This upload has been given an Attribution-Noncommercial-Share Alike 2.5 UK: Scotland.
This work was published in 1933. There is no record of it being renewed in the Google US copyright renewal records. The author died over 70 years ago which puts his writings firmly in the Public Domain in almost every country where it matters.
One may be able to copyright their digital copy (I'm not sure), but how one can actually police this I don't know.
At the end of the day, anyone can download this digital copy and do whatever they like with it, whether the copyright attribution says they can or not.
