"(b) DESCRIPTION OF FUNDS.— The amounts referred to in subsec- tion (a) are any amounts made available in appropriations Acts for allotments under section 521(a) that are not allotted under such section to a State as a result of— "(1) the failure of the State to submit an application under section 522; "(2) the failure, in the determination of the Secretary, of any State to prepare within a reasonable period of time such in compliance with such section; or the State informing the Secretary that the State does not intend to expend the full amount of the allotment made to the "(C) K&QU1RKMZNT OF PROVISION OF SERVICES IN CERTAIN STATES.— Witt respect to grants under subsection (a), amounts made available pursuant to subsection (b) as a result of the State involved shall be available only for grants to provide services in such State/*. (b) MINIMUM AuxmiENT.— Section 528(aXD of the Public Health Service Act (42 ILS.C. 290cc-28(aXl)) is amended to read as follows: "(1) 4275,000 for each of the several States, the District of Columbia, and the Commonwealth of Puerto Rico and $50,000 for each of Guam, the Virgin Islands, American Samoa, and the Northern Mariana Islands; and".
