The "Negro Law" was an 1833 statute forbidding the further importation of slaves into Kentucky. Cassius Clay, a Whig, refused to support repeal of this act, also known as the Non-Importation Act, while Robert Wickliffe wanted to repeal the act and to expand the traffic in slaves
