of Provinces and States estimated a minimum figure of 400,000 miles of roads to meet our requirements, at least half being "all-weather" roads. In 1938-39 we had hardly 5 motor trucks for every lakh of population as against 1200 in U.K. and 3300 in U.S.A. In U.S.A. one in every five persons own an automobile; in United Kingdom one in every twenty persons of the population; in India one in every 2000! If we are one hundred and fifty years behind U.S.A. and ILK. in the general development of our resources, it means no real progress has been made since the British came. Britain came; stopped the clock of progress; and we were kept as we were, seeing the world pass us by.
