House Oversight Committee - Product 196561-1-DVD- Waste, Fraud, and Abuse in Iraq Reconstruction - House Committee on Government Reform and Oversight. The Oversight and Government Reform Committee held a hearing on waste, fraud, and abuse of taxpayer dollars in Iraq reconstruction by the Coalition Provisional Authority (CPA). Ambassador Paul Bremer testified about an audit report issued in 2005 by the Special Inspector General for Iraq Reconstruction that concluded that more than .8 billion was disbursed without adequate financial controls. The funds were provided to the Iraqis in cash, often in shrink-wrapped packages of 00 bills. Ambassador Bremer defended the CPA actions saying that Iraq lacked modern financial management systems, and the country's banks could not handle electronic fund transfers. Waiting to implement new accounting and banking practices, he insisted, would have resulted in lengthy delays in paying salaries and pensions.
