Manuscript annotated on recto, with "See Life of W. L. G., 4: 132." in black ink above header, and "29" in pencil beneath Stanton's note of "Private" to the left of header

The "laws to the colored people" noted by Stanton refer to General Sherman's Special Field Orders, No. 15
Edwin M. Stanton forwards to William Lloyd Garrison a copy of the "Minutes" of he and General William Sherman's interview with the "Colored Ministers and Church Members of Savannah". Stanton asserts his hopes that the minutes will do much to quiet the "misapprehensions and misgivings in the minds of many persons". Stantons informs Garrison that General Sherman's "laws to the colored people" were applied only days following the interview, and defends this legislation against claims that it is "evincing hostility to the blacks by setting them apart" by asserting that this decision was based upon the urging of those interviewed
