THE STATE OF NEW HAMPSHIRE

To the inhabitants of the Town of Stewartstown, in the County of Coos in said State, qualified to vote in Town Affairs:

You are hereby notified to meet at the Town House in said Town of Stewartstown on Tuesday the eighth day of March next, at ten o'clock in the forenoon, to act upon the following subjects:

1. To choose by ballot and major vote the following

Town officers:

(a) Town Clerk.

(b) Selectmen for the three years ensuing.

(c) Town Treasurer.

(d) Five Road Agents.

(e) One or more Constables.

(f ) One for more Sextons.

(g) Collector of Diamond Pond Rent, (h) Overseer of Poor.

(i) Trustee of Trust Fund.

(j) One Library Trustee for 3 years ensuing.

2. To choose by ballot and major vote all other neces-

sary Officers.

3. To see if the Town will vote to accept the Budget

as submitted by the Selectmen. If not to see what sum of money the Town will vote to raise to defray Town charges for the ensuing year, as follows:

(a) Town Officers' Salaries.

(b) Town Officers' Expenses.

(c) Election and Registration.

(d) Town Hall Expenses.

(e) Damages and Legal Expenses

(f ) Health Department

(g) Vital Statistics

(h) Interest on Temporary Loans, (i) Interest on Long Term Bond, (j) County Tax (k) State Tax.

4. To raise such sums of money as may be necessary

for support of the Poor.

5. To raise such sums of money as may be necessary

for the support of Libraries.

6. To raise such sums of money as may be necessary

for the care of Cemeteries.

7. To see if the Town will vote to raise seven hundred

thirty-five ($735.00) dollars, for street lighting.

8. To see what sum of money the Town will vote to

raise for the following departments:

(a) Police Dept., including care of tramps.

(b) Fire Department.

(c) Sewer Department.

9. To see what sum of money the Town will vote to raise for Winter roads.

10. To see what sum of money, if any, the Town will

vote to raise in addition to that required by law for Town Road maintenance.

11. To see what sum of money the Town will vote to

raise to pay on Bond.

12. To see if the Town will vote to Accept State Aid.

13. To see if the Town will vote to authorize the Se-

lectmen to incur debts for temporary loans in anticipation of Taxes of the Municipal year and to pay debts out of the Tax money when it is received.

14. To see if the Town will vote to authorize the

Selectmen to administer or dispose of any real estate acquired by the Town through a Tax Collector's Deed.

15. To see if the Town will vote to raise and appro-

priate the sum of fifty-five dollars and thirty- three cents ($55.33) for the celebration of the anniversary of the ratification of the federal constitution by the state, June 21, 1938, said sum to be expended under the direction of the Selectmen.

16. To transact any other business that may be legal-

ly brought before this meeting.

_ To the Superintending School Committee and the Citizens of Stewartstown School District:

General

The future progress of our schools depends large- ly upon our present effort. What are we doing today, as a community, that has a bearing on what we hope our schools will be, a year from now? It is paramount that we know what we want and that we persist in seeking it, whether it be for ourselves or for the boys and girls of our schools.

There will never be a dearth of opportunity 'for young people with vision, faith and determination. Vision can be developed, likewise faith and determina- tion. Ours is the task of instilling these concepts.

We can all take pride in our schools and share in the common purpose to make them better. Our schools symbolize the aspiration of our people and are the foundation of that equality of opportunity for which democracy stands.

Enrollment and Attendance

The total enrollment is this year somewhat less than last year. There are 124 at West Stewartstown and 47 in the four rural schools. The number of tui- tion pupils remains practicially the sariie;

The percentages of attendance show continued improvement. Health

In our schools under the supervision of the school nurse, Frances Varney, we are trying to promote a health program which includes the following:

1. Good environment; adequate clothes and food;

control of communicable disease.

2. Correction of physical defects.

3. Fostering health habits which build for the future.

A child cannot work at his best when handicapped by some physical defect. Need for glasses, for ex- ample, is often obvious and can be readily remedied, with very tangible results.

, The more difficult task is to help the child estab- lish those habits which lay the foundatio'n for good health. This can be accomplished only by the combin- ed efforts of the pupil, parent, teacher and nurse.

This ideal of a preparation for a useful life is in keeping with our conception of education. Adequate education in healthy living is essential along with that in sound thinking.

Buildings and Equipment

The buildings are for the most part in good con- dition. The Bear Rock School has been redecorated inside, a new stove was purchased for the Hollow, one side of North Hill School has been painted, the fence repaired at West Stewartstown, and numerous other repairs and improvements have been made.

The district may wish to consider purchasing teacher desks to replace the tables now used in the rural schools.

Notes On The Budget

The total amount of the School Board's 1938-1939

budget is $16230.00 as compared with a budget of $16811.20 for the year 1937-38. The estimated income for the coming year is State Aid $4743.52, Tuition $55.00 and Dog Licenses $40.00 or a total of $4838.52. Approval of the budget as submitted would therefore require that $11391.48 be raised by taxation. This figure is slightly less than was raised a year ago.

There is a decrease in the amount asked for teachers' salaries, janitor services, and interest. A slight increase will be noted on the following items: fuel, nurse, transportation and insurance. Most of the above changes are incidental to the closing of the South Hill School.

You will note that the School District's outstand- ing indebtedness is $5200.00.

Teachers

The following changes were made in the teaching personnel of the district: Jeness Carlton, a graduate of Keene Normal School filled the vacancy at Bear Rock; Elizabeth Cunningham, of Farmington Normal, accepted the position at Cedar Brook: and Eunice Kelley, Gorham Normal School, was selected to fill the vacancy at the Hollow.

Transportation

The enrollment at the South Hill School became so small that it seemed wise to close the school and transport the pupils to the Hollow School. We, there- fore, have an extra transportation route this year.

I take this opportunity to express my appreciation to the members of the school board, parents, teachers and friends for the interest and support that they have given to the schools during the past year.
