2004-03-22 3 0 ORDER OF DISMISSAL, According this pro se complaint the close and sympathetic reading to which it is entitled, it reveals no basis for the exercise of subject matter jurisdiction over plaintiff's suit. Therefore, the complaint, filed in forma pauperis under 28 USC 1915(a), is dismissed for failure to state a claim over which the Court has subject matter jurisdiction.
