There will be four Eclipses this year, two of the Sun and
two of the Moon, as follows:
I. An Annular Eclipse of the Sun, March 28, visible as a
small partial eclipse on the Pacific coast of North America,
north of 43° N. Lat., near sunset; the sun setting with the
eclipse on up to 619 N. Lat.
Il. A Partial Eclipse of the Moon on the evening of April
11; the moon rising with the eclipse on and ending, in
Eastern Standard Time, at 8 h. 52 m. eve.
III. A Total Eclipse of the Sun, Sept. 21, invisible in the
United States. ‘
IV. A Partial Eclipse of the Moon, Oct. 5, invisible in the
United States except in Hawaii, Philippine Is. and Alaska;
the moon setting with the beginning of the Eclipse upon
the Pacific Coast.

FIRST CLASS.— Letters and all written matter, whether
sealed or unsealed, and all other matter sealed, nailed,
sewed, tied, or fastenedin any manner, so that it cannot be
easily examined, two cents per ounce or fraction there-
of. A‘‘Special Delivery ’? ten-cent stamp, when attached
to a letter in addition to the lawful postage, entitles the
letter to immediate delivery at, or within one mile of, any
post-office. Postal cards, one cent each; with paid reply,
two cents each.
SECOND CLASS.— All regular newspapers, magazines,
and other periodicals issued at stated intervals, at least four
times a year; the postage is one cent for each four
ounces, payable by postage stamps.
THIRD CLASS.—Embraces printed books, pamphlets,
circulars, engravings, lithographs, proof-sheets and manu-
script accompanying the same, and all matter of the same
general character, and not having the character of personal
Correspondence, Circulars produced by hektograph or
similar process, or by electric pen, are rated as third class.
The limit of weight for mail matter of the third class is four
pounds, except in the case of single books exceeding that
weight. The rate of postage on mail matter of the third
class is one cent for each two ounces or fraction
thereof.
FOURTH CLASS.—All mailable matter not included in
the three preceding classes, which is so prepared for mailing
as to be easily taken from the wrapper and examined. Rate,
one cent per ounce or fraction thereof, except seeds,
roots, cuttings, bulbs, plants and scions, which are x cent
per two ounces. Limit of weight, 4 lbs. Full prepayment
compulsory. Liquids, and other like injurious matter, not
admitted, except under conditions which may be learned
at any post-office.
Register all valuable letters and packages. een aes
fee, eight cents, which, with the postage, must be fully
prepaid.
FEES CHARGED FOR MONEY-ORDERS.— For Money
Orders in denominations of $100 or less, the following fees
ace charged: For Orders for sums not exceeding $2.50, 3

cents for each ounce or fraction thereof; Books, Cir-
culars, and similar printed matter, one cent for each two
ounces or fraction thereof; SECOND CLASS MATTER
same as in the United States; SAMPLES, one cent per
two ounces (must be paid at least two cents); MER-
* CHANDISE, one cent per ounce. Packages must not
exceed 4 lbs. in weight— prepayment compulsory. No
sealed packages other than letters in their usual and ordi-
nary form may be sent by mail to Canada.
To MEXICO: Letters, Postal Cards, and printed matter,
same rates as in the United States. SAMPLES, one cent

than letters in their usual and ordinary form may be sent
by mail.
To PHILIPPINES, CUBA, GUAM, PORTO RICO, TUTU-
ILA, and HAWAII, same rates as in the United States.
LIMITS OF SIZE AND WEIGHT: Packages of samples of
merchandise to all countries must not exceed 12 ozs., nor
measure more than 12 inches in length, 8 in breadth, and 4
in depth; and packages of printed matter must not exceed
4lbs. 6 ozs,
INTERNATIONAL OR FOREIGN MONEY-ORDER FEES.
—On Money Orders payable in foreign countries the follow-
ing fees are charged: For Orders for sums of $10 or less,

Computing Interest.
The following will be found to be excellent rules
for finding the interest on any principal for any number
of days. When the principal contains cents, point
off four places from the right of the result to express
the interest in dollars and cents. When the principal
contains dollars only, point off two places,
Four per Cent.— Multiply the principal by the
number of days to run, and divide by go.
Five per Cent.-— Multiply by number of days, and }

Explanation of the Currencies of the vartous Countries.
AUSTRIA AND RUSSIA.-~The Paper Currencies are con-
tinually subject to important fluctuations.

DROWNING.—1. Loosen clothing, if an:

entrance to stomach), direct inflation may be tried. Take a
deep breath and breathe it forcibly into the mouth of pa-
tient, compress the ,chest to expel the air, and repeat the
operation. 7. DON’T GIVE UP! People have been saved
after HOURS of patient, vigorous effort. 8. When breathing
begins, get patient into a warm bed, give WARM drinks, or
spirits in teaspoonfuls, fresh air, and quiet. :
SUNSTROKE.—There are two important indicati
treatment — reduction of temperatures and the NaS ae
lants. The patient should first be removed to a cooler spot
if possible, or at least where shade can be secured. The
treatment should be begun at once. The clothing about the
neck and body must be either loosened or removed. Cold
i particularly indicated in cases where there is great heat
of the body, and delirium and convulsive movements are
present. This means of reducing the temperature may be
applied in the shape of cracked ice about the head and spine,
or the use of cold water. If the heat of the body is very
great, it may be necessary to wrap the patient in sheets wet

H2MORRHAGE.— The usual treatment is rest in

Case of Accidents.
OSs
BURNS AND SCALDS.— Cover with cooking soda and lay
wet cloths over it. Whites of eggs and olive oil. Olive oil or
linseed oil, plain, or mixed with chalk or whiting. Sweet or
olive oil and lime-water. Shock, whichis always present in
severe burns, requires the administration ofstimulants, Pain
is more constant and intense in burns than in any other form
of injury, and requires sedatives, which should be adminis-
tered by the medical attendant. Later on the appearances
of inflammation and other complications are to be carefully
watched for.
SUFFOCATION FROM INHALING ILLUMINATING GAS.
—Get into the fresh air as soon as possible and lie down.
Kéep warm. Take ammonia—twenty drops to a tumbler
of water, at frequent intervals; also, two to four drops
tincture of nux vomica every hour or two for five or six
hours.
TESTS OF DEATH.— Hold mirror to mouth. If living,
moisture will gather. Push pin into flesh. If dead, the hole
will remain; if alive, it will close up. Place fingers in front
of a strong light. If alive, they will appear red; if dead,
black or dark. i
Map DOG OR SNAKE-BITE.— Tie cord tight above
wound. Suck the wound and cauterize with caustic or
white-hot iron at once, or cut out adjoining parts with a
sharp knife. Give stimulants, as whisky, brandy, etc.
FIRE IN ONE'S CLOTHING.— Don't run — especially not
downstairs or out-of-doors. Roll on carpet, or wrap in
woolen rug or blanket. Keep the head down, so as not to
inhale flame.
FIRE FROM KEROSENE.— Don’t use water, it will spread
the flames. Dirt, sand, or flour is the best extinguisher, or
smother with woolen rug, table-cloth, or carpet.
CINDERS IN THE EyE.— Roll soft paper up like a lamp
lighter, and wet the tip to remove, or use a medicine dropper
to draw it out. Rub the other eye. y
FAINTING.— Place_flat on back; allow fresh air, and
sprinkle with water. Place head lower than rest of body.
STINGS OF VENOMOUS INSECTS, ETC.— Apply weak
ammonia, oil, salt water, or iodine.
LIGHTNING.— Dash cold water over a person struck.

Poisons
and Antidotes,
FIRST.—Send for a physician.
SECOND.—INDUCE VOMITING, by tickling throat with
feather or finger. Drink hot water or strong mustard and
water. Swallow sweet oil or whites of eggs.
Acids are antidotes for alkalies, and vice versa.
ACIDS, MINERAL.—Chalk, magnesia (plaster off wall in
emergency), solution carbonate of soda, emollient drinks,
fixed oils.
ACID, CARBOLIC,—Any soluble sulphate, such as mag-
nesia.
_ ACID, HYDROCYANIC.—Fresh air and artificial respira-
tion, with cold effusion, Ammonia by inhalation and in-
travenously in vein of leg.
ACONITE.—Emetics, stimulants, external and internal;
keep up external heat, keep flat on back.
ANTIMONY TART.—Vegetable acids, such as tannic acid,
catechu,
ARSENIC.—Freshly precipitated hydrated sesquioxide of
iron made by adding magnesia to any iron solution.
ATROPIA.—Same as Belladonna,
BELLADONNA.—Emetics — mustard flour in water; give
physostigma or pilocarpine; cold to head.
CANTHARIDES,—Emetics, emollient drinks, opiates by
mouth and rectum, large draughts of water to flush kidneys.
CHLORINE WATER.— Albumen, white of egg, milk,
our,
, CHLOROFORM.—Fresh air, artificial respiration (inclin-
ing head down, pull tongue forward), brandy and ammonia
intravenously in leg, the HYPODERMIC injection of 15 m.
tincture of digitalis and 1-60 of a grain of atropine.
CoLCHICUM.—Emetics, followed by demulcent drinks.
If coma be present brandy, ammonia, coffee. Opium in
large dose. Keep up external heat.
, CONIUM.—Emetics, followed by stimulants external and
internal,
CORROSIVE SUBLIMATE.—Albumen, white of egg (4 gr.
sublimate require white of one egg), flour, milk. Equal
arts of lime water and milk. Emetics, or evacuate stomach

Kansas and western Missouri.
When the Pawnee Indians held their
great council. in western Kansas, many
years ago, Governor Walker took this
piece of wampum’ to the oldest Indians
there assembled, but none of them was
able to read the emblems ‘thereon. They
could tell’ nothing about them whatever,
and all the oldest Indian inhabitants of
many tribes have set the age of this partic-
ular piece at over three hundred years.

AREA AND DAMAGE OF THE MAINE
FOREST FIRES
Augusta, Me., July 81—From facts and
figures sent to the office of Forest Com-
missioner, Edgar H. Ring and contained in
| a long report issued today the loss to’ the
State by the forest fires of the spring of
1908 practically was 277,495 acres, at an
estimated money loss of $1,041,210, which
was about two per cent of the wooded aréa
| of the State. As to the causes assigned it |
will be seen a number were occasioned by
porcupine hunters. By far the most destruc- |
tive of the fires was that which started
June 2 in the vicinity of Webster Lake, on
township No. 6, range 10, in Piscataquis
County, and was. driven by the gale of
June 8 across the townships of 6 R.9,5 R
9,4 R 9,5 R 8 and 4 R 8, and it is esti-
mated that it burned over- 86,000 acres’ of
land on which stood some of the finest tim-
ber in the State. In some sections the tim-
ber was entirely consumed, ‘The cause was
unknown.
While in many cases the cause of the fire
was unknown, a summing up shows prac-
tically the following causes: Unknown 83;
clearing land 58; railroad 87; fishermen 37;
smokers 12; camping parties 9; porcupine
hunters 17; burning blueberry lands. 9;
burning brush 2; fire from adjoining town
2: incendiary 3; lightning 1; hunters 3; rub-
bish fire 1; burning grass 2; river drives:4,

Commissioner Ring says: ‘‘While the
area burned over may not equal that of the
forest fires which. swept many townships
in northern Maine in October, 1825, and
ofttimes referred to as the Miramichi fire,
the destruction is more widely spread as
to locality. Hundreds of fires 'seemed | to
spring up simultaneously tn all ‘sections of
the State and burned fiercely until checked
by the efforts of the fire wardens and thou-
sands of men put on by the State, timber-
land owners and town officials. The condi-
tion of the forest was prime for just such
fires. aS. occurred.”’
