ORDER - The statutory scheme for filing a lawsuit based on a federal tort claim is both straightforward and mandatory. Therefore, the Court GRANTS HUD's Motion to Dismiss or, in the Alternative, for Summary Judgment, [dkt. 6 ], and DISMISSES Ms. Grant's Complaint against HUD without prejudice.
