"(b) PREFERENCE.—In making grants under subsection (a), the Secretary shall give preference to projects which will— "(1) train, or result in the training of, health professionals who will provide treatment for minority individuals with ac- quired immune deficiency syndrome and other individuals who are at high risk of contracting such syndrome; and "(2) train, or result in the training of, minority health profes- sionals and minority allied health professionals to provide treatment for individuals with acquired immune deficiency syndrome. "(c) APPLICATION.—No grant or contract may be made under subsection (a) unless an application Is submitted to the Secretary in such form, at such time, and containing such information, as the Secretary may prescribe, "(d) PEER REVIEW.— "(1) IN GENERAL—An application for a grant or contract under subsection (a) shall be subject to appropriate peer review by peer review groups composed principally of non-Federal experts. "(2) LIMITATION.—The Secretary may not approve an applica- tion for a grant or contract under subsection (a) unless the appropriate peer review group required under paragraph (1) has recommended such approval and the Secretary has consulted with the National Advisory Council on Health Professions Edu- cation with respect to such application. "(e) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated for grants under subsection (a), such sums as may be necessary for each of the fiscal years 1989 through 1991. "(f) DENTAL SCHOOLS.-— Grants. "(1) IN GENERAL.—The Secretary may make grants to assist dental schools and programs described in section 788(eX4XB) with respect to oral health care to AIDS patients. "(2) APPLICATION.—Each dental school or program described in section 788(eX4XB) may annually submit an application docu- menting the unreimbursed costs of oral health care provided to AIDS patients by that school or hospital during the prior year. "(3) DISTRIBUTION.—The Secretary shall distribute the avail- able funds among all eligible applicants, taking into account the number of AIDS patients served and the unreimbursed oral health care costs incurred by each institution as compared with the total number of patients served and costs incurred by all eligible applicants. "(4) The Secretary shall not make a grant under this subsec- tion if doing so would result in any reduction in State funding allocation for such purposes. "(5) AUTHORIZATION OF APPROPRIATIONS.—For the purpose of carrying out this subsection, there is authorized to be appro- priated such sums as may be necessary in fiscal year 1990 and fiscal year 1991.".
