CONTRACT ADJUSTMENTS FOR EXPIRATION OF PROPERTY TAX EXEMPTION. Section 8(cX2XB) of the United States Housing Act of 1937 (42 U.S.C. 1437ffcX2XB» is amended by inserting after the first sentence the following new sentence: "The Secretary shall make additional adjustments in the maximum monthly rent for units under contract (subject to the availability of appropriations for contract amendments) to the extent the Secretary determines such adjustments are necessary to reflect increases in the actual and necessary expenses of owning and maintaining the units that have resulted from the expiration of a real property tax exemption.". SEC. 143. TERMINATION OF CONTRACTS. The last sentence of section 8(cX9) of the United States Housing Act of 1937 (42 U.S.C. 1437f(cX9)) is amended by inserting before the period at the end the following: ", and such term shall include termination of the contract for business reasons". SEC. 144. PREFERENCES FOR VETERANS WITH DISABILITIES THAT PREVENT USE OF HOME. (a) CERTIFICATES.—Section 8(dXlXAXii) of the United States Housing Act of 1937 (42 U.S.C. 1437Ł(dXlXAXii)) is amended— (1) by striking "(VT and inserting "(VI)"; and (2) by inserting after "adoption is not available;" the follow- ing: M(V) assisting veterans who are eligible and have applied for assistance, will use the assistance for a dwelling unit designed for the handicapped, and, upon discharge or eligibility for discharge from a hospital or nursing home, have physical disability which, because of the configuration of their homes, prevents them from access to or use of their homes;". (b) VOUCHERS.—The third sentence of section 8(oX3XB) of the United States Housing Act of 1937 (42 U.S.C. 1437f(oX3)(B)) is amended— (1) by striking "(v)" and inserting "(vi)"; and (2) by inserting after "adoption is not available;" the follow- ing: "(v) assisting veterans who are eligible and have applied for assistance, will use the assistance for a dwelling unit designed for the handicapped, and, upon discharge or eligibility for discharge from a hospital or nursing home, have physical disability which, because of the configuration of their homes, prevents them from access to or use of their homes;". SEC. 145. TERMINATION OF TENANCY FOR CRIMINAL ACTIVITY. Section 8(dXlXBXiii) of the United States Housing Act of 1937 (42 U.S.C. 1437f(dXlXBXiii)) is amended— (1) by inserting ", any criminal activity that threatens the health, safety, or right to peaceful enjoyment of their resi- dences by persons residing in the immediate vicinity of the premises," before "or any drug-related"; and (2) by striking "public housing tenant" and inserting "ten- ant of any unit".
