To provide a method which is at once practical and easy of manipu- lation and in compliance with recommendations made by the Presi- dent’s Commission on Economy and Efficiency, the accompanying index of subjects has been adopted for the Bureau of Animal Industry correspondence. It is a modification of Dewey’s decimal system of classification, adapted to the needs of the bureau. This consists in dividing the various subjects included in the correspondence of the bureau into not more than 10 general heads. Each general head is given a number, which number is again divided into not more than 10 heads, each of which may again be subdivided ten times, and so on indefinitely. In classifying the bureau correspondence, 6 general headings are all that have been found necessary. They are as follows: 000 GENERAL AND ADMINISTRATIVE. 100 Meat JNSPECTION. 200 ANnrimMAL DISEASES. 300 AnrmaL HUSBANDRY. 400 Darry InpustrY. 500 Export AND Import LivE Srock, Hipss, Erc. 600 700 800 900 MISCELLANEOUS. Each general heading has been divided, each division subdivided, and each subdivision subdivided where necessary. It is seldom necessary to subdivide further than this. The place of filing any given piece of correspondence is determined by its subject, and under this classification it has been found possible to eliminate almost wholly all card records or other index of the bureau correspondence. Not more than 20 per cent of the bureau correspondence is indexed at the present time. Since there are only 6 general headings for the bureau corre- spondence, it takes only a brief experience to mentally associate not only the general headings but the subheadings as well. Take, for instance, the subject of “Meat inspection.’’ Its general number is 2 vo 4 OUTLINE OF BUREAU OF ANIMAL INDUSTRY FILES. 100. Its 9 subheadings, each covering 10 numbers, are soon learned. Numbers 130 to 139, inclusive, which cover the subject of ‘Federal meat inspection”? and which,embrace about 50 per cent of the bureau correspondence, are quickly and indelibly impressed upon the memory, so that when correspondence bears any number from 130 to 139, inclusive, we know it is about some phase of the United States meat-inspection work. Numbers without any decimals indicate the general divisions of a subject. The decimal on the left-hand side of the general number always indicates a general division of that subject, while the decimal to the right of the general number always indicates a subdivison of a general division. For instance, number 132 covers the subject of ‘Post-mortem inspection” under the general head of ‘“‘ Federal meat inspection”; number 1.132, ‘‘ Disposition of carcasses and parts, ’’indi- cates a subdivision of ‘‘ Post-mortem inspection”; and numbers 1.132.1 to 1.132.9 indicate further subdivisions of the subheading “ Disposi- tion of carcasses”’ under ‘‘ Post-mortem inspection.’”’ Thus it will be seen that it is only necessary to identify the general head under which a subject comes to locate easily its proper place in the files. It will be noted that under number 400, ‘ Dairy industry,” the Dewey system of classification is followed literally. The outline is very simple and will be easily understood upon examination. When a letter necessarily covers more than one subject, its most important feature should be determined and the letter given that number, cross reference by means of blank sheets being made for the other subjects mentioned. For instance, suppose a controversy should arise regarding the inspection of a consignment of sausage for the United States Navy and a sample be sent to the bureau for chemical examination. The correspondence should be numbered 2.134 and a cross reference made in the chemical examination file under number 7.133.1. Bureau employees are instructed to never cover more than one subject in a letter when it is possible to avoid it. The system in its entirety, as hereinafter outlined, has been 1n prac- tical use in the bureau for several months and its operation has proved entirely successful. Of course, no station will have use for all the sub- jects given in this index, and it is thought that the present filing equip- ment on hand will be ample for the needs of any station. Numbers not used in this outline are reserved for future subjects, the need for which has not yet arisen. No number in this index should be changed, nor should any subject be added to same, except by written permission from the bureau. It will be noted that the file containing ‘9”’ in its number is always the file for miscellaneous correspondence under its respective heading. Each file should be arranged alphabetically under its respective heading unless experience proves that a chronological arrangement OUTLINE OF BUREAU OF ANIMAL INDUSTRY FILES. D is more feasible. All correspondence arranged chronologically is filed with the last date in front. For instance, three letters on the same subject dated July 5, July 15, and July 20, 1913, should be filed as follows: Letter of July 5, with its answer in front, is filed; then letter of July 15 is filed in front of that and its answer placed in front of both; finally letter of July 20 is filed in front of the answer to letter of July 15 and the answer to letter of July 20 is placed in front of the whole. Accumulated correspondence on any particular subject should be kept together. This is easy when a file is alphabetically arranged. Accumulated correspondence on any particular subject arranged chronologically should be filed under date of the last letter, a cross reference being made under date of each previous letter showing that it is filed with the letter last received on that particular subject. Each general head, each subhead, and each subdivision of a sub- head are separated by guide cards containing appropriate legends, and all correspondence is placed in front of the guide card to which it pertains. In replying to bureau correspondence the Division letter and the number as well as the date of the letter should be referred to. Below is given_a list of the Division letters assigned to the different divisions of the bureau. Reference to these indicates from which office a letter has emanated. A. Chief of Bureau. M. Dairy Division. U. Quarantine Division. H. Appointment Section. Y. Meat Inspection Division. L. Library. | YY. Field Inspection Division. “Z”’ indicates a circular letter. When a circular letter emanates from the Meat Inspection Division it is given a serial number with the additional designation ZY, together with the subject number cov- ered, as ZY-1.132.8. Such a circular letter would cover the post- ' mortem inspection of carcasses for some parasitic infection, as Cys- ticercus bovis, Cysticercus cellulose, etc. All circular letters are given their Division letters as well as the letter Z. Thus a circular letter on the above emanating from the Zoological Division, would be given the next serial number with the additional designation ZO-1.132.8. No letter should relate to more than one subject if it can be avoided. In meat-inspection correspondence no letter should cover more than one establishment, whatever the subject. A general report on a sta- tion, special reports on branding, etc., should be made separately from reports on establishments. 6 OUTLINE OF BUREAU OF ANIMAL INDUSTRY FILES, In writing about violations, whether meat inspection, quarantine or twenty-eight hour law, the B. A. I. number, the department num- ber and the name of the violator should always be given. Letters should be written on only one side of the sheet; they should be brief and concise, but courteous; few need cover more than one page. Unwieldy and technical words, and long, complex sentences should not be used where simple words and short sentences will express the idea equally as well. The substance of the letter received should not be used as a pre- amble to the reply. In acknowledgments or replies the first sen- tence should always refer to the Division letter, the subject number, and the date. For example: ‘ Referrmg to your letter Y—1.132.8 of July 15, 1913,” ete. All correspondence should be returned to the files immediately after it has been answered and should not be held for the reply. Some form of “‘tickler system’’ may be used in case a particular file | is wanted to be kept track of until replied to. The foregoing instructions apply to correspondence emanating from as well as correspondence addressed to the bureau, and employees in Washington are instructed to closely observe the same and to coop- erate fully with the clerks in the file room. Inspectors and others in charge who have not already done so should register their telegraphic addresses with all telegraph compa- nies having offices in their respective cities. This address should consist only of the inspector’s surname, Animal Industry, city, State. For example: ‘Smith, Animal Industry, Providence, R. [.”’ Noti- fication of the address registered should be immediately mailed to the chief of the bureau. Telegrams sent to the Washington office should be addressed ‘‘Animal Industry, Washington, D.C.,” and signed only by the surname of the sender. The telegraph should be used only for matters which demand imme- diate action, and when the public interests would suffer if such mat- ters were taken up through the mails. Telegrams should be as brief and condensed as possible, and, when numbers are mentioned, each figure should be spelled out ‘‘four naught two three eight,” not ‘forty two thirty eight.”’ GENERAL CLASSIFICATION.
