The Joint Standing Committee on Finance have exam- ined the within account current, together with the schedule of Receipts and Expenditures for the financial year ending February 28, 1861, all of which they find to be correct, and sustained by proper vouchers.

The balance in the hands of the Treasurer, on the 28th day of February last, was, by his statement, six thousand seven hundred and sixty dollars, and forty-five cents, which statement the Committee believe to be correct.

The Joint Standing Committee on Finance, in conformi- ty td an Ordinance requiring the same, have prepared, and now lay before the City Comicil, a detailed statement of the Receipts and Expenditures of the City for the Financial Year ending February 28, 1861, 'with a schedule of the property belonging to the City at that date, with the esti- mated value thereof; also a statement of the City debt.

The Committee recommend that three thousand copies of the same be printed for distribution among the citizens.

Council : Gentlemen :

In compliance with the City Ordinance regulating the Fire Depart- ment, I herewith present ray Annual Report, containing a list of the officer^ and members attached to the department, and the condition of the apparatus in their charge. Also, the number of fires, the past year, together with the amount of loss, and the insurance on the same ; the number of reservoirs, wells, hydrants and other sources from which water can be obtained, in case of fire, and the expenses of the year, ending this date.

By order of the City Council, the Leading Hose has been increased in size, from two inches to two and a half, in diameter. Acting under that order the Board have, by purchase and exchange, procured eighteen hundred feet of the large size, giving to each engine three hundred feet. If the twelve hundred feet, asked for by the Board, this year, is granted, it will obviate the necessity of purchasing any Hose for this City for two years, at least.

The companies attached to the several Engines, Hook and Ladder and Hose Carriages are full, and the members prompt, when duty calls, and I am happy to add, that a feeling of harmony prevails throughout the department. For proof of their efficiency, I will refer you to the large number of fires, the past year, and the small amount of loss.

The Department has been called out, the past year, for fires and alarms, within the City, eighty-four times ; out of the City, eighty- eight times ; making a total of one hundred and seventy-two fires and alarms. The value of property destroyed is $13,355; amount of insurance, $5,005 ; loss above insurance, $8.3.50.

52 ENGINEER'S REPORT.

During the past year six persons have been injured at fires in this City, viz : at the fire, July 19th, at Mr. Hugh Kelley's stable, on Medford Street, a young man by the name of James Devlin, was struck by the spire of No. 1 Engine, and injured so as to cause his death. He was not a member of the Department. No blame could be attached to the Company.

August 13th, at the fire at Harding & Dodge's morocco factory, William B. Bass, a member of No. 1 Engine, was injured severely by falling from a shed, attached to the main building.

October 17th, at the fire over the post office, Captain Benjamin Brintnall, foreman of Engine No. 5, and N. E. Abbott, James Plunkett, M. B. Kimball, members, were badly burned on their faces and hands by an explosion taking place, caused, in the opinion of the Board, by powder that had been carelessly left by some person or persons belonging to Warren Associates, on whose premiserS the fire originated.
