"(C) SAFEGUARDS.—The Secretary shall destroy all re- lated blood donor records (as defined in section 1141(hX2) of the Social Security Act) in the possession of the Department of the Treasury upon completion of their use in making the disclosure required under subparagraph (A), so as to make such records undisclosable.". (2) SAFEGUARDS.— (A) IN GENERAL—Paragraph (4) of section 6103(p) of such Code (relating to safeguards) is amended— (i) in subparagraph (F)— (I) by striking "manner; and" at the end of clause (i) and inserting "manner/1; (II) by adding "and" at the end of clause (iiXM); and QH) by inserting after clause (iiXQD the follow- ing new clause: "(iii) in the case of the Department of Health and Human Services for purposes of subsection (mX6), de- stroy all such return information upon completion of its use in providing the notification for which the information was obtained, so as to make such informa- tion undisclosable;"; (ii) in the last sentence, by striking "subsection (mX2) or (4)" and inserting "subsection (m) (2), (4), or (6)"; and (iii) by adding at the end the following new sentence: "For purposes of applying this paragraph in any case to which subsection (mX6) applies, the term 'return information* includes related blood donor records (as defined in section 1141(hX2) of the Social Security Act).". (B) CONFORMING AMENnDMENT.—Paragraph (2) of section 7213(a) of such Code (relating to unauthorized disclosure of returns and return information) is amended by striking "(m) (2) or (4)" and inserting "(m) (2), (4), or (6)". SEC. 8009. REQUIREMENT OF SOCIAL SECURITY ACCOUNT NUMBER AS A CONDITION FOR RECEIPT OF SOCIAL SECURITY BENEFITS. (a) IN GENIOIAI.—Section 205(cX2) of the Social Security Act (42 U.S.C. 405(cX2)) is amended— (1) in subparagraph (BXi) in the matter preceding subclause (I), by inserting "and subparagraph (E)" after "subparagraph (A)"; (2) by redesignating subparagraph (E) (as redesignated by section 8008(aXI)) as subparagraph (F); and (3) by inserting after subparagraph (D) (as added by section 8008(aX2)) the following new subparagraph: "(E) The Secretary shall require, as a condition for receipt of benefits under this title, that an individual furnish satisfactory proof of a social security account number assigned to such individual by the Secretary or, in the case of an individual to whom no such number has been assigned, that such individual make proper application for assignment of such a number.". (b) EFFECTIVE DATE.—The amendments made by this section shall 42 USC 405 note. apply to benefits entitlement to which commences after the sixth month following the month in which this Act is enacted. k\
