Incorrect author
While this is written as if it was the text of A certain Richard Clissold, it actually is the last book of The World of William Clissold by H.G. Wells, Published 1928, I think. It can be found in any serious bibliography of Wells. First fiction account of his idea of the Open Conspiracy also published a few years later, 1931, I think, as a separate non-fiction title. The Open Conspiracy was an enormously influential idea that leads directly to the creation of many of our modern day NGOS and may also account for much of the strategizing in politics within existing democratic structures. Prime time TV for Conspiracy theorists!
