Open Source Software initiatives wherever feasible.
