FIRST DAY.

The members of the Holston Annual Conference of the Methodist Episcopal Church convened in Greeneville, Ten- nessee, on Thursday, May 17th, 1866, at 9 o'clock, A. M., Bishop D. "W. Clark presiding. Eev. Dr. Pearne opened the session with reading the Scriptures, singing and prayer.

After an appropriate address by the Bishop, and the calling of the roll by the Secretary of the last year's session, the Con- ference proceeded at once to the transaction of business.

On motion, Eev. J. F. Spence was re-elected Secretary of Conference, and Brothers Mann, Black and Petty, Assistants.

On motion, the daily sessions were fixed between the hours of 8|, A. M., and 12, M.

On motion of Dr. Pearne, a Nominating Committee was raised, composed of the Presiding Elders and one minister from each District.

The name of R. G. Blackburn was called, character arrested, and a court of thirteen members was raised by the Conference to examine the evidence and try the case.

Rev. Dr. J. M. Trimble, Assistant Secretary of the Missionary Society, Rev. Dr. Hitchcock, Assistant Book Agent, Rev. J. F. Chalfant, Rev. A. A. Gee, Rev. D. J. Holmes, and Gov. "W. G. Brownlow, were severally introduced to the Conference.

After which, the Rev. Dr. Trimble occupied the attention of the Conference for a short time in presenting the Missionary cause.

By expiration of time, Conference adjourned.

SECOND DAY.

Conference convened at 8^ o'clock, A. M. Religious services conducted by Rev. F. M. Fanning. Minutes of previous session read and approved. The Chairman of Nominating Committee presented their report, which was adopted.

On motion, A. E. Wilson was discontinued, he being on trial. J. B. Walker was discontinued at his own request. Eev. J. B. Little was appointed Missionary Treasurer for the Conference.

After the administration of the Lord's Supper, Conference adjourned.

THIRD DAY.

May 19th, 1866.

Conference assembled at 8J o'clock, A. M. The religious ser- vices were conducted by Eev. J. P. Chalfant. Minutes of pre- vious session read and approved.

Eev. Dr. Trimble presented a Constitution for a Conference Missionary Society, auxiliary to the Parent Society, which was read and adopted as a whole. The following named persons were elected officers, viz : W. C. Graves, President ; Eev. Dr. Pearne, Yice President ; J. W. Mann, Secretary ; J. B. Little, Treasurer ; L. F. Drake, F. M. Fanning, W. Milburn, Managers.

Eev. Dr. Hitchcock, of the Western Book Concern, addressed the Conference with reference to Books and Periodicals.

On motion, Conference adjourned to meet at 3 o'clock, P. M.

FOURTH DAY.

Mat 21st, 1866.

Conference convened at the usual hour. Eeligious services were conducted by Eev. J. H. Yincent. Minutes of previous session read and approved.

The Conference Court made the following report :

K. G. Blackburn was deposed from the ministry and expelled from the Church ; Eev. F. D. Crumley shall no longer be recognized as a minister and member of the Church ; and S. D. Gaines is hereby granted the privi- lege of withdrawing from the Church.

Colonel Jacobs, of General Fisk's staff, and Eev. Eufus Long, of the Church South, were introduced to the Conference.

Committee on time of holding Conference reported, recom- mending the holding of our Annual Sessions in the fall season of the year. Eeport adopted.

CONSTITUTION OF HOLSTON CONFERENCE AUXILIARY SOCIETY.

Article 1. The title of this Society shall be the Church Extension So- ciety of Holston Conference, auxiliary to the Church Extension Society of the Methodist Episcopal Church, United States of America.

Article 2. The object of this Society shall be to assist the Parent Society in "enabling the several Annual Conferences to extend and establish their Christian influence throughout the United States and Territories, by aiding, wherever necessary, to secure suitable houses for public worship, and such other Church property as may promote the general design."

Article 3. The payment of the sum of one dollar per annum shall con- stitute a member of this Society; the payment of ten dollars or more, at one time, a member for life; and the payment of fifty dollars or more, an honorary manager for life.

Article 4. The officers of this Society shall consist of President, Vice President, Corresponding Secretary, Treasurer and Eecording Secretary.

Article 5. The business of this Society shall be conducted by a Board of Managers, consisting of the aforesaid officers, with twelve lay and twelve clerical members of the Methodist Episcopal Church within the bounds of this Conference.

Article 6. This Society, or the donors to it, "may designate the society or societies to which they desire any part, or the whole, of the donation by them made to be appropriated, which special designation shall be publicly acknowledged by the parent Board; but in the event that more funds shall be raised for any particular society or object than is necessary, or than have been appropriated by the general committee of the parent Board, the surplus shall be at the disposal of the Parent Society for its general purposes."

Article 7. The Treasurer shall remit funds received by him as early as possible to the Treasurer of the Parent Society.

Article 8. The annual meeting of the Society shall be held at the session of the Annual Conference, at which time the Corresponding Secretary shall submit his annual report, the Treasurer exhibit a certified statement of his accounts, and an election of officers and managers for the ensuing year be held. There shall also be an anniversary meeting of the Society at the same time and place.

Article 9. This Constitution may be altered or amended in a way not jnconsistent with the character of the Parent Society, at any annual meet- in0- ^ a vo^e °^ a maJority of the members present.

CONSTITUTION OF HOLSTON ANNUAL CONFER- ENCE SUNDAY SCHOOL UNION.

Article 1. The title of this Association shall be the Sunday School Union of the Holston Annual Conference of the Methodist Episcopal Church.

Article 2. The objects of this Union shall be to promote the establish- ment and improvement of Sunday Schools within the bounds of the Con- ference, and also to co-operate with the General Sunday School Union of the Church.

Article 3. All members and probationers of the Holston Annual Con- ference, and all Sunday School Superintendents within the bounds of the Conference shall be regarded as members of this Union.

Article 4. The officers of this Union shall consist of a President, who shall be the presiding Bishop of the Conference ; Vice Presidents— one minister and one layman from each District all of whom, the President excepted, shall constitute the Standing Committee on Sunday Schools in each Conference, to be nominated by the Presiding Elders.

Article 5. The anniversary of this "Union shall be held at such time and place during the session of the Annual Conference as the Committee on Public Worship, and the Sunday School Committee may determine.

REPORT ON THE BIBLE CAUSE.

Tour Committee on the Bible Cause beg leave to submit the following report :

It has been made known to your Committee that there exists in the bounds of our work a great need of Bibles and Testaments growing out of our National troubles— making it impossible for auxiliary Bible Societies to keep on hand a supply. And in most cases these auxiliaries have been compelled to suspend operations, and are in a disorganized condition. Nothing, so far as your Committee can learn, has been collected during the year to supply the wants among the white population or the freedmen. "We are, however, pleased to learn that Bev. Mr. Dunaway, General Agent of the American Bible Society has been re-organizing auxiliary Societies and circulating the Scriptures along the Railroad. He has also co-operated with our General Sunday School Agent as far as practicable ; but the greater part of our work must remain unsupplied for some time to come, unless some means are employed.

Therefore, your Committee would recommend that the Conference en- join it upon our ministers to bring this subject before each Quarterly Meet- ing Conference for the purpose of forming auxiliary societies, and solicit donations to the Bible Cause, and if practicable, have some one appointed by the Quarterly Conference in every charge to distribute the Word of God among the people. CENTENARY REPORT.

Your Committee would presant the following report : Whereas, The late General Conference of the Methodist Episcopal Church held in Philadelphia, directed that the Centenary of American Methodism should be celebrated in October, 1866, by all our churches and people, with devout thanksgiving, by special religious services, and liberal thank-offet- ino- and whereas, said Conference indicated two channels in which the thank-offerings of the Church should flow, namely, the Connectional and the Local, as follows : "Two departments of Christian enterprise shall be placed before the people one Connectional, Central and Monumental, the other Local and Distributive ; and all shall be urged to make liberal appro- priations to both, according to their own discretion." Therefore,

Resolved 1st, That we heartily approve of the objects set fourth in the above resolution of the General Conference of the Methodist Episcopal Church.

Resolved 2d, That we recommend that there be held in each Presiding Elder's Dis- trict, a district meeting, under the charge of District Committees, which are or shall bo appointed, in order to raise funds for the objects above named.

Resolved 3d, That we recommend that one-forth of our contributions be applied to the Connectional, Central and Monumental Department, and the remainder to the cause of Education and Church Extension, under the direction of a committee consist- ing of an equal number of ministers and laymen appointed by this Conference.

Resolved 4th, That, in our judgment, five thousand dollars is the minimum sum which should be raised in the bounds of our Conference, as our Centenary offering of thanksgiving to God.

Resolved bth, That the Conference request the Bishop to appoint an agent, who shall act in conceit with the Conference Committee above provided for— Connectional and Central Committee of the Methodist Episcopal Church— and that the Presiding Elders- be a Committee to estimate the amount of his salary.

REPORT ON EDUCATION.

JONESBOROUGH FEMALE COLLEGE.

Your Committee beg leave to submit the following as their report :

Jonesborough Female College, within the last six months, has been put in successful operation through the liberality of the people of Jonesborough and vicinity. Property worth ten thousand dollars was offered to the Con- ference on the payment of the debt, amounting to six hundred dollars. This sum was promptly subscribed through the efforts of Rev. L. F. Drake, W. H.Rogers, and Prof. Foye. Added to this was a bequest of twelve hundred dollars, which will be available in the course of the ensuing summer.

Having done so much, the people of Jonesborough have a right to expect that this Conference will accept the munificent donation at their hands, and see that the interests committed to them be sustained by a corresponding effort.

Therefore, the Committee, at the instigation of the Trustees, most earn- estly commend the Jonesborough Female College, under the presidency of Prof. J. C. Foye, to the patronage of the public, and respectfully request

that Eev. L. F. Drake be permitted to visit the North, for a few months in their behalf, provided he can so arrange his work that his departure for a short time shall not be detrimental to the interests of the Church.

IBEW MARKET COLLEGE.

This Institution has also a well organized school. The buildings are much out of repair, but gradual progress is being made toward their com- plete refitting. The Committee regret that no fuller statement of the con- dition of this institution has been laid before them.

Your Committee are of the opinion that it would be both timely and wise for the Conference to obtain a valid title to some institution for males at as early a day as possible, and unite upon that and Jonesborough Female Col- lege all their efforts, both at home and abroad. Let these two schools be placed on a firm basis and become a guarantee for the higher education of each sex, while subordinate institutions are allowed to contribute to the local wants of every section of the Conference.

"Will not some town in the bounds of the Conference contribute as lib- erally for the Male School as Jonesborough has for the Female ? Your Committee think that the prospect of having a first-class College in their midst ought to, and will call forth, from even enlightened selfishness, (if there be such a quality,) some competition in the offer of inducements, if _the subject is properly laid before them.

In view of the immediate want of this institution for males, regularly organized and authorized by the Conference, your Committee respectfully request that the Presiding Elders of the several districts be instructed to act with them in the interim of Conference, in an effort to secure the most eligible point for a first-class Male College, with secure title, and organize there, as early as possible, a preparatory school or academy ; and that the Committee have permission to send Prof. Spence, or some other Agent, to the North to solicit aid, acting in this matter as the Conference Trustees of the institution, but without binding the Conference to defray any personal expenses of the committee or their agent.

Rev. Dr. E. Rowley is hereby recommended as President of the Athens Female College, and J. F. Spence to the Knoxville Female Institute.

REPORT ON THE STATE OF THE COUNTRY.

Your Commiitee on the State of the Country respectfully submit :

We share the joy of our sister Conferences in witnessing the return of peace to our land, after the years of conflict which have baptized it with

the blood of our bravest and best, and brought darkness and sorrow to so many desolate homes and hearts.

"With our sister Conferences we hail with the liveliest satisfaction, the Constitutional amendment, by which slavery is forever prohibited in the United States and Territories, and the adoption of laws supplementing that great act of national right and justice.

We are more than ever convinced of the philosophical, historical, provi- dential and divinely revealed truth that "righteousness exalteth a nation, and sin is a reproach to any people," and we hereby express our invincible purpose to labor in faith for the uprooting of national sins, the bursting asunder of the bonds of prejudice and wickedness, and the uplifting of the masses of our whole people to the plane of justice and right. We stand in close sympathy with, and hold in grateful and prayerful remembrance, the men, in and out of official stations, as well as those in the army and out of it, who have stood loyally by and bravely defended and maintained the priceless heritage of our national unity, integrity and liberty.

REPORT ON THE WANTS OF THE FREEDMEN.

Your Committee, to whom was referred the subject of the condition and wants of the colored people in the bounds of our work, respectfully report

That there are some two thousand colored people in Knoxville and vi- cinity, and probably as many as three or four thousand at Chattanooga, and at places of less population their relative numbers are about the same, while all through the rural portions of our bounds there are more or less. These persons need care and assistance to improve them and lead them to Christ.

As a Conference, we are in favor of their religious and intellectual im- provement, by establishing schools for their benefit, by gathering them into Sabbath Schools, by giving them special Sunday services, and wherever enough of them can be gathered together, organizing them into Societies and building them up in religious experience and truth. As far as prac- ticable, we advise to supply colored congregations with colored preachers, and to this end the local colored preachers should be trained and qual- ified, as far as may be, so as to render them efficient and useful to the people of their own race.

We recommend the Presiding Elders and preachers in charge to direct the attention of local colored preachers to suitable books for their read- ing and study, and to procure the ordination of suitable colored local preachers.

REPORT ON TEMPERANCE.

Your Committee on Temperance have had the subject under careful consideration, and are deeply impressed that it is not receiving from us that earnest, persevering attention that this crying evil demands of us at the present time.

The painful fact that intemperance is on the increase, is apparent to all. Previous to the commencement of the late war, the friends of Tem- perance were sanguine of the success of the various movements for the suppression of this fearful vice.

Many bad men have made our troubles a pretext to manufacture and vend ardent spirits, until drunkenness has become fearfully prevalent in all our country, threatening to paralyze the movements and destroy the very life of the Church. Even some of our church members treat Tem- perance movements with contempt supplying the distiller with grain, thus aiding and abetting in scattering woe and death throughout our fair land.

Your Committee, therefore, recommend this Conference to enjoin upon all her ministers and members to use their influence to arrest this fear- ful, growing evil by preaching, as the discipline requires, at least one sermon in each society during the Conference year, upon this subject.

REPORT ON CHURCH EXTENSION.

Your Committee on Church Extension respectfully report :

"Whereas, The Church Extension Society has appropriated ten thous- and dollars to this Conference, which amount is thankfully received, although it is far below the actual necessities of the Conference :

Therefore be it resolved, That five thousand dollars be appropriated to assist in building a church in the city of Knoxville; two thousand dollars to assist in building a church in the town of Cleveland; five hundred dollars to assist in purchasing a lot in Chattanooga; three thousand dollars to pay the debt on the Athens church; three hundred dollars to assist in building a church in Loudon; four hundred dollars to assist in purchasing a church in Louisville; three hundred and forty dollars to assist in paying the debt on the Elizabethton church; eight hundred dollars to assist in paying the debt on the Jonesborough church, and one hundred and fifty dollars to assist in paying the debt on the Eogersville church.

EEPORT ON SUNDAY SCHOOLS.

We regard the Sunday School as one of the most effective agencies for establishing and extending the kingdom of Christ in the world. We be ieve it to be an integral part of the church, and therefore worthy of our cordial approval, fervent prayers and generous support.

In view of the peculiar character of our work in this Conference, we believe that in no other way can we more successfully advance the cause of Christ and Methodism among us than by developing and vigor- ously carrying on the Sunday School work. We especially need an in- crease of intelligence, zeal and tact among our Sunday School teachers. Upon these laborers more than upon any other class depends the success of the system. It will be of lasting advantage to our cause in this Con- ference, if we succeed this year in giving impulse to our teachers, elevating the standard of spiritual and mental fitness, awaking them to increased earnestness, and supplying them with such facilities as are needed for the thorough prosecution of their work. We recommend the adoption of the following resolutions:

1. Resolved, That we are encouraged by the success during the past year of our Dis- trict Sunday School conventions, to continue holding them ; and that we will urge upon all our ministers and people the importance of a regular attendance upon their sessions.

2. That we commend to our ministers, Sunday School Officers and Teachers, and to our advanced scholars, the excellent periodical published by our concern at New York, entitled, " The Sunday School Journal for Teachers and Young People." This eight paged monthly, prepared in the highest style of the typographic art and so ably edited by the Rev. Daniel Wise, D.D., is furnished at forty cents a year. All over five copies, sent to one address, thirty-five cents per copy. In this connection, we also re- commend "The Sunday School Advocate," and the ''Monthly Picture Papers," for the use, respectively, of the juvenile and infant departments of the school.

3. That we will extend our work by the organization of new schools wherever practicable.

4. That we recommend the adoption of institute methods of training, as presented by the General Agent of the Sunday School Union, believing that the system is as practicable as it is desirable.

5. That we recommend the appointment of a Sunday School Agent for this Con- ference.

Resolved, As a body of Christian Ministers, composing the Holston Con- ference of the Methodist Episcopal Church, we will put forth our best efforts to circulate the Western Christian Advocate, and other Church papers among our people.

The following by Eev. Dr. Pearne :

Resolved, That we have been highly gratified by the visit of our highly esteemed brethren, Eev. J. M. Trimble, D. D., Assistant Missionary Secre- tary, Eev. J. H. Vincent, General Sunday School Agent, Eev. Luke Hitch- cock, D. D., Assistant Agent Western Book Concern, Eev. J. F. Chalfant, Superintendent of Missions in Georgia and Alabama, Eev. A. A. Gee, Su- perintendent of Missions in Middle Tennessee, Eev. D. J. Holmes, and H. Bairth, of Nashville ; and that through their counsels and influence, we have received much good.

The following resolution was presented and put by the Secretary.

Resolved, That we entertain a very profound sense of the value and use- fulness of Eev. Bishop Clark's personal assreiation with us, and official ad- ministration within our bounds, at our last and present session of Confer- ence, tender which growth, coherence and gloiious successes have marked our cause in Holston Conference.

Resolved, That the members of Conference be directed to precent their Statistical Eeports at our nest annual meeting, on the first day of its ses- sions, and in case of failure to do so, members will be held to answer before the Conference.

Resolved, That the Conference present, (in rising vote,) their hearty thanks to the citizens of Greeneville for the courteous and hospitable man- ner in which they have been received and entertained during the session of Conference.
