1916—17 - 1917—18.

Since the latest of the “Rapports et Procés-Verbaux” (1914—15 and 1915—16) Composition of
no change has taken place in the composition of the International Council. a aa

In 1916—17 and 1917—18, the usual work has been carried out by the Pare
Central Bureau.
The compilation of Atlantic hydrographical surface observations from 1900—
1914 mentioned in the last “Rapports et Procés-Verbaux” has been continued (see
below, page 6).
The “Bulletin statistique” for 1911 and 1912 has been elaborated and published,
and the Bulletin for 1913 has been elaborated.
Professor D’Arcy THomeson, chairman of the Statistical Committee, has
continued to undertake the editorship of the Statistical Bulletin.
The biological work in relation to the resolutions of the Council has, as far as
possible, been continued in all participating countries during 1916—17 and 1917—18.
Herring investigations and Baltic salmon and eel investigations have been carried
on. In Denmark, Holland, and Sweden, investigations have been made as to how
the stock of certain food fishes (plaice and haddock) has altered, since the outbreak
of the war, in the North Sea near the Danish and Dutch coasts and in the Kattegat.
In Sweden investigations with the “Skontrawl” have been continued. Every
summer, during the last four years, expeditions have been carried out in the Southern
Baltic, in order to study the conditions of fishlife in this Sea.
A long series of publications as to the result of former and recent investigations
has been issued in the neutral countries.
For 1916—17 the usual contributions have been paid by the neutral countries: Contributions
Denmark, Holland, Norway, and Sweden. Furthermore, Great Britain has paid
the usual contribution for 1916—17. For 1917—18 contributions were only called
for and paid by the above named four neutral countries.
From the Statement of Accounts for the financial year 1916—17 (see below) re a
it will be seen that the balance at the end of the year was Kr. 55769.76, while the ana 1917-18
estimated balance was Kr. 53134.00.

For 1917—18 the balance at the end of the year was Kr. 52306.84, while the
estimated balance was Kr. 41622.00.

, The accounts for 1916 —17 and 1917—18 have been revised by the Financial
Committee and found correct. They will be submitted to the International Council
for its final approval at the next meeting.

As to the result of the work of the department for 1916—17 and 1917—18, the
following details have been reported by the Heads of the Departments, Professor
KNUDSEN, Professor OSTENFELD, and Captain SCHONING.

Report of work carried out by the Departments of
the Bureau during the financial years July 1916—July 1918.

1. Hydrographical Department.

The elaborating of the Atlantic surface material was continued, and the tables
made ready for printing. Various sketches of graphical representations of the results
were prepared as drafts, and, as the final mode of representation had been fixed,
those areas were selected where a graphical view of the temperature variations
seemed to be desirable. These diagrams were Unen constructed and ud ready for
reproduction.

Furthermore, an introduction to the “Bulletin Atlantique” was written, and the
total manuscript laid before the meeting in Copenhagen in May, 1918.

A short account of the preparation of this Builetin and of some of the results
shown by the tables was elaborated and given as an address to the meeting of geo-
physicians in Göteborg in August, 1918.

Plans for future work to be done at the hydrographical en were pre-
pared and laid before the meeting in Copenhagen in May, 1918, for discussion.

Finally, a paper on the relative contents of oxygen in the surface water of the
Gulf of Finland has been written and made ready for publication.

2. Plankton Department.

1. The Head of the Department has continued the elaboration of the concluding
“General part” of the “Résumé planktonique”.

2. The Department has finished the printing of “Catalogue des especes de
plantes et d’animaux observées dans le plankton... depuis le mois de
juin 1908 jusqu’au mois de décembre 1911”, which has appeared in December,
1916, as “Publication de Circonstance No. 70”.

The Department has begun the printing of H. H. Gran and T. Gaarder’s
paper: Über den Einfluss der atmosphärischen Veränderungen Nord-Europas
auf die hydrographischen Verhältnisse des Kristianiafjords bei Dröbak im
März 1916.

3. Biological Department.

In the report for 1914—1916 it was mentioned that the “Bulletin statistique”
for the years 1911—1912 would be edited during the beginning of the year 1917,
but on account of several circumstances, due to the war, it was not possible to edit
the statistics for these years till the middle of August, 1917. The elaboration of the
statistics for the year 1913 has been continued and is now so far finished that it:
has been sent to Professor D’Arcy Tuompson for perusal. The work on the statistics
for the year 1914 has been started, but, as it is difficult to get the material from the
different countries, it is not possible to say when this year will be ready for publi-
cation.

From 23rd to 25th May, 1918, a meeting of Delegates of the International meeting of
Council from Denmark, Holland, Norway, and Sweden, has taken place in Copen- Pelesates of the

Compilation and publication of the Atlantie Bulletin for the past two years,
to which Holland has so largely contributed.

Investigations as to the growth of certain species of fish, and variation of year
classes (plaice in the coastal waters of Holland and Denmark) since commence-
ment of the war, and plans for continuing such investigations until and after
conclusion of hostilities, as a circular concerning co-operation with other count-
ries based on the experience of Holland and Denmark during the war should
be sent out as soon as possible.

Account of the Swedish and Danish investigations as to races of herring, and
growth of the scales in proportion to length of the fish; also possibility of co-

operation between Holland, Denmark and Sweden on the herring question,

Plan for continuation of the Atlantic temperature investigations after 1914.

Lecture

Professor H. H. GRAN: Investigations and experiments during the last years about

the reproduction of the plant plankton in the Christianiafjord in
relation to the oxygen content, alkalinity and content of organic matter in the

letzten Jahre, wozu Holland so beträchtlich beigetragen hat.
Untersuchungen über das Wachstum gewisser Fische und die Variation der
Jahresklassen (Schollen in den Küstengewässern von Holland und Dänemark)
seit Anfang des Krieges und Pläne über die Fortsetzung solcher Untersuch-
ungen bis zum Abschluss der Feindseligkeiten und nach demselben, weil ein
Rundschreiben über die Kooperation mit anderen Ländern auf Grund der von
Holland und Dänemark gewonnenen Erfahrungen so bald wie möglich ausge-
sandt werden sollte.

Bericht über die schwedischen und dänischen Untersuchungen über Herings-
rassen und Wachstum der Schuppen im Verhältnis zur Länge der Fische; ferner

The President Professor PETTERSSON opened the meeting at 10.30 a.m. and
suggested a discussion of point 1 of the agenda.

Professor KNUDSEN reported on the collecting and working up of the material
from Holland, Germany, and Denmark and laid before the members the manuscript
of the Atlantic Bulletin prepared by the Bureau.

On the proposal of Professor PETTERSSON, a sub-committee was nominated
to deal with the editorial details. Exman, EVERDINGEN, GEHRKE, KNUDSEN,
PETTERSSON and RyprrR were charged herewith.

Dr. Hsorrasked towhat extent the Bureau had endeavoured to procure material
for this Bulletin also from other countries.

Professor PETTERSSON replied that this had certainly been the case but that
difficulties of a practical nature had restricted the Bureau to the material as yet
collected.

In agreement herewith it was pointed out by all experts present at the meeting
that a collection of further material could hardly be carried out with the means
at present at the disposal of the Bureau, and that at any rate it would delay the
publication of the new bulletin quite considerably.

Dr. Hsort then raised the question whether it would be well already now to
publish the Atlantic Bulletin in its present shape or whether it would not be better
to postpone the publication until a complete and more international material of
observations was at the disposal of the Bureau.

With reference to this, Dr. REDERE pointed out that for the continuation of
the international cooperation it would undoubtedly be useful that the Bureau
issued publications as frequently as possible in order to keep the public informed
as to the results of its work.

Further, Professor KNUDSEN and Professor VAN EVERDINGEN remarked that
at any rate the present work would mean a step in the right direction and that
its publication could not therefore be considered unjustified. Moreover, the tables
were so extensive that in future it would be easy for anybody the compare our
material with any fresh material which might subsequently be acquired.

Der Präsident Professor PETTERSSON eröffnete die Sitzung um 10%, Uhr und
schlug eine Besprechung von Pkt. 1 der Tagesordnung vor.

Professor Knupsen berichtete über Zusammentragung und Bearbeitung des
von Holland, Deutschland und Dänemark stammenden Materials und legte der
Versammlung das vom Bureau ausgearbeitete Manuskript zum »Atlantischen
Bulletin« vor. —

Auf Vorschlag von Professor PETTERSSON wurde ein Subkomité ernannt, das
sich mit redaktionellen Einzelheiten dieser Arbeiten beschäftigen soll; die Herren
EKMAN, EVERDINGEN, GEHRKE, KNUDSEN, PETTERSSON und RYDER wurden hier-
mit beauftragt.

Dr. Hsorr fragte, inwieweit das Bureau bestrebt gewesen sei, auch aus anderen
Ländern Material für dieses »Bulletin Atlantique« herbeizuschaffen.

Professor PETTERSSON antwortete, dass dies gewiss der Fall gewesen sei, dass
aber praktische Schwierigkeiten das Bureau genötigt hätten, sich mit dem bis jetzt
zusammengetragenen Material zu begnügen.

In Anschluss hieran wurde von allen sachverständigen Mitgliedern der Sitzung
hervorgehoben, dass eine Beschaffung von weiterem Material mit den jetzigen Hilfs-
mitteln des Bureaus schwerlich durchführbar sei und jedenfalls die Veröffentlichung
des neuen Bulletins ganz erheblich verzögern würde.

Dr. Hsorr erhob sodann die Frage, ob es zweckmässig sei, das Atlantische
Bulletin schon in seiner jetzigen Form zu veröffentlichen, oder ob es vielleicht
angemessener wäre, die Veröffentlichung aufzuschieben, bis das Bureau über ein
vollständigeres und internationaleres Beobachtungsmaterial verfügte.

Demgegenüber hob Dr. REDEKE hervor, dass es für das Fortbestehen der
internationalen Kooperation sicherlich nützlich wäre, wenn das Bureau so regel-
mässig wie möglich Publikationen herausgäbe und somit die Öffentlichkeit stetig
über die Resultate seiner Arbeit unterrichtete.

Ferner betonten Professor KnUDsEen und Professor VAN EVERDINGEN, dass
die vorliegende Bearbeitung jedenfalls einen Schritt in der richtigen Richtung
bedeute, und dass ihre Veröffentlichung somit nicht als unberechtigt angesehen
werden könne. Die Tabellen seien ausserdem so ausführlich, dass es künftighin
einem jeden leicht sein werde, unser Material mit eventuell erscheinendem neuem
Material zusammenzuarbeiten.

Further discussion of this question was then postponed to next meeting.
Professor PETTERSSON then drew attention to point 4 of the agenda.

The Dutch delegates van EVERDINGEN and REDEKE reported on a series of
Dutch lightships laid out for the duration of the war in a channel in the North
Sea which is free from mines (longitude of Utsire). From these lightships regular
hydrographical observations were heing carried out and these measurements which
(as far as known) were the only ones at present replacing the hydrographical work
of the North Sea, should be regarded as of high scientific value. The above named
delegates further drew attention to the fact that the placing of a Swedish lightship
on the said longitude at the entrance of the Skagerack would be of great benefit
to hydrographical research and that a resolution in this direction passed to the
meeting might further the project of establishing such a station.

Messrs. VAN EVERDINGEN and Norpquist were deputed to draw up such a
resolution.

Second Sitting.
Friday 24th May 1918; 10.50 a. m.

Chairman: President Professor PETTERSSON.

Present: the same as at the first general meeting in the forenoon of the day before.
Secretary: Dr. GEHRKE.

Dr. A. C. Jonansen and Dr. REDEKE gave a report on the results of the plaice
investigations carried out in continuation of previous work on the plaice of the
North Sea in the years 1916 and 1916—17, by Denmark and Holland respectively.
As the results of these investigations up till now were not yet sufficient to permit
of any decision as to how much the stock of plaice had altered on the Danish and
Dutch North Sea coasts since the outbreak of the war, it was recommended for the
present to continue these investigations, taking into consideration the relation
between size and age.

Commander DRECHSEL read the draft of a letter to the delegates of the Inter-
national Council, dealing with the necessity of resuming, immediately after the
war, international scientific investigations in the North Sea and adjacent waters,

Die weitere Besprechung dieser Frage wurde hiermit auf die nächste Sitzung
vertagt.

Professor PETTERSSON lenkte demnächst die Aufmerksamkeit auf Punkt 4 der
Tagesordnung. À

Die holländischen Herren VAN EVERDINGEN und REDEKE berichteten über
eine Reihe von holländischen Feuerschiffen, die für die Dauer des Krieges in eine
mienenfreie Rinne in der Nordsee (auf die Länge von Utsire) ausgelegt sind. Von
diesen Feuerschiffen aus werden regelmässige hydrographische Beobachtungen an-
gestellt; und diesen Messungen, die zur Zeit (soweit bekannt) die einzigen sind,
welcher hydrographische Arbeiten in der Nordsee vertreten, ist somit ein hoher
wissenschaftlicher Wert beizulegen. — Die geriannten Delegierten wiesen ferner
darauf hin, dass die Auslegung eines schwedischen Feuerschiffes auf die nämliche
Länge vor der Mündung des Skageraks einen grossen Gewinn für die hydrogra-
phische Forschung sein würde, und dass eine diesbezügliche Aussprache von seiten
dieser Versammlung vielleicht die Errichtung einer solchen Station fördern könnte.

Mit der Redaktion einer solchen Resolution wurden die Herren van EvEr-
DINGEN und Norpquisr beaultragt. ;

Dr. A. C. JoHANSEN und Dr. REDEKE berichteten über die Resultate der Schol-
lenuntersuchungen, welche in Fortsetzung früherer Arbeiten über die Scholle der
Nordsee in Dänemark un Holland in den Jahren 1916, bezw. 1916—1917 ausge-
führt worden sind. Da die Resultate dieser Untersuchungen noch nicht ausreichen,
um abschätzen zu können, in welchem Masse sich der Schollenbestand an den
dänischen und holländischen Nordseeküsten seit der Eröffnung des Krieges geändert
hat, wurde es empfohlen, diese Untersuchungen mit Berücksichtigung auf die
Relation zwischen Grösse und Alter bis auf weiteres fortzusetzen.

Kommandör DrEcHsEL verlas den Entwurf zu einem Briefe an die Delegierten
des Internationalen Zentralausschusses, in welchem die Notwendigkeit hervor-
gehoben wird, internationale wissenschaftliche Untersuchungen in der Nordsee

with research steamers and by statistical investigation of catches landed in the
harbours. ‘

It was resolved that copies of this draft should be distributed amongst the
members of the present meeting, the final discussion of the draft being postponed
to a meeting on the following day.

In connection with the lecture by Dr. RepEKE and the draft-letter brought
forward by Commander DRECHSEL, the meeting entered into a further discussion
on fishery matters.

Dr. Norpguist stated that investigations as to the influence of the war upon
the stock of haddocks in the Cattegat were being carried out in Sweden, and that
these investigations would be extended so as to comprise also other kinds of fish.

Professor PETTERSSON pointed out that the consequences of over-fishing might
be remedied in two ways: by an agreement as to minimal sizes, and by the use
of suitably adapted fishing-gear. He strongly recommended the use of Commander
Ridderstads “Schonungs-Trawl”’.

Professor PETTERSSON then opened the final discussion as to the publishing
of the “Bulletin Atlantique”.

Professor KNUDSEN laid the minutes of the first meeting of the hydrographical
Sub-committee before the meeting, showing that the hydrographers had now ar-
ranged for all details as to the editing of this publication, and its style and form.

Dr. Hsort: “I agree to the printing of the hydrographical bulletin, on the
understanding that the Bulletin is to be regarded as an experiment having the object
of giving an estimate of the value of a collection of similar material in future. —
In order to avoid misunderstanding, | propose that the preface of the Bulletin
clearly should state this view, and I presume that no continuation of this compila-
tion should be made, before the results of the proposed Bulletin have been subject
to discussion amongst delegates from all the participating countries. —- 1 take it
also for granted, that the delegates for Great Britain are consulted on this subject,
before the printing is finally decided upon. Great Britain has during the war.greatly
contributed to the expenses of the Bureau, and the question of an eventual Atlantic
organisation would not be possible or desirable without the cooperation and con-
tribution from that country”.

The meeting fully agreed with the views of Dr. Hyort; and agreed upon the
publication of the “Bulletin Atlantique” in the form adopted by the Hydrographical
Sub-committee.

Professor GRAN then reported upon a series of investigations carried out by
himself and Dr. GAARDER in the Christianiafjord. The researches showed a connection
between the contents of plankton and of oxygen in early spring, and they also

und angrenzenden Gebieten sowohl mit Untersuchungsdampfern als durch stati-
stische Bearbeitung der in den Häfen gelandeten Fänge unmittelbar nach Beendig-
ung des Krieges wiederaufzunehmen.

Es wurde beschlossen, Abzüge von diesem Entwurf an die Teilnehmer dieser
Sitzung zu überreichen, und die endgültige Diskussion des Entwurfes bis auf eine
Sitzung am folgenden Tage aufzuschieben.

In Anschluss an den Vortrag von Dr. REDEKE und den Entwurf von Komman-
dör DRECHSEL wurde in eine weitere Diskussion über Fischereifragen eingetreten.

Dr. Norpquist teilte mit, dass schwedische Untersuchungen über die Ein-
wirkung des Krieges auf den Bestand von Schellfischen im Kattegat ausgeführt
worden sind, und dass diese Untersuchungen auch auf andere Fischsorten aus-
gedehnt werden sollen.

Professor PETTERSSON hob hervor, dass den Folgen von Uberfischung in zwei-
erlei Weise entgegenarbeitet werden kann: teils durch Übereinkommen über Min-
destmassregeln, teils durch Verwendung von zweckmässig konstruierten Fischerei-
geräten. Er empfiehlt dringend die Benutzung von Kapitän Ripprrstaps Schon-
ungstrawl.

Professor PETTERSSoN eröffnete demnächst die abschliessende Diskussion über
die Veröffentlichung unseres »Bulletin Atlantique«.

Professor KNUDSEN verlas das Protokoll der ersten Sitzung des hydrogra-
phischen Sub-Komites und berichtete, dass die Hydrographen nunmehr sämtliche
Einzelheiten über Form und Redaktion dieser Publikation festgestellt hätten.

Dr. Hsort: »Ich stimme der Drucklegung des hydrographischen Bulletins
unter der Voraussetzung bei, dass dies Bulletin als ein Versuch aufzufassen sei,
welcher eine Schätzung über den Wert einer künftigen Zusammenstellung ähnlichen
Materials ermöglichen soll. Um Missverständnisse zu vermeiden, schlage ich vor, dass
das Vorwort des Bulletins diesen Gesichtspunkt klar hervorhebe; und ich nehme
an, dass keine Fortsetzung dieser Kompilation stattfindet, ehe die Resultate des
vorgeschlagenen Bulletins von Delegierten aus allen teilnehmenden Ländern dis-
kutiert worden sind. — Ich gehe ferner davon aus, dass die Delegierten für Gross-
britanien über diese Sache zu Rate gezogen werden, ehe die Drucklegung end-
gültig beschlossen wird. Grossbritanien hat während des Krieges zu den Aus-
gaben des Bureaus erheblich beigetragen, und ohne die Teilnahme und den Beitrag
dieses Landes wäre die Frage über eine eventuelle atlantische Organisation nicht
möglich oder wünschenswert.«

Die Sitzung stimmte dem Gesichtspunkt von Dr. Hort völlig bei; und emp-
fahl die Veröffentlichung des »Bulletin Atlantique« in der von dem hydrographi-
schen Sub-Komite beschlossenen Form.

Professor GRAN berichtete über eine Reihe von Untersuchungen, die er und
Dr. GAARDER im Christianiafjord ausgeführt haben. Die Messungen zeigten eine
Verbindung zwischen dem Planktongehalt und dem Sauerstofigehalt in Vorfrüh-

elucidated some relations between the thriving of planktonic organisms and the
presence of certain nutritious matters in the water.

Finally Dr. Norpguist reported upon a series of herring investigations, made
by Dr. ANDERSSON and Dr. MoLANDER in the Cattegat and the Sound.

Third Sitting.
Saturday 25th May 1918, 10.30 a. m.
Chairman: President Professor PETTERSSON.

Present: DrEcHsEL, EKMAN, VAN EVERDINGEN, GRAN, HJORT, JOHANSEN, KNUDSEN,
Norpguist, REDEKE, SCHMIDT.

Secretary: Dr. GEHRKE.

Dr. NorpquisT reported upon the Swedish salmon investigations.

Dr. REDERE gave some details with regard to the variations in the composition
of catches of plaice off the Dutch coasts during the war.

Commander DRECHSEL read the Recommendation Nr. 1, drawn up by Pro-
fessor VAN EVERDINGEN and Dr. NoRDQuIsT.

This Recommendation was adopted.
The meeting then entered into a preliminary discussion as to certain points of

detail in the draft-letter proposed by Commander DrrcHser. The final discussion
was postponed to the following meeting.

Professor KNUDSEN finally read two hydrographical recommendations (Nr. 2
& 3), drawn up by Professor VAN EVERDINGEN and himself.

Both these Recommendations were adopted.

Professor KNUDSEN verlas schliesslich zwei hydrographische Empfehlungen

Commander DRECHSEL read the draft of the following letter dealing with
the necessity of resuming, immediately after the war, international scientific in-
vestigations in the North Sea and adjacent waters:

To the Deiegates
of the International Council for the Exploration of the Sea.

»On the necessity of resuming, immediately after the war, international scien-
tific investigations in the North Sea and adjacent waters, with research steamers,
and by statistical investigation of catches landed in the harbours.

1. Before the present war, it was generally agreed upon by the scientific fishery
experts of the countries participating in the international investigations, that the
intense fishery in the North Sea had rather seriously affected the stock of several
species of food fish in the North Sea and adjacent waters such as the Skagerak
and Kattegat. Indications of such so-called “overfishing” had occurred, as for
instance evidences of an unnaturally increased preponderance of young and small
fishes over the older and larger ones, and the absolute scarcity of decidedly large
and old individuals.

This view was — as far as regards plaice — unanimously agreed upon at a
meeting of the International Council 26th—27th of June 1912 by the so-called
Plaice Committee, and later by the Council itself at a meeting in Copenhagen 16th
—20th September 1913. One of the conclusions then adopted (see Procés-Verbaux
XIX, p. 54) is to the effect that “there has been for many years a decrease in the
larger sizes of plaice in the North Sea. The number of plaice of the smaller sizes
in the landings has increased. lt would be desirable in the interests of the fisher-
men and of the public generally that these smaller sizes of plaice should be pre-
served on the grounds until they have grown to a larger and more valuable size”.

With reference to these and other conclusions, the Council resolved to lay
before the various Governments definite proposals regarding minimum size for
plaice under which the landing should be forbidden (see Procés-Verbaux XIX,
p. 58).

Kommandör DRECHSEL verlas den Entwurf zum nachstehenden Briefe über
die Notwendigkeit, internationale wissenschaftliche Untersuchungen in der Nord-
see und angrenzenden Gebieten unmittelbar nach dem Kriege wiederaufzunehmen:

An die Delegierten
des Zentralausschusses für die internationale Meeresforschung.

Ȇber die Notwendigkeit einer unmittelbar nach dem Kriege stattfindenden
Wiederaufnahme von internationalen wissenschaftlichen Untersuchungen in der
Nordsee und den angrenzenden Gebieten, teils mit Untersuchungsdampfern, teils
durch statistische Bearbeitung von in den Häfen gelandeten Fängen.

1. Vor dem Ausbruch des jetzigen Krieges wurde es von den wissenschaft-
lichen Fischereiexperten der in der internationalen Meeresforschung teilnehmen-
den Länder allgemein angenommen, dass die intensive Befischung der Nordsee
den Bestand von versehiedenen Nutzfischen recht ernstlich beeinflusst hatte,
sowohl in der Nordsee selber als in angrenzenden Gebieten wie Skagerak und Katte-
gat. Anzeichen einer solchen sogenannten »Überfischung« wurden wahrgenom-
men, so z. B. Zeugnisse eines unnatürlich vergrösserten Überwiegens von jungen
kleinen Fischen über ältere, grössere Exemplare, und ferner die absolute Knappheit
von wirklich grossen und alten Individuen. |

Dieser Gesichtspunkt wurde, was die Scholle betrifft, in einer Sitzung des Inter-
nationalen Zentralausschusses am 26.—27. Juni 1912 von dem sogenannten »Schollen-
Komite« einstimmig angenommen, und später auch von dem Zentralausschuss selber
in einer Sitzung in Kopenhagen am 16.—20. September 1913. Eine der Folgerun-
gen, die dann gezogen wurde (siehe Proces-Verbaux XIX, Seite 55) geht darauf
hin, dass: »eine Abnahme der grösseren Schollen in der Nordsee seit vielen Jahren
stattgefunden hat. Die Menge an kleineren Schollen in den Anlandungen hat zugenom-
men. Im Interesse der Fischer sowie des grossen Publikums würde es erwünscht sein,
dass diese kleineren Schollen auf den Fischgründen geschont würden, bis sie zu grös-
seren und wertvolleren Fischen herangewachsen sind.«

Mit Bezug auf diese und andere Folgerungen beschloss der Zentralausschuss, den
verschiedenen Regierungen bestimmte Vorschläge über Mindestmass für Schollen
zu unterbreiten, sodass Landung von kleineren Schollen verboten würde (siehe
Proces-Verbaux XIX, Seite 59).

2. The war has now entailed a so sudden, strong and continued restriction
of the North Sea fishery that it is to be supposed that the stock of many of our
food fishes has been remarkably influenced thereby, and that consequently this
will be perceptible in the catches during the war as well as during the time imme-
diately after. It 1s even within the bounds of possibility that the previous indica-
tions of “overfishing” may be replaced by indications of “overpopulation” of fish,
apparent, for instance, from a relatively small growth of the individuals.

3. It therefore appears of the highest importance to undertake, by the inter-
national investigations, an analysis on a large scale of the catches of the most im-
portant food fishes in the NorthSea — particularly of plaice and haddock -— for
comparison with the analysis to hand before the war. Investigations carried out
in Holland during 1916—1917 seem to indicate that the stock of plaice on the Dutch
coast is undergoing considerable changes. Moreover, quite recent observations have
shown that the number of large plaice is increasing, whereas haddocks again have
made their appearance on the southern shores of the North Sea. Further investiga-
tions, carried out according to the methods formerly used and tested by experience
would most likely enable the Council to ascertain whether the “war close time”
in the North Sea really has entailed a completion of the stock of fish, and this will
again enable us to estimate the effect of an intensive restriction as well as the con-
dition for the production of fish in the North Sea. New points of view even, as to
restrictive laws, may be expected as a result of such investigations.

4. It is to be expected that after the conclusion of peace, the North Sea fishery
will be carried on as intensely as in any way possible, and quite inconsiderately,
in order to satisfy the demand for fish. The stock of fish may therefore be reduced
to its former size before the war. Consequently it is of vital importance to ascertain,
immediately peace is concluded, the composition of the stock of fish in the
North Sea, by scientific investigations embracing statistics of catches, measurement
as to sizes, and observations of age of the most important food fishes — in particular
plaice and haddock — such investigations being carried out in accordance with
programmes and methods formerly used.

5. As a matter of fact, the time during and after the war can for the North
Sea fishery be considered as a critical period of particular nature. During this period
the guidance of scientific research towards the foundation of a rational economy
of the sea should not be missed. Investigations of this kind should be carried out
to as full extent as possible by the neutral powers, and anyhow immediately
after the conclusion of peace at once and without hesitation by all powers bordering

2. Der Krieg hat nun eine so plötzliche, starke und andauernde Einschränk-
ung der Nordseefischerei herbeigeführt, dass man vermuten darf, dass der Bestand
mancher unserer Nutzfische hierdurch merklich beeinflusst ist, und dass dies folg-
lich in den Fängen sowohl während des Krieges als in der unmittelbar nachfolgen-
den Zeit nachweisbar sein wird. Es ist sogar nicht unmöglich, dass die früheren An-
zeichen einer. »Überfischung« durch Anzeichen einer »Überbevölkerung« von Fi-
schen ersetz werden können, die z. B. in einem verhältnismässig geringen Wachs-
tum der Individuen zu Tage treten.

3. Es scheint deshalb von der höchsten Bedeutung, durch die internationalen
Untersuchungen in grossem Massstabe eine Analyse der Fänge von den wichtigsten
Nutzfischen der Nordsee (namentlich von Schollen und Schellfischen) zu unterneh-
men, um einen Vergleich mit den vor dem Kriege vorliegenden Analysen zu ermög-
lichen. Untersuchungen, die 1916—1917 in Holland ausgeführt worden sind, schei-
nen anzuzeigen, dass der Schollenbestand an der holländischen Küste eine er-
hebliche Umwandelung durchmacht. Ganz neue Beobachtungen haben ferner ge-
zeigt, dass die Anzahl von grossen Schollen im Anwachsen begriffen ist, während
Schellfische wieder an den südlichen Nordseeküsten anzutreffen sind. Durch
fortgesetzte Untersuchungen, die nach den früher verwendeten und durch Er-
fahrung bewährten Methoden auszuführen seien, würde es dem Zentralausschuss
aller Wahrscheinlichkeit nach möglich werden, nachzuweisen, inwieweit die »Kriegs-
schonzeit« in der Nordsee wirklich eine Komplettierung des Fischbestandes
herbeigeführt habe, und dies wird uns wiederum eine Schätzung über die Wirkun-
gen einer intensiven Einschränkung erlauben, sowie uns zu einem Einblick in die
Bedingungen für die Fischproduktion der Nordsee verhelfen. Sogar neue Gesichts-
punkte für gesetzmässige Regulative sind als Resultate solcher Untersuchungen
zu erwarten.

4. Es ist zu erwarten, dass die Befischung der Nordsee, um den Fischbegehr
zu befriedigen, nach dem Friedensschlusse so intensiv wie irgend möglich und
ganz rücksichtslos betrieben werden wird. Der Fischbestand mag deshalb auf seine
frühere Grösse vor dem Kriege reduziert werden; und es ist deshalb von vitaler
Bedeutung, die Zusammensetzung des Fischbestandes in der Nordsee unmittel-
bar nach dem Friedensschluss durch wissenschaftliche Untersuchungen nach-
zuweisen, teils durch Fangstatistik, teils durch Bestimmungen von Grösse und Al-
ter der wichtigsten Nutzfische, speziell der Schollen und Schellfische; und solche
Untersuchungen seien nach den früheren Programmen und Methoden auszuführen.

5. Die Zeit während des Krieges und nachher ist tatsächlich als eine für die
Nordsee-Fischerei kritische Periode besonderer Natur anzusehen; und während
dieser Periode möchte die Direktive der Wissenschaft für die Begründung einer
rationalen Meeresökonomie nicht vermisst werden. Untersuchungen dieser Art
sollten in so vollem Umfang wie möglich von den neutralen Mächten ausgeführt
werden, und jedenfalls unmittelbar nach dem Friedensschluss alsbald und ohne

on the North Sea. In order to do this, the work should be prepared by all these
powers during the war, and the international Council should be enabled by the
ordinary means to resume work immediately after the war.

At a meeting in Copenhagen in May 1918 of neutral delegates of the Council
from Holland, Sweden, Norway and Denmark it was agreed upon that the Bureau
should address this letter to the former and present delegates of the Council, re-
questing a reply after consultation with their respective Governments.«

The meeting fully agreed upon this letter, and recommended that it be sent
to the former and present delegates of the Council.

Commander DRECHSEL then read a recommendation ENr. 4], drawn up by
Dr. JonANsEN and Dr. REDEKE.

This Recommendation was then adopted.

Professor PETTERSSON then read a recommendation [Nr. 5], drawn up by
Dr. Norpquist and Professor PETTERSSON.

The Recommendation was adopted.

- Finally the President opened a discussion on the budget for the Bureau for
the financial year 1918—19.

Commander DRECHSEL stated, that the Bureau in March this year had sent
a letter to Mr. Maurice, asking for the ordinary contribution from Great Britain
for the year 1918—19.

And in the following discussion Dr. HJoRT proposed:

“Tf the said contribution from Great Britain be received by the Bureau, then
the Item III, 8 of the draft budget to be raised by 3000 Kr. [to its previous height];
in the opposite case, the Bureau shall take the question of so raising it under con-
sideration, as soon as the financial situation seems to allow”.

This suggestion was fully agreed upon and adopted.

In connection herewith, Professor VAN EVERDINGEN emphasized the desira-
bility of raising all the reduced salaries to their previous height, as soon as the
financial situation might permit.

It was further decided, that the entire manuscript of Professor Gran’s lecture |
on his plankton-investigations in the Christianiafjord should be printed and issued
as a “Publication de Circonstance”.

Another »Publication de Circonstance« was announced by Professor VAN
EVERDINGEN. And the expenses for the new hydrographical Bulletin were esti-
mated.

nehmigt, dass das Bureau diesen Brief an die früheren und jetzigen Delegierten
des Zentralausschusses übersenden und sich eine Antwort nach Beratung mit ihren
respektiven Regierungen erbeten sollte«.

Die Sitzung stimmte diesem Briefe völlig bei und empfahl ihre Absendung an
die früheren und jetzigen Delegierten des Zentralausschusses.

Kommandör Drecuset verlas demnächst eine Eau nle (Nr. 4), redigiert
von Dr. JoHANSEN und Dr. REDEKE.

Schliesslich eröffnete der Präsident eine Diskussion über das Budget für das
Rechnungsjahr 1918—19.

Kommandör DREcHSEL teilte mit, dass das Bureau im März d. J. einen Brief
an Herrn MAURICE gesandt hat, vorin der gewöhnliche Beitrag aus Grossbritanien
für das Jahr 1918—19 erbeten wird.

In der nachfolgenden Diskussion schlug Dr. Hsorr vor:

»Falls der genannte Beitrag aus Grossbritanien an das Bureau eingeht, ist
der Posten III, 8des Budget-Entwurfes mit 3000 Kr. zu erhöhen (zu der früheren
Höhe); im entgegengesetzten Falle soll das Bureau diese Erhöhung in Erwägung
ziehen, so bald die finanzielle Lage sie zulässt«.

Dieser Vorschlag wurde völlig genehmigt und angenommen.

In Verbindung hiermit hob Professor van EVERDINGEN hervor, dass es wün-
schenswert sei, sämtliche reduzierte Gehalte auf ihre frühere Grösse zu erhöhen,
so bald die finanzielle Lage {es erlaubt.

Es wurde ferner beschlossen, das ganze Manuskript von Professor Gran über
seine Planktonuntersuchungen im Christianiafjord als eine »Publieation de Cir-
constance« zu drucken und zu veröffentlichen.

Eine andere »Publication de Circonstance« wurde von Professor van Ever-
DINGEN angemeldet. Die Ausgaben für das neue hydrographische Bulletin wurden
veranschlagt.

With these additions and remarks the budget for the present year was
unanimously recommended to be adopted by the members of the
Council as budget for the year 1918—19.

The issue of the draft budget for 1918—19 was postponed till the answer as
to the British contribution should have been received.

Finally, the President in hearty words acknowledged his appreciation of
the manner, in which the staff of the Bureau carried out their work, and the General
Secretary returned thanks on behalf of the staff.

Close of the meeting at 5 p.m.

Recommendations.

1. The delegates were greatly interested in the proposal made by the Dutch
Government to the Swedish Government, asking for a light-ship to be stationed
in the free passage in the North Sea, in order to obtain more security for navigation.
They beg to remark, that the placing of such a vessel there would be highly advan-
tageous, also for the purposes of the international investigation of the sea; regular
hydrographical observations in particular might be taken there, in the same manner
as such are obtained for instance on the Dutch light-ships up to this moment. These
observations would have special interest for this reason, that they are the only
ones obtainable under the present circumstances. — Besides this, it is considered
not improbable that fishery investigations, made on board there, would prove of
direct practical importance.

For these reasons the delegates beg to second most earnestly the proposal of
the Dutch Government.

2. Concerning the future work of the hydrographical department of the Bureau,
it is recommended that a further treatment of the material published in the hydro-
graphical Bulletins be taken up. First and foremost, the surface salinities of the
North Atlantic Ocean, and the decade surtace temperatures of the North Sea should
be dealt with.

3. As hydrographical investigations on steamers in the North Sea have been
suspended during the war, and it must also be considered as a matter of great im-
portance to ensure the continuity of the observations as far as possible, the Dutch
delegates are asked to continue and if possible to extend the Aydtneranlical obser-
vations on board the light-ships.

4. Dr. JoHANSEN and Dr. REDEKE sie a report on the results of the plaice
investigations carried out in continuation of previous work on the plaice of the

Mit diesen Zusätzen und Bemerkungen wurde das Budget für das gegen-.
wärtige Jahr einstimmig der Genehmigung der Mitglieder des Zen-
tralausschusses empfohlen als Budget für das Jahr 1918—19.

Die Aussendung des Budgetentwurfs für 1918—19 wurde aufgeschoben, bis
die Antwort betreffs des britischen Beitrags eingegangen sei.

Schliesslich drückte der Präsident mit herzlichen Worten seine Anerkennung
von der Weise aus, in welcher das Bureaupersonal ihre Arbeit ausführte, und der
Generalsekretär dankte im Namen des Personals.

Empfehlungen.

1. Die Delegierten haben mit grossem Interesse Kenntnis genommen von
dem Vorschlag der holländischen Regierung an die schwedische zur Sicherung
der Schiffahrt ein Feuerschiff in die freie Fahrrinne der Nordsee auszulegen. Die
Delegierten erlauben sich, darauf hinzuweisen, dass die Auslegung eines solchen
Feuerschiffes auch für die Zwecke der internationalen Meeresforschung von grosser
Bedeutung sein könnte; besonders könnten dort regelmässige hydrographische
Beobechtungen gemacht werden, wie dies schon jetzt z. B. auf den holländischen
Feuerschiffen geschieht. Diese Beobachtungen wären besonders wertvoll, weil
sie die einzigen sind, die man unter den jetzigen Verhältnissen anstellen kann. —
Ausserdem ist nicht ausgeschlossen, dass dort angestellte Fischereiuntersuchungen
direkt von praktischer Bedeutung sein würden.

Aus diesen Gründen möchten die Delegierten den Vorschlag der holländischen
Regierung aufs kräftigste unterstützen.

2. Betreffend die künftige Arbeit der hydrographischen Abteilung des Bu-
reaus wird empfohlen: eine fernere Bearbeitung des in den hydrographischen Bulle-
tins enthaltenen Materials anzufangen. In erster Reihe ist die Bearbeitung der
Oberflächensalzgehalte des nordatlantischen Ozeans und der Dekaden-Oberflä-
chentemperaturen der Nordsee in Angriff zu nehmen.

3. Da die hydrographischen Arbeiten auf Dampfern in der Nordsee während
des Krieges eingestellt worden sind, und in der Erwägung, dass es als sehr wichtig
betrachtet werden muss, die Kontinuität der Beobachtungen möglichst zu be-
wahren, werden die holländischen Delegierten dazu aufgefordert, die hydrographi-
schen Beobachtungen an Bord der Feuerschiffe fortzusetzen und womöglich zu er-
weitern.

4. Von Dr. Jonansen und Dr. REDEKE wurde Bericht erstattet über die Er-
gebnisse der Schollenuntersuchungen, welche in Anschluss an frühere Arbeiten

North Sea in Denmark and Holland in the years 1916 and 1916 —17 respectively.
As the results of these investigations up till now are not yet sufficient to afford
any estimate as to how much the stock of plaice has altered on the Danish and
Dutch North Sea coasts since the outbreak of the war, it was decided for the present
to continue these investigations, taking into consideration the relation between
size and age.

5. The delegates were particularly interested in the reports of the most recent
Herring investigations, as carried out by Hr. Lea in Norway, by Dr. JoHANSEN in
Danish waters, and by Dr. ANDERSSON and Dr. MotANDER in Swedish waters. The
delegates earnestly recommend that these investigations be continued, and hope
that a closer co-operation may be established in regard to the herring question,
so that for instance investigators!) could on request obtain herring samples, and
possibly different preparations, from one another.

5. Die Versammlung hat mit besonderem Interesse die Referate über die neue-
sten Heringsuntersuchungen vernommen, welche von dem Herrn LEA in Norwe-
gen und von Dr. JoHANSEN in dänischen sowie von Dr. ANDERSSON und Dr. Mo-
LANDER in schwedischen Gewässern ausgeführt worden sind. Die Versammlung
empfiehlt dringend die Fortsetzung dieser Arbeiten und hofit, dass eine nähere
Zusammenarbeit bei den Heringsuntersuchungen stattfinden wird, so dass z.B.
die Teilnehmer!) einander auf Verlangen Proben von Heringen und eventuell ver-
schiedene Präparate überliefern werden.

The salaries and incidental expenses
. of the President, the General Secre-
tary, the Hydrographical and Plank-
ton Assistants for this year have been
reduced as for the foregoing year.

As will be seen from the Budget for
1916—17, 600 Kr. was saved on this
item. Furthermore, an amount on
fuel was supposed to be saved in
1916—17 (see „Remarks“). This ap-
pears to have been realized in the
year 1916—17, but the coal prices

have now risenso much that it is very |

doubtful whether any saving on coal
can take place in 1917—18. The
amount 4600 Kr. for rent and heating
has therefore been maintained on
the Budget for 1917—18.

Hydrographical Bulletin. It is pro-
posed to print in tables and plates
monthly means of surface temperat-
ures for certain selected places of the
Atlantic for the period January 1900
to December 1913.

The statistical tables in question are
for 1913.

Die Gehälter und Dienstaufwands-
gelder des Präsidenten, des General-
sekretärs, des hydrographischen und
des Plankton-Assistenten für dieses
Jahr sind wie im hervorgehenden
Jahre reduziert worden.

Wie es aus dem Budget für 1916—17
hervorgeht, wurden 600 Kronen auf
diesem Posten erspart. Ferner war
erwartet, dass in 1916—17 auf Feue-
rung ein Betrag erspart werden wür-
de (siehe „Bemerkungen“). Es zeigt
sich, dass dieses auch im Jahre 1916
— 17 der Fall war, aber die Kohlen-
preise sind jetzt so viel gestiegen,
dass es sehr zweifelhaft ist, ob einige
Ersparung an Kohlen in 1917—18
erwartet werden kann. Der Betrag
von 4600 Kronen tür Miete und Hei-
zung ist deshalb in dem Budget fur .
1917—18 beibehalten.
Hydrographisches Bulletin. Es wird
vorgeschlagen monatliche Mittelwer-
te von Überflächentemperaturen für
ausgewählte Stellen des atlantischen
Ozeans im Zeitraume Januar 1900
bis Dezember 1913 in Tabellen und
Tafeln zu veröffentlichen.

Die betreffenden statistischen Tabel-
len sind für 1913.

The three hitherto published parts of
the Résumé planktonique (600 p. p.,
105 plates, 1910—14) contain the In-
troduction and the Special Parts,
while the General Part is still unpub-
lished. The Plankton Assistant is
preparing this part and hopes to have
it finished during 1917—18. He there-
fore suggests that asum for its pub-
lication should be inserted in the
Budget. Since, however, he does not
venture to give any definite state-
ment now as to the cost of the print-
ing of this publication the sum re-
quested can only be considered ap-
proximative.

105 Tafeln, 1910—14) enthalten die

IIl-S of the draft budget, General
Secretary's salary, should be raised
by 3000 Kr. to its previous figure.
V-12. Since 1916-17, 600 Kr. have been

experience gained in 1917—18 it ap-
pears that a further 400 Kr. can be
saved. The item has therefore been
reduced by this amount on the present
budget.
The item has been raised by 800 Kr.
