CONSTITUTION 6t the
BAPTIST STATE COIVVEXTIOIV OF NORTH CAROLINA.
Article 1. This Institution shall be called the Baptist State Conven- tion of North Carolina.
Art. 2. The primary objects of this Convention shall be the education of young men called of God to the Gospel ministry, and approved by the chnrches to which they respectiveiy belong; the circulation of Bibles and religious liooks; the employment of missionaries within the limits of tlxe State, and a co-operation with the Southern Baptist Convention in the promotion of missions in general.
Art. 3. The funds devoted to these objects shall be kept distinct from each other, and punctually appropriated, agreeably to the specific intention of contributors.
Art. 4. This Convention shall be composed of such individuals and delegates from such institutions as shall make adequate contributions to its funds.
Art. 5. Every Association or individual shall be entitled to send to the Convention one delegate, who shall be a member of the Baptist Church for every ten dollars paid into the Treasury.
Art. 6. An}^ regular member of the Baptist Church, by contributing at one time, the amount of thirty dollars to the funds of the Convention, ma}^ become a life member, provided he or she continues a member in good standing in the Baptist Church to wliich he or she belongs. Also, by the payment of one hundred dollars at one time, may become a life member of the Board of Managers upon the same conditions.
Art. 7. Every Association expending funds for State ^Nfissious or Col- portage under tlie direction C'f their res'pecti'-e Boards, and reporting the same to the Treasurer of this Convention, shall be entitled to one delegate to this Body for eVery fifty dollars so expended.
Art. 8. Any member of any Baptist church, and every Baptist church or Association in this State paying funds lor Foreign or Domestic Missions to the Boards of the Southern Baptist Convention, and producing the re- ceipts therefor to our Treasurer, shall be entitled to representation in this Convention according to Articles 5 and 6 of this constitution.
Art. 9. The officers ot this Convention, to be elected annually, shall be a President, three Vice-Presidents, a Corresponding and Recording Secre- tary, a Treasurer and an Auditor, who, Avith twenty others, shall consti- 'tute a Board of Managers, five of whom shall form a quorum.
Art. 10. It shall be the duty of the President to preside al all meet- ings of the Convention and Board, that of the Vice-Presidents, to preside in case of his absence, according to seniority. The Secretaries shall be re- quired to discharge the duties appropriate to their respective offices. The Treasurer shall hold the funds of the Convention, to be subject to the or- "der of the Board ; shall give security for the faithful discharge of his duty, and shall make an annual report of all receipts and expehditures, which shall be audited and published with the minutes. •
Art. 11. The Board of Managers shall meet quarterly or oftentr, at such time and place as they shall, from time to time, designate ; when they shall adopt such measures as shall best tend to carry into effect the object's of the Convention.
Art. 12. There shall be an adequate number of Agents, subject to the 'direction of the Convention or its Board, whose duty it shall be to visit
J^ssociation5?, churchfs. Arc, and endoavor to secure their co-operation with this Institution, conformably to the [irovisions of the Constitution.
Akt. 13. The Convention shall hold its meetings annually, at such tims and place as it shall direct.
Art. 14. The Convention eliall require of its Board a full report ofa!I r,heir proceedings at each annual meeting.
Art. 15. Auy alteration may be made in this Consbitution at svny an- imal meeting, with the concurrence of two-thirds of the members present.
RILES OF 06DER.
1. Every meeting for business shall be opened and closed with prayer, cither by the presiding officer, or some one whom he shall appoiiit.
2. Every speaker shall rise and address the President on any subject to be discussed.
3. No motion shall be debated unless seconded ; and no member shall speak more than twice on the same motion, without special leave of the Convention.
4. The President shall be chosen by ballot. The other officers in any way the Convention may direct, but not necessarily from among the mem- bers.
5. Every question shall be decided by the livmg voice, unless otherwise directed.
G. During the hours of business, all private conversation, walking across, or out of the house, w'ithout permission of the President first obtained, shall be deemed a breach of order.
7. The names of mernbers shall be called each day previous to proceed- ing to business.
8. All resolutions shall be reduced to writing, signed by the mover, and handed to the Cliair or Secretary, before debated.
9. When a question is under debate, no motion siiall be received but to adjourn, to postpone indefinitely, to commit, to lay on the taljle, or. to amend ; wdiich several motions shall have precedenae in the order in wliich lliey are arranged. But no motion or proposition on a subject diflerent from that under consideration, shall be admitted under color of ame^sd- ment.
10. When a motion has been once made and carried in the affirmative or negative, it shall be in order for any member who voted with the ma- jority to move for re-consideration thereof on the same day.
11. When the reading of any paper is called for, and is objected to bj a member, it shall be determined by the vofee of the Convention.
12. No member shall absent himself from the service of the Convention, unless lie has leave, or be sick and unable to attend.
13. All questions, except such as relate to the Constitution, shall be de- cided by a majority of votes.
14. Should the presiding officer fail to enforce the ioregoing regulation.^,, he shall be regarded as untrue to his trust, and shall be Hable to be reqaind-.. sd of his duty by any member present.

The brethren delegated to tlie Baptist State Convention^, met according to adjonrnmcnt from Ealeigli, 1858, in tlie Bap- tist churcli in this place, at 10 o'clock, A. M., and were called to order by the President, Elder James McDaniel, of Faj- etteville.
After reading a snitable portion of Scripture, and a very appropriate address from the President, the delegates were led in prayer by Elder R. II. Griffith, Pastor of the Charlotte Baptist chnr-ch.
NoTK. — The substance of this address having been publish- ed in the BfHical Recorder^ it is omitted here.
Previous to the enrollment of names, Elder Griffith stated to the members that the editors of the Daily Bulletin had politely offered to publish the ]>roceedings of the Convention each day, if they could be furnished l)y the C^onvention. whereupon, Elder James stated that- he had secured the ser- vices of Bro. F. II. Ivey, to report for tli-e Recorder^ and that these reports could be made to the Bulldin and be transfer- red to the Recorder. This an-angement was cheerfully con- curred in by the Convention.

After the enrollment was completed, the Chair announced that the next business claiming the attention of the memhers, was the election of officers for the ensuing year.
Tlie first officer to be elected was President. Tlie constitu- tion providing that he should be elected by ballot, Elders Lennon and J. S. Purefoy were aj^pointed tellers, to take vote for the President.
While the tellers were preparing their reports, the delegates were led in prayer by Elder Ejiapp.
Tlie tellers reported Elder McDaniel re-elected President, for the next year, who, after addressing the members in a few appropriate I'cmarkSj thanking them for this renewed evi- dence of their regard, took the chair and re-entered upon the discharge of the duties M'hich have for so many years been entrusted to his keeping.
On motion, the nomination of the other officers of the Con- vention was referred to committee, consisting of R. B. Jones, I. Winston and J. S. AVatson.
On motion ,R. 11. Griffith, R. B. Jones, R. AV. Lawson, G. J. Moore and J. B. F. Boone were appointed a committee on Religious exercises.

Elder James reported that he and twenty-eight other breth- ren attended the Biennial Convention in Richmond in May last, and gave an encouraging account of the number and ef-. liciency of the Convention.

The coiistitutional question of representation in this body upon funds paid into the treasury of the Domestic and Indian Mis- sion Boards which was waived yesterday, w^s, on motion, re- ferred to the committee on. the revision of th.e Constitution.
The special order for the hour. Adz., " State Missions," was tlien tal>:.en up upon that part of the report of the Board of

Managers referring thereto. The Convention liad the pleasure of listening to a number of interesting addresses upon this subject from various brethren present. In one point of view the facts brought out by these addresses were quite encour- aging; much hadheen done to supply the destitution of the {^tate. But it was also sad to know the vast extent of our State yet destitute of a Baptist ministry.
Upon a motion to adopt that part x:)f the Board's report re- ferring to State Missions, a motion to amend, by referring that part of said suTijeet relating to the co-operation of Asso- ciations with the Convention to a special committee prevail- ed, and that matter was so referred.
The time for adjournment having arrived, the farther dis- cussion of this subject was postponed till to-morrow.

schools now in operation in tlie State, we liave learned with much pleasure of the purchase of a site in the city of Kaleiii:!! for the purpose of erectinij; and establishing a denominational female school of high order ; therefore,
Resolved, Tiiat this Convention approve and connnend the same to the favorable consideration of the denomination at large.
The consideration of the subject of State Missions was re- sumed. After a short discussion, that part of the report of the Board referring to this subject was adopted, except sa r/iuch of it cks, had Jjeeoi, committed.

Resolved, That we make an eifort during the next year to raise an average of twenty-live cents per head from all our churches for the State Mission fund.

Elder Thomas R. Owen, of Tarboroiigh, who had during the present year left the Presbyterian church and joined the

Baptists, was introduced to tlie Convention by the President and granted permission to make some remarks in reference to the change of his ecclesiastical connection. Elder Owen made a few appropriate remarks in reference to this change, in snh- stance as follows :
He had come thus far to identify himself with the Baptist denomination in its doctrines and sentiments. He said : "I am now a Baptist in mind and heart and conscience, made so, not by force of circumstances, as some of my friends liave un- advisedly said, but from the force of the truth.''^ He notv had Bible authority for all he believed and taught. l^'H formerly thought he had it, but had novj found that his ignorance had been as profound as his heart had been sincere.
He was then cordially received as a hrother.

We wonhT, render our gratitude to God for the success that has attended the labors in the several departments under our control, and for the blessing that has rested on the effort^ m^de ; but we have to lament that on account of the lack of means and men, these efforts have been so limited.

STATE MISSIONS.
At a meeting of the Board, Dec. 1st, 1858, $300 were allow- ed Elder R. H. GrifHth, stationed at Charlotte, for 1859. Bro. Griffith's reports have been satisfactory and encouraging to your Board. Within a few months past thei-e has been a gra- cious revival of religion under bis ministry, resulting in the addition of 25 to the membership of the Charlotte church. A Sabbath School is kept up, prayer-meetings and concerts of prayer for missions are observed. At the same meeting of the Board, Elder John Mitchell was appointed to preach two Sabbat] is in the month in Greens- boro', the Board paying $200 for his support. Under his ifiinistry a church has been organized in Greensboro', consistr ing of 15 members, and the ])rospects of our cause at that place are considered encouraging. Since the constitution of the church, 22 have been received by letter and baptism, and the church has paid $53 for his services. Bro, Mitchell has also supplied High Point and Thomasville witb preaching in the week, and a church consisting of 9 memb'v'rs lias been con- stituted at tlie lattev place.

AVhile the above exliibit shows the operations of your Board in the department of State Missions, it presents scarcely a tithe of what k;v« been done by missionarv labor in the home field.
Several Associations have been actively prosecuting the work in their own respective bounds, and have had from one to six missionaries each in the field. The Board regret that they are not able to present a view of all that has been done in this branch of our aperations dm'ing the year, so that there might appear in your ]3i"oceedings a statement of what has 'been accomplished.
But this is rendered impossible, because we have not re- -ceived from the Associations reports of their operations.
It ]-emains to devise some means whereby this information may, in future, be obtained.
Your Board deem it not impro]ior, in this connection, to <-all your attention again to destitute points within your Ixnuids. Among these, besides the places already noticed, may l)e mentioned Salisbury, Salem, Statesville, ]\Iocksville, Lexington, Graham, AVilson, Tarboro', Lincolnton, AVilks- boro', and many other important ijositions in the eastern, mid- dle, and esjiecially the western portions of our State.

Ministerial Erucatiox.
At your last session, yoiir Board had six younc; brethren under their patronage, receiving an education at Wake Forest College, preparatory to' fhc ministry.
At the request of one of these, his connection with the Board Avas dissolved on the 28th May last. AVe now have five Beneficiaries under our charge, pursuing a course of stu- dies at Wake Forest College. Two of these are in the Senior Class, two in the Junior, and one in the Freshman, lieports from theTaculty of the college, show that these breth- ren are making commendable progress in their respective classes. Your Boar"?! regard thia as the most important object of the Convention, and would nrge ilie necessity of a large in- crease in the numbe}- of its Beneliciaries. We feel convinced that, at least, twelve or fifteen ought ik^w to be at Wake For- est, instead of jive, or the tliree wlio Aviil be all that will be there after June nesJt, 'mdess nexv ones are added. It is be- lieved that proper young brethrf^n eOuld be found, if your Board had the means to aid them. But the means are wanting.
Although the number now under y*our patronage is so small and the assistance rendered only partial, yet the last report of your Treasurer shows this departjnent to be nearly l§oOO in debt. It wiir require greatly increased liberality on the part of our brethreu, and additional consecration to the service of God on the, part of our young men, to meet the claims of a perishing world, and of 'the cause of Christ npon ns, in this department of our benevolent operations. Dear brethren, shall not the treasury be replenished, and many more young men be placed in. training for the Master's work ? For a state- ment of the jiecuniary con/lition of this department also, we beg leave to refer you to the report of your Treasurer.
FOREIGN MISSIONS.

The several Associatioiis and Cluirches have, probably, rais- ed additional sums, of which no statement appears here.
Your Ijoard feel sensibly the necessity of son\ething being done to remedy this evil in future ; and we earnestly hope tiiat some plan may be adopted whereby a st-^tement of all the money raised in the State foy Foreign Missions may ap- pear in your Minutes.
Our elforts in this division of our labor, should be measur- ed by the magnitude of the work to be performed, and the demauds of the heathen nations upon us. We have still to l>rese]it the millions of China as ^ harvest white for gathering. Although recent events have somewhat disturbed the politi- cal relations of that Empire with other nations, yet we feel strong confidence that the God f»f Missions will soon luring out (jf these events good to his cause ; and that the prjjitical condition of China and her relations with other powers, will soon be such as that she will be permanently opened, in every part, to the heralds of the cross.
xVfter a sojourn of eigliteen months among us, our beloved brother Yates and his family have again bid us farewell, for the distant scene of their toils. During his stay among us, he labored and plead for men for China ; but, we arc sorry to. say, he had to depart without oi\e to accompany him. We feel assured, however, that the impetus given to Missions by his visit will not be allowed by our brethren to be lost ; and that the interest awakened in the minds of many of our young men in behalf of the Chinese, will lead them hereafte:^' to con- secrate their lives to missioiniry labor among them. Good seeds liave been sown. Let our brethren and (churches foster them, and we hope ai^d believe brother Yates will yet live to welcome some of our young brethren to the shores of Cliina, to labor there by his side in the Master's vineyard, and to step into his place when he shall fall. Ethiopia, also, is btretchmg out her hands, and men are wanted to preach the gospel to the benighted sons of ^Vfrica. Japan presents an inviting field, and other denominations are sending their missionaries to occupy it. Would to God we had the men and the means to bear a part in the glorious work. We learn that the F. M. Board have appointed two men to that field, who are expec- ted to sail before very long. tQO, is worthy of particular notice as a field peculiarly adapted to the missionary froni the South.
Dear brethren, your Board feel, in view of tlie land yet to be possessed, that our efforts for the heathen n^ust be greatly augmented before the kingdom^ of this world will ever be subdued to our Lord Jesus Christ, Let us give our substance U) this work ; cultivate the gifts in our churches in reference to it ; labor and pray that men may be raised up and sent to reap the field'^ already white to harvest ; and be willing to go ourselves should God require it at our hands.
CoLPOKTAGK.
The present year is the first in which we have been enga- ged in this work. In accordance with a reco-mmendation adopted at the last session of the Convention, your Board, afe a meeting held Jan. 14, 1859, appointed Elder Jas. S. Purefoy General Superintendent of Colportage, with a salary at the rate of $800 per annum for services rendered. The Boart] would commend this department of our labor to the fostering care of the Convention, and would cherish the hope that, at no distant day, our denominational literature will be spread broad-cast throughout the whole State. The Board would respectfully suggest to the Conveatioi> the propriety of so amending the Constitution as that Asso- ciations, or Churches, expencRng funds under their own con- trol, for any of the primary objects of the Convention, shall be regarded as collateral societies, and shall be entitled to one delegate for every hundred dollars so expended and reported to the Convention.
In closing their report, your Board would indulge the hope that your present session may be distinguished for union and (•oncert of action ; that it may be peculiarly blessed to the furtherance of all the objects which you contemplate, and that the Redeemer's kingdom may be greatly promoted in the yartli.

Tlie only ijiiep- tion liere is, how is North Carolina performing her part in raising the endowri.'ent for this institution ? At the last sess-ion of this Convention, it was thought that the Baptists of this State shonld raise the sum of §15,000. During'that sessitn -$5,000 of the amount was pledged ; and in the^jiast four months, Bro. Mays, the agent for the Seminary, has rais- ed $8,000. It will be seen, therefore, that of the amount pro- posed, tf-ere is now a deliciency of oiJy $2,000. We are glad to r«^port, upon the authority of the agent, that general- ly, where the claims of the Seminary have been presented, it has ]net the warmest sympathies of the brethren. Should there be still n deficiency after the adjournment of the Con- ventiMi, yo'.ir committee are of opniion, that it will be Easily made \v[) by interesting portions of •^ the State Avhicli have not vet been visited bv the agent.

EEPOET OF THE SUPEEIXTEKDENT OF COL- POETAGE.
At tlie time of n\j appointment as Superintendent of Col- ]>ortage, I expected to travel, and solicit funds to pay the eolporters, &c,, but finding a strong opposition abroad to agents, and particularly to the salary of agents, I thought it l^est to depend upon the liberality of the churches, and the aid of an appeal to them by a circular, issued by the direction of the Board, in the name of Elder A. J. Emerson, the general Agent of the Convention.
I have attended as many Associations as I could, and have endeavored to get them to co-operate with the Convention in the work of col])ortage, by appointing eolporters within their own bounds, and paying them for their services, and let the con- vention supply them with books on the same terms that we do our own appointed eolporters. The Ealcigh, Flat Eiver, Pam- lico and Cedar Creek Associations, have each a colporter traveling under this arrangement. The object of this plan is to save the expense of a traveling agent and to have the co- operation of the different Associations with ns in the great work.
There are now laboring nnder the direction of your Board, A, B. Erwin, in Iredel county ; Elder John Eobertson, in Sur- ry ; Elder E. Gourley, in Guilford ; E. L. Clay, in Granville and Franklin ; Mathew S. AVilliams, in Franklin and Nash ; John E. Oliver, in Duplin. E. E. Moore labored from Janu- ary to July, in Johnson county ; F. A Belcher labored, dur- ing his vacation, in the towns of Charlotte, Greensboro' and Hillsboro ; J. K. Howell labored ii part of his vacation in Gr&nville county. The amount of these labors will be seen by reference to the statistical part of this report.
To pay the salaries of these eolporters, which is $200 and traveling expenses, the board is entirely dependent upon the contributions of th^ churches. The capital npon which we have to operate is too small to enable the board to do a great amount of work. I have received from the former depository agent, in cash and books, at a nett cash value, the sum of

$1,479 15. I have bought, during the year, about $1,500 of books. The business,' up to 1st Dec, is as follows : —

The Superintendent gave to the Convention his services free for 1859, except traveling expenses.
