Tue Census Retorns—Gnowrn or Tut U: TED Srares.—We learn from the New York Post, that the census returns, already received from sev- enteen states of the Union, slows an increase of Population since 1840, of 3,130,898, which, added to tho aggregate population ten years ago, of 17,093,- 3 would alone make now 20,224,251. Estima. ting the increases in other states by. the same ratio, the ogeregate population of the nation in June last, may be put dovfh at not less than 24,000,000, or an increase of nearly 7,000,000 in the lost ten year

In sorne of the states the increase has been very rapid, in others quite inconsiderable, In Maine they hare 612,000, being an increase in ten yeare of 110,- 207; or even twenty percent, Massachuseits has 1,000,000, being an increase of 220,172, also up- wards of twenty per_cent. Connecticut has 386,- 000, or an advance of 65,935, also upwards of twen- ty ler cent. Pennsylvania has 2,300,000, showing an increase of 575,07, or over thirly-three per cent. Oliio has 2,000,000, showing an increase of 670,- 732, or over forly percent. Wisconsin bas 350,- 000} she hai but 20,000 ten years ago.

The District of Columbia, on the other hand, has cained but7,000, She has now 60,000, or less thon twelve per cent. inerense; North Carolina has 800,000, being an increase of 46,581, or only about six per cent, South Carolina has $00,000, being an increase of only 44,701—less than eight per cent, We bave returns {rom only one other sou- thern slate, that is Georgia, the population of which is now 1,000,000, showing and increase of 308 about forty-five per cent.

The 840 of increase in the whole Union, erti- mated from the returns received of seventeen, is about 30 percent. That of Georgiais fifteen per | cent. ahead of the average; that of South Carolina [is twenty-two, and North Carolina twenty-four

per cent, below tho average. In the northern yp | states heard from, the rate of increase is uniformly over twenty per cent.

The Fugitive Slave Law—Hemarke of Col. Me- Clernond.

The following extract is from the remarks of Col. McClernand, in reply to Giddings? barangue against the fugitive slaveaw, at the opening of the present session of congress:

Mr. McClernand said he did not rise to follow the gentleman from Obio in bis wanderings upon the subject of slavery : bis only object was to re: pudiate for himself, his district, oud for Mlinois at large, the disloyal sentiwents which bad been ad- vanced and ascribed to the people of the north gen- erally. Mr. MeC. believed that the great iss ol yile of the north were free from the contagion Of tho revolutionary sentiments which bad been advanced. ‘The people of the non-slaveholding as well as the people of the slaveholding states, were a law-abiding and patriotic people—they revered the constitution, were attached to the Union, aud were willing to fulfil their public dutice.

The gentleman from Ohio objected to the fugi- tive slove aol—the net lately passed by congress. He was opposes to it because, as he alleged, it wos an outrage upon human rights, nd a reproach to p civilized and christian coninunity, ‘The gentle- man hould not deceive himeel! nor the public.— The question bere was not whether slavery was right or wrong, but what 1s our duty as law-xiv- ers, ‘This was the question. The’ constitutio povided thot fugitives from service should ‘be de- ivered up on claim of the party to whom such ser- vice or labor may.be due.’ Without this provis- jon the constitution would not have been ailojted at least, #0 we are inforined. The gentleman from Obio wakes his objection too late. The law which he denounces is but the fulfilment of a constitutional injunction, and his ob jection should be made to the constitution itself, rather thar to the law. Ts he opposed to the con- stitution? Would he tear that sacred instrument into fragments to gratify his wild dreams of in- stant and universal emancipation? Would he Jo this? If s0, let hin roake o clean breast—let him avow the fact, Is it candid, is it honest to profess Toyalty anid devotion to the constitution, and at the sate lime to reject ils injunctions? Let the IMionists, if they will, strike ot the constitution itself this is the root of what tbey denounce as an evil. Let them wove for a convention to change the constitution, of, if they are too impotent for that, let thew resort lo. forcible means of revolu- tion, This course would be more open and manly, although it might be more penally responsible than the underhanded and tortuous means whieh find fa vor with some of them.
