Very interesting. Crocodile is correct, Mr. Dooley was the pen-name of Finley Peter Dunne, the Chicago editor and humorist, later in New York City, who satirized may of the foibles of his time. In the song "up the hill" relates to the Spanish American War, where Dooley satirized Teddy Roosevelt in his article "Alone in Cubia"-describing the imagined victory over the Spanish as Teddy charging up San Juan Hill alone. Roosevelt wrote Dunne: 'I Regret to say that all of my friends and family love your article" and invited him to visit. They became close friends and FPD visited the White House many times when Roosevelt became President.

I believe this song references the Mr. Dooley character created by Chicago satirical/political columnist Finley Peter Dunne (1867-1936); you can read much of his work, including many "Mr. Dooley" columns, elsewhere on this site. Dunne was an anti-imperialist and member of Mark Twain's "Damned Human Race Luncheon Club". Once one gets accustomed to the pseudo-Irish brogue in which most of his characters speak, many of his writings are still relevant in today's political climate.

Cute song here about one Mr. Dooley, who just shows up everywhere. Newspapers follow him! Napoleon's army follows him!! 1920's singers too!! Fun song!
