citizens and their neighbors is apparent 00:04:04.001 --> 00:04:09.000 in many splendid facilities presently available for all types of sports events 00:04:09.000 --> 00:04:14.001 and all are actually within 10 miles of the city center, the Olympic Village 00:04:14.001 --> 00:04:16.001 and the Olympic Stadium site. 00:04:17.000 --> 00:04:21.000 Now let's take a look at some of the existing and some of the brand new 00:04:21.000 --> 00:04:23.000 facilities within this 10 mile radius. 00:04:24.000 --> 00:04:29.000 The proposed stadium site, the focal point of the Olympic Games will fulfill all 00:04:29.000 --> 00:04:33.000 technical specifications required for Olympic events and ceremonies. 00:04:34.000 --> 00:04:37.001 It will have a seating capacity of 110,000. 00:04:38.000 --> 00:04:41.001 Parking facilities for 20,000 vehicles are provided. 00:04:42.000 --> 00:04:46.001 Various other buildings on the site include the present College and Marina 00:04:46.001 --> 00:04:48.001 and the administrative building. 00:04:49.001 --> 00:04:54.000 Close by will be the brand new velodrome for cycling events with a one 00:04:54.000 --> 00:04:55.001 mile bank track. 00:04:56.000 --> 00:05:01.001 Its permanent seating capacity is 4,000, but for the Olympic events this will be 00:05:01.001 --> 00:05:04.001 expanded to a capacity for 10,000 spectators. 00:05:05.000 --> 00:05:10.001 And typical of these more than modern facilities at the stadium complex is the 00:05:10.001 --> 00:05:15.000 possibility of this proposed monorail planned to serve the stadium directly. 00:05:16.001 --> 00:05:19.001 Ten minutes away is the University of Detroit Field House. 00:05:20.000 --> 00:05:25.001 The 9,000 seat memorial building arena is ideal for many indoor activities. 00:05:26.001 --> 00:05:31.001 The U of D stadium seating 21,000 is equipped for day or night events. 00:05:31.001 --> 00:05:36.001 Another excellent facility is our 16,000 seat Olympia Stadium. 00:05:37.001 --> be known as Olympic Village during the course of the games. 00:07:15.000 --> 00:07:18.000 Temporary residents will dine in modern efficient dining rooms. 00:07:18.000 --> 00:07:23.000 After dinner they may shop or enjoy a wide choice of recreational facilities. 00:07:24.001 --> 00:07:27.000 Olympic Village is now being planned for both permanent 00:07:27.000 --> 00:07:29.000 student and faculty 00:07:41.001 This is typical of Detroit's concern for the housing and hosting of not only 00:07:41.001 --> 00:07:46.001 participants and guests, but the tremendous influx of ethnic groups that will Detroit's new Civic Center is recognized the world over as 00:07:57.000 --> 00:07:59.000 one of the largest and finest. 00:07:59.001 --> 00:08:03.001 The convention hall and exhibits building includes Now I want to establish firmly the financial responsibility and capacity of 00:08:45.001 --> 00:08:51.000 Detroit, USA, to make the 1968 Olympics an outstanding success. 00:08:52.000 --> 00:08:56.001 First, let's look at the fiscal soundness of Detroit, as demonstrated by the 00:08:56.001 --> 00:09:02.001 budget for 1962-63, a budget well over $350 million. 00:09:03.001 --> 00:09:08.001 We're proud to say that this budget has been balanced realistically and is based 00:09:08.001 --> 00:09:11.001 on conservative estimates of revenue from all sources. 00:09:13.000 --> 00:09:15.000 Detroit has never been so financially healthy. 00:09:16.001 --> 00:09:21.001 As for industrial worth, the true industrial value of the six-county area we call 00:09:21.001 --> 00:09:25.000 Metropolitan Detroit is reckoned in the billions. 00:09:26.000 --> 00:09:30.000 Especially dramatic is the city of Detroit's municipal development. 00:09:30.001 --> 00:09:37.001 Since 1952 and planned for by 1967, Detroit's taxpayers have put 00:09:37.001 --> 00:09:41.001 well over a billion and a quarter dollars in capital improvements. 00:09:42.000 --> 00:09:48.000 As for commerce, Detroit, because of the St. Lawrence Seaway, now handles a 00:09:48.000 --> 00:09:53.000 greater number of imports and exports than any other port of entry in the entire 00:09:53.000 --> 00:09:55.001 United States except New York City. 00:09:57.000 --> 00:10:01.000 Retail sales in Metropolitan Detroit total over $5 billion. 00:10:02.001 --> 00:10:08.000 Today, Detroit produces more wealth per capita than any other city in the United 00:10:08.000 --> 00:10:14.001 States. 71% of Detroiters own their own homes, a record among the 00:10:14.001 --> 00:10:16.000 nation's population centers. 00:10:16.001 --> 00:10:20.001 We are a fiscally stable Olympic-minded community. 00:10:21.001 --> 00:10:25.001 I believe that we have convincingly portrayed our ability, our 00:10:25.001 --> 00:10:27.000 facilities, and our determination. 00:10:28.000 --> 00:10:33.001 The basic purpose, as we understand it, in staging an Olympiad is to light the 00:10:33.001 --> 00:10:36.000 Olympic torch in all parts of the world. 00:10:36.001 --> 00:10:42.000 We have graphically demonstrated that Detroit, our city, is centrally located for 00:10:42.000 --> 00:10:45.000 over 90 million people in the United States. 00:10:45.001 --> 00:10:48.001 Everyone in our area supports the Olympic bid. 00:10:49.000 --> 00:10:54.000 The service clubs, the high schools, the college students, the leadership and 00:10:54.000 --> 00:10:58.000 membership of the great international labor unions that are headquartered in our 00:10:58.000 --> 00:11:04.000 city, businessmen, educators, city councils in Michigan and surrounding areas, 00:11:05.000 --> 00:11:07.001 mayors in most of the major Midwestern cities. 00:11:08.000 --> 00:11:12.001 What I'm saying in effect is that the men, women, the children of all the races 00:11:12.001 --> 00:11:17.000 and all the diverse national origin groups have voiced their 00:11:17.000 --> 00:11:18.001 support for Detroit's efforts. 00:11:19.001 --> 00:11:24.001 Now let's get down to our program for financing the 1968 Olympic Games. 00:11:25.000 --> 00:11:30.001 Most of the facilities, as mentioned earlier, are already in existence, I might 00:11:30.001 --> 00:11:32.000 add standing and paid for. 00:11:33.000 --> 00:11:37.001 We are concerned here with the financing and construction of two major projects. 00:11:38.000 --> 00:11:43.001 First, Olympic Village. The city of Detroit, along with Wayne State University, 00:11:44.000 --> 00:11:48.001 is already committed to the fulfillment of this city within a city, which will be 00:11:48.001 --> 00:11:52.000 a dynamic part of the Wayne State University campus. 00:11:53.000 --> 00:11:58.001 Second, the new stadium. In Detroit's quest for the 1968 Olympics, the Michigan 00:11:58.001 --> 00:12:01.001 legislature has established a public authority to 00:12:01.001 --> 00:12:03.001 finance and operate this stadium. 00:12:04.000 --> 00:12:09.001 And now to tell you about this legislation, it gives me great pleasure to present 00:12:09.001 --> 00:12:14.000 the Honorable George Romney, Governor of the State of Michigan. Governor? 00:12:15.001 --> 00:12:20.000 Thank you, Mayor Cavanaugh. Our state legislature has taken 00:12:20.000 --> 00:12:21.001 almost unanimous action. 00:12:22.000 --> 00:12:27.000 It's passed three measures. First is Act No. 1218, creating a state recreation 00:12:27.000 --> 00:12:32.001 and building authority to issue bonds and build a stadium. Second, while we only 00:12:32.001 --> 00:12:37.001 need a million 360,000 to pay the principal and interest on this stadium, the 00:12:37.001 --> 00:12:43.001 second act, No. 1219, provides a million 600,000 of additional revenue annually. 00:12:44.001 --> 00:12:48.001 It might surprise some of you to know that this year Michigan will have a surplus 00:12:48.001 --> 00:12:52.001 of $34 million, and we'll have a surplus next year. 00:12:53.000 --> 00:12:58.000 The stadium bonds will be paid for from the state's general revenue. 00:12:59.001 --> 00:13:04.001 Third, the legislature, by concurrent resolution, has created a joint House 00:13:04.001 --> 00:13:09.000 -Senate committee to make sure that the legislature does the additional necessary 00:13:09.000 --> 00:13:11.000 things to bring the Olympiad to Detroit. 00:13:12.000 --> 00:13:14.001 These actions show that Michigan means business. 00:13:15.001 --> 00:13:20.000 When the question was raised about Detroit's ability to finance the games, the 00:13:20.000 --> 00:13:25.000 whole state rallied spontaneously to support this financing program. 00:13:25.001 --> 00:13:29.001 I know of no major legislation that has ever gone through the Michigan 00:13:29.001 --> 00:13:32.000 legislature as rapidly as this. 00:13:32.001 --> 00:13:38.000 And this is so that we could present a firm and adequate program, so that we can 00:13:38.000 --> 00:13:44.001 be sure that the 1968 Olympiad will be held not in a 1932 model stadium, 00:13:44.001 --> 00:13:47.001 but in a 1968 model. 00:13:48.000 --> 00:13:49.000 Thank you very much.
