106 STAT. 4590 PUBLIC LAW 102-573—OCT. 29, 1992 "(b) For purposes of this section, the term "Indian lands" means— "(1) all lands within the limits of any Indian reservation; and "(2) any lands title which is held in trust by the United States for the benefit of any Indian tribe or individual Indian, or held by any Indian tribe or individual Indian subject to restriction by the United States against alienation and over which an Indian tribe exercises governmental power.". SEC. 813. AUTHORIZATION OF APPROPRIATIONS. (a) AUTHORIZATION.—Title VIII of the Act (as redesignated by subsections (a) and (b) of section 701 and amended by section 812 of this Act) is amended by adding at the end the following new section: "AUTHORIZATION OF APPROPRIATIONS 25 USC I680o. "SEC. 825. Except as provided in section 821, there are author- ized to be appropriated such sums as may be necessary for each fiscal year through fiscal year 2000 to carry out this title.". (b) CONFORMING AMENDMENTS.—Section 807 of the Act (25 U.S.C. 1677) (as redesignated by subsections (a) and (b) of section 701 of this Act) is amended by striking out subsection (f). SEC. 814. TRIBAL SELF-GOVERNANCE PROJECT. The Indian Self-Determination and Education Assistance Act (25 U.S.C. 450f note) is amended— (1) in section 301, by inserting after "Interior" the following: "and the Secretary of Health and Human Services (hereafter in this title referred to as the 'Secretaries') each"; (2) in sections 302, 303, 304, and 305, by striking "Sec- retary" each place it appears and inserting in lieu thereof "Secretaries"; (3) hi section 303(a)(l), by inserting after "Interior" the following: "and the Indian Health Service of the Department of Health and Human Services"; and (4) by adding after section 309 the following new section: "SEC. 310. For the purposes of providing one year planning and negotiations grants to the Indian tribes identified by section 302, with respect to the programs, activities, functions, or services of the Indian Health Service, there are authorized to be appro- eiated such sums as may be necessary to carry out such purposes, pon completion of an authorized planning activity or a comparable planning activity by a tribe, the Secretary is authorized to negotiate and implement a Compact of Self-Governance and Annual Funding Agreement with such tribe.".
