Town Warrant

STATE OF NEW HAMPSHIRE

To the inhabitants of the Town of Center Harbor quahfied

to vote in Town affairs:

You are hereby notified to meet at the Town House, in said town, on the second Tuesday of Marjh next, at ten of the clock in the forenoon to act upon the following sub- jects:

I To choose a clerk for the ensuing year.

II To choose three Selectmen for the ensuing year.

III To choose all other town officers.

IV To see how much money the town will vote to raise for current expenses.

V To see how much money the town will vote to raise for highways and bridges.

VI To see if the town will vote to raise money to defray expenses of Memorial Day and if so how much.

VII To see if the town will vote to raise money to de- fray expense of Electric Lights in Center Harbor Village and if so how much.

VIII To see if the town wil! vote accept State aid for improvement of highways and raise money for same, and if so how much.

TOWN OF CENTER HARBOR

IX To see if the town will vote to raise money to aid in exterminating the Brown-tail and Gypsy Moths and if so, how much.

X To see if the town will choose an agent to care for the fountain at Center Harbor Village.

XI To see if the town will choose an agent to care for the Cemetery on Center Harbor hill.

XII To see what action the town will take in the disposition of the Library Fund raised annually.

XIII To see if the town will vote to discontinue the road laid out on August 20, 1884, beginning at a stake, 20 links East from the South East corner of the line between George Lovejov's and Charles C. Cook's land, at the high- way.

Thence North 30° West over land of Charles C. Cook 64 rods and 15 links. Thence South 55° East overland of George Lovejoy 40 rods and 18 hnks to a stake and stone standing in the line fence between the said Lovejoy's and Cook's land.

XIV To see if the town will vote to raise money, and if so how much, to repair highways from the Holderness town line near Charlee Berry's. Thence over the College road to the top of Center Harbor hill. Thence on the cross road past the Quincy property and the roads on Center Harbor Neck, provided the Squam Lake Improve- ment Association will contribute an equal amount

XV To see if the town will vote to authorize the Squam Lake Improvement Association to lay out the money raised under Article XIV.

TOWN OF CENTER HARBOR

XVI To see if the town will vote to raise money to buy a steam roller and if so, how much.

XVII To see if the town will vote to raise money to build or buy horse sheds, and if so, how much.

XVIII To see if the town will vote to raise money to erect a building for the housing of the road machine and other tools, and if so, how much.

XIX To see if the town will vote to authorize the Se- lectmen or road agents to either buy or hire a team to be used on the road machine for the Spring work.

XX To see if the town will vote to allow the books of the History of the New Hampshire Regiments, now in the hands of the Town Clerk, to be placed in the Nichols' Memorial Library for use in the reading room only XXI To see if the town will vote to adopt the laws of 1893 Chap. 29, that each town shall constitute one high- way district

XXII To see if the town will vote to authorize the Selectmen to hire money needed for town expenses.

XXIII To see if the town will vote to accept from D R. Slade, as a present, the old Concord Coach formerly owned and used at the Old Senter House, to be properly housed and kept as an old relic of the town.

XXIV To choose committees and agents in relation to any article in this warrant ard hear reports of any here be- fore chosen.

The Book Committee of the James E. Nichols Memorial Library Ass'n wish to announce that owing to a delay in the expenditures of that portion of the Town Appropriations for library purposes for the year ending Feb. 15, 1913 which was given to the Nichols Memorial Library, they are prevented from publishing the list of books in this report. Late in the fall of 1913, Mrs. G. W. Armstrong and Mr and Mrs. G. R. Armstrong presented the Library

The visit to the Bean Cemetery was not made until after the close of the exercises in the church; too late to learn the names or to properly decorate all the mounds where rest the nations dead.

The Committee solicited the assistance of Garnet Hill Grange in Memorial Day observance which was cheerfully and effectively given.

The Center Harbor School under the direction of Misses Ellen Sleeper and Pearl Leighton, also the school under Miss Whitehouse joined in rendering a most entertaining and patriotic services consisting of songs, recitations, flower exercises and flag drill, which showed much care, labor, and and skill ol teachers and scholars; in the preparation of such exercises. The flag drill was exceedingly fine: and most beautifully executed.

The Grange furnished an excellent program, consisting of reading and patriotic songs. The reading "When the Boys in Blue are Gone" touched the heart ; and was most appropriate. Mrs. Alice iSargent gave a most excel- lent reading and Mrs. Drew rendered "'Home from the War" very effectively. The Grange choir furnished ex- cellent music and carried us back to old time at the sound of "Soldiers Farewell." The Center Harbor Band furnish- ed music and headed the school to the Village Cemetery and Church. The Church committee cheerfulh' gave per- mission for the exercises to be held at the church which was done.

Asa Warren Drew delivered a most eloquent and pa- triotic oration; recalling to mind the gathering storm clouds prior to 1861 the sad years following and until the dawn of Peace : and a reunited Country of the present, etc with "America" by Grange choir and the audience. Mem- orial service was closed. The committee then visited Bean Cemeter}' where taps were sounded b\' the cornetest and their duties ended.

Report of School Board

The money raised for school purposes this year we are confident has been well expended We have tried as far as we were able to give give you as much as possible for your money. For one thing, we have increased our year from thirty to thirty-five school weeks. This winter has been unusually severe so that our per centage of attedance in the Village District has been badly cut into. If it seems advisable to make the wnnter term as long another year, it will be best to furnish transportation for the smaller chil- dren in the outlaying districts. Owing to the small num- ber of pupils in the Village District we tried the experi- ment of putting both rooms under one teacher. We think we made no mistake, taken as a whole Two other districts, with the same number of pupils as the Village District, were consolidated two years ago, to the satisfaction of both parents and school board. In this move, the town saved the salary of one teacher by the spending of three dollars a week for transportation.

Before our next term begins, we would like to call a parents meeting, similar to those in larger towns, where they have been conducted to great advantage to both par-

ents and children, as well as to teachers and school board The idea has been to call meetings where the teachers and board could meet the parents, to talk over, in a friendly way, everything of interest to our schools. In fact, make* every parent feel that they have a voice, as they should, in school affairs.

In last years report we urged the parents to visit the schools as often as possible to show the teacher they were interested in the children's welfare and so encourage them in their work. We are sorry to say very few have taken the trouble to get an inside view of our teachers work. We hope during the coming year to see an improvement in this respect.

Mrs. H. F. Fitzroy has the thanks of the school board for two and one half cords of dry wood delivered at the Village School.

The Hawkins school building was shingled, painted and put in thorough repair

The building in the Cram district will be shingled and painted in the early Spring.

The Village school building was put in thorough repair two years ago so that no money will be needed for repairs this year.

With the balance on hand in the general fund, with with the increased amount to raise by law this year, no ex- tra money will be required at our school meeting.

For outside tuition, the board would recommend that the selectmen raise $300 by taxation; also $50 for supplies.
