"V OUR PROPOSALS In accordance with the foregoing, the Soviet Govern- ment submits for the consideration of the Council of For- eign Ministers its proposals on the economic unity of Germany and on the question of reparations from Germany. ECONOMIC UNITY OF GERMANY With a view to implementing the Berlin decision on the economic unity of Germany and eliminating the existing shortcomings in this respect, the Council of Foreign Minis- ters deems it necessary. 1.
