May supposes that Garrison is still grappling with how to best pay tribute to the memory of George Thompson, and offers his thought that Boston "is the place for it", and lists suggestions for date and location. May states his hopes that President Hayes will mean "to go to the very verge of his powers" in order to safeguard the lives and rights of South Carolinians in the "discharge of their ordinary duties as citizens"
