In compliance with cliajjter 2.34, Acts of 1887, requiring the ap])ointment of matrons at station-houses, the following pel-sons were appointed : Mrs. Angelina Xute, Division 7 ; Mrs. Mary A. Lloyd, Division 0 ; .Mrs. :\Iary K. Roach, Divlson 12 ;* Miss Lizzie C. Hurley, Division 13 ; ^Irs. ^lary A. Dale, Division 14; Mrs. Elizabeth Holm, Division 15. The Board has up to the present time been unable to find suitable persons to •'ci-\c in Divisions 10 and 11.

TIic result of hiring horses for mounted service in the sul)url)an parts of the city [iroved so satisfactory in ISSH, that the arrangement was continued last summer. Ten liOJ-ses were hired June 11 and retained until October 15, at an expense of $!i;i;t.O(l. That this method of atfoi-ding additional protection to property is of great value is at- tested by the fact that complaints of depredations on orchards and gardens were nuich less than in former ye.-irs.

In tiic .<amc j)eriod the average amount of i)ropcrty stolen in and out of the city, which was recovered hy the Boston [lolice, was $ll!),lll.O'J ; the amount recovered in 18.H7 was $111,.3,0}.')(>, or $7,7(;0.10 less than the average. In considering these figures, however, it should he hornc in mind that the value of property lost is estimated not li}' the police hut I)y the losers, who never underestimate their losses ; aijd that in many instances jiroperty reported as stolen turns out to be only mislaid, and the recovery is rarely reijortcd to the police. The actuid loss is, therefore, proI)al)ly nuich le.ss than what is stated above.

The department made .'SHS raids on uamblinit-houscs and seized [)roperty to the amount of $(),337.7o.

The average amount of tines imposed hy the courts was $70,31;!). on ; in 1887 the amount was $126,893.78, or $.")0,.524.72 more than the average. The average number of days attendance in couit was 21,047; in 1887 there were 27,128, or (),081 more than the average. The average amount of witness fees earned was $20.(568.32; in 1887 the amount was $20,173.11), or $.5, ^jOI. 84 more than the average. Tal)lc XI. gives these figures in detail.

The lunnhcr of days attendance in court increases annually and is a severe ta.\ upon the police attached to divisions in

the city projwr. An officer who makes an nnc.-st on the " l:i;;t Iialf," that is, from 1 to 8 o'clock a. m., is obliged to attend the Central Municipal Court at 'J o'clock, and is liable to l»c detained there until noon, lie is deprived of necessary rest and is nuinifestly in poor condition to go on diit}- at tl o'clock. If provision were to ho made for a Justice to sit in each of the down-town stations, to hear and dispose of carcs as the}' arc brought in, or as soon as the parties were fit to l>e tried, it would be a gn'at relief to the force. It is also worth considcrini; whether sucli an an-an^e- mcnt woulil not Ik; just, as well as humane, to tlic arrested persons. .V large proportion of the arrests are for trivial oll'ences, mosl of which could bo .summarily disposed of. But if the arre>t is made in tlic afternoon, the person must be held in tlic elation-house or city prison until 'J o'clock the Ibilowing morning, unless bailed ; or, :is the court does not sit on San<Liy:* or holidays, if the arre.-<t is made on Satmday afternoon, he is held until the following Monday, and if the holiday falls on Monday, until the following Tues- day. It certainly .«ociu.s a great haiilship for a person to be deprived of liis lificrty for forty-eight or even twent3-four hours, his family, f»crluips, subjected to great anxiety, and, it may be, his situation lost, when the ends of justice could be as well subserved by the immediate disposed of liis case.

The I'olic-e Department needs the assistance of a legal representative in the lower courts, to pre|>aro cases, and, if necessary, to pro«;cute them. The burden of this now falls on the odicers, who are not trained to the law and cannot be expected to cope with those who are. As the Coriiora- tion counsel has decided that the Board of Police is not authorized to emjdo^' counsel, provision shoidd be made for the ap|)()intment of a Public Prosecutor, or for giving the Board authority to retain counsel in cases where legal assist- ance is requirpd.

Tlie "Rogues' Galler}- " now contains 2,010 pliotograplis. The records of 5o5 criminals have I)een added to tlie " Criminal Record," kept in this department, wliicli now contains the records of i;?,917 criminals. The department has issued the prison reports of (US discharged convicts, containing the full records, descriptions, distinguishing marks, etc., of 340 convicts who were discharged during the j-ear and whose records were considered of suflicient importance to preserve. Other police departments were furnished with 240 copies of these reports.

The Board renews t&e recommendation that the captain of this division should receive the appointment as harbor- master from the Board of Police.

Licenses.

The total number of licenses of all kinds, except for the sale of intoxicating liquor, issued was 17,520 ; transferred, 56; cancelled, 1,IS9. The officers investigated 1,524 com- plaints arising under these licenses. The fees collected and jiaid into the city trcasur}- amounted to $34,556.50. (See Table XIII.) The department reported to the Board of Health on 365 applications for fruit, fish and vegetable pedlcrs' and grease collectors' permits.

Ambulance Service. The three department ambulances are stationed in Divi- sions 1, 4 and 7. Aml)ulance Xo. 1 made 335 runs and conveyed 262 persons to the hospitals, 39 home and 7 to other ])l.^ces. Ambulance Xo. 2 made 485 nins and con- veyed 42.'> i>ersons to the hospitals, 37 home and 25 to other places. Ambulance Xo. 3 made 63 runs and conveyed 41 persons to the hospitals, 18 home and 4 to other places. (Sec Table XIV.)

Soiqi for the Poor.

By request of the cit\' council the department undertook the prcp.'imtion and issuance of soup to the poor of the city. The time of distribution was from January 14 to April 8, inclusive, a period of eighty-five days.

jrrowtli of East Boston Ims removed the centre of population far from the location of the station-house in Division 7, and it would be an advantage to tlic public as well as the police to have a building situated in a more central part of the division.

The new Back Baj- station-house has not yet been turned over to the depai-tmcnt, but it will prolxibly be ready for oixnipancy during the coming ^car, and provision will then liave to he made for equipping and manning it.

In station-house 13 there is need of additional sleeping accommodations for the men. and the board of aldennen was requested to remove the municipal court from the building and assign the coui-t-room for the use of the department, the intention being to use it for a guard-room and convert the present guard-room into sleeping-rooms. No action has been taken on the subject.

Stables should be built in Divisions 11 and 13, where horses belonging to the department are now kept at livery.

Fl.VAXCIAL.

The total expenditure for police purposes during the year, including liquor license ex}>enscs, was $1,079,2-Vl---- From this should bo deducted the amount received for unifonn cloth, etc., and paid into the treasury, $8,3G3.08, leaving the net cost of maintaining the department, $1,070,878.14.

The total revenue paid into the city treasury from fees for licenses over which the police had supervision was $G3G,025.50. (See Table XVI.)

A requisition was made on the city council for the sum of $1,124,039.73, to meet the expenses of the department for the present financial year. The appropriation made was $1,090,000.00. Later in the year the care of flags, ropes, etc., was transfened from the department and the unexpended balance of the amount appropiiated for tliis purpose, $1,390.26, was deducted from the appropriation, leaving ii babnce of $1,088,609.74 to the credit of the depai-tment.

The pensions now amount to $29,184..>l per annunn.

Tiic Police C'h:nita1)Ie Fund is maintaineil by witness fees earned by ollicers. The income is applied to the relief of persons who have received an honorable discharge from the police force by reason of sickness, age or other inability, and wiio are, in consequence thereof, in necessitous circum- stiuiccs ; and also to the relief of the widows and orphans, in necessitous circumstances, of officers who died while in the service. On May 1, 18S7, the investe<l fund amounted to $l(i5,0.'>O; cash in treasury, $942.21 ; income unexpended, $;5,015.88. There were forty-five l)eneficiarics receiving 3'early $8,280. The tnistees consist of the .Mayor, City Treasurer and City Auditor.

The Police Pclicf Association is a volnntary orgjinization of the incml>crs of the force, for the purpose of aiding sick members and paying a death benefit to the family of a deceased member. Its fund is supported by an annual assessment of $10 on each member, and by the proceeds of the annual jwlice ball, together with such donations ag may Ihj received from the public. Each member is entitled to $7 per week when sick. On the death of a member liis family receives $1,000, and on the death of a member's wife he re- ceives $100. The invested fiind nowamoantsto $22,810.97. The payments for the year amounted to $10,491.06. The association is managed b\' a board of directors, chosen by the association at its annual meeting. The by-laws are subject to the approval of the Board of Police.

Police Sigxal Ststev. By chnpter 325 of the Acts of 1887 the Board was author- ized to provide a police signal system for the city of Boston, and for that puqwsc to expend $75,000 from tlic receipts for liquor licenses. Soon after the passage of the act the

Gamcwcll Police Signal Company askcfl tlic privilciro of exhibiting its SA'stcni and was autliorizcd to place it in Divi- sion 4 on trial for thirty da3-s. There was considerable delay in putting the system in, and it did not get into work- injr order until November 18.

Pending the result of this trial the Board did not take final action upon the introduction of any s^-stcm into the city. In the meantime buildings were hired in Divisions 4 and f) and fitted up for stalilcs and ■\vagon-houscs, and the building of the lines was begun in Division 5. The Game- well system did not work satisfactorily while on trial, but the company claims that it can be made to give better re- sults. As the wagon-house in Division 5 was completed and equipped, and the building of the lines had progressed so far that it became necessary to decide upon a system for that division at once, in order that the work might be carried on systematically and without expensive delay, the Board decided upon adopting for that division the Municipal Signal Company's .s^'stcm, which has l)ccn in successful oper.i.tion in Division 0 for eighteen moiitlis. A contract was therefore made with that company for furnishing Division .5 with its system, and it is expected to l)e in working order within thirty days. During the year the wagon in Division 6 made 1,831 runs, covering an aggregate distance of l,3o4| miles. Eighteen hundred and twenty-five prisoners were conveyed to the station-house, seventy-three injured and insane per- sons were cai-ried to the station-house, the hospital or their homes, and five lost children were taken to the station-house. There were 19,621 telephone calls and 18,807 on-duty calls sent over the lines. A detailed statement of the work will be found in Table XVIII.

The Board would recommend that provision be made for punishing any person who may unlawfully open an alarm box or cut a police-alann telegraph wire.

House of Detention'.

By chapter 2.34, Acts of 1887, the Board of Police was

required to establish a house of detention for the reception

of women who may be arrested in the divisions comjDrising

the city proper. The act required that the salaries of officers

of the house of detention should be cstaljli.shcd hv concurrent action of the city council and the r>o:ird, so May 9th an order was adopted and tnujsmittcd to the city council, estab- lishing such salaries. Action was taken thereon October 19th, and the scIuhIuIo sulnniltcd by the Board was con- curred in. After exauiiuing several buildings the Board came to the conclusion that an unoccupied schoolhouse situatetl on Rnst Strvet would furnish the Ijest accommoda- tions at the least ex|HMise to the city, and application was made to the city council for a transfer of the building to the poIic-edeiKirtmcnt. An order making the transfer passed tiie board of aldonncn, but was referred to a committee by the common council and the matter is still pending.

CoNXLUSIO.X. The Boarvl of Polii-e desires to express its satisfaction with the efficient s<«rvices rendcivd hy the force during the year. The men i>ertonned a largo amount of extra duty, and responded cheerfully and willingly to every call that was made upon them. They have been vigilant in preventing crime and detoi-ting criminals. AVIicn tlic extent of temtory comprised in the police jurisdiction of Boston, and the large amount of pr\>perty, exposed and portable, which is spread over its sui-face, a constant temptation to the idle and vicious, is taken into considenition ; when the constant growth of the city, and the conseijuent increase in the number of criminals, with the addotl facilities for evading detection, are thought of, it is creditable to the force that the statistics show a de- crease, instead of an increase, as might be expected, in many of the serious oflTeni-es agjiinst the law.
