As well as species, it also lists the accepted subspecies for non-monotypic species. The Scottish List provided both a foundation and a structure for The Birds of Scotland (Forrester et al. 2007), published by the SOC in December 2007. That work adds encyclopaedic detail and substance to the overview provided by this list. To quote from one of the introductory chapters in that tome: “Despite its relatively small land area Scotland is one of only five European countries to have recorded in excess of 500 species. Over 190 species breed each year; a further 30 species spend the winter in Scotland having bred further north; 42 are passage migrants, using Scotland as a migration stopover, or regularly drift comparatively short distances from their normal migration routes; and the remaining 250 or so are vagrants, which have strayed from their normal range. Of these vagrants, 170 have been recorded on 20 or fewer occasions and 50 of them only on a single occasion. In other words, 38% of the total breed in Scotland each year, 6% are regular winter visitors, and 56% occur only as passage migrants or vagrants. Scotland’s avifauna is not only surprisingly numerous but also very varied. It includes many representatives of all the major groups: waterfowl, seabirds, raptors, waders, and passerines. The diversity and huge numbers of its seabirds are well known. Its breeding birds include such mountain species as Rock Ptarmigan, Golden Eagle, Dotterel and Snow Bunting, and woodland species like Capercaillie, Crested Tit, and the endemic Scottish Crossbill. In winter Scotland’s shores and estuaries teem with waders and wildfowl. There are few migration watch points elsewhere in Europe to compare with the Northern Isles and, in particular, Fair Isle, where large numbers of migrants and vagrants are recorded annually.” “In total there could be between 15 million and 25 million pairs of birds nesting in Scotland each year. Numbers for some species fluctuate considerably from year to year and for many we have no accurate counts, but the breeding populations for Guillemot, Woodpigeon, Meadow Pipit, Wren, Robin, Blackbird, Willow Warbler, Goldcrest, Blue Tit, House Sparrow, Chaffinch and Siskin may each consistently exceed half a million pairs, with that for Fulmar and Puffin falling only slightly short of this mark.” “In winter Scotland’s total bird population is believed to be between 30 and 50 million birds, when populations for Fulmar, Woodpigeon, Wren, Dunnock, Robin, Blackbird, Goldcrest, Blue Tit, Great Tit, Coal Tit, Rook, Starling, House Sparrow, Chaffinch and Siskin can reach or exceed one million birds.” 31: supplement 1 (2011) Scottish Birds The Scottish List - the official list of birds recorded in Scotland Background SOC Council has delegated to SBRC responsibility for maintaining the Scottish List and SBRC has appointed a subcommittee to carry out this function. The subcommittee currently consists of Dave Clugston, Ron Forrester, Angus Hogg, Bob McGowan, Chris McInerny and Roger Riddington. The Scottish List was last published in full in 2001 (Clugston et al. 2001), since when there have been four sets of amendments (Forrester 2003, 2004, 2007, 2009). A full explanation of the procedure for maintaining the list is given in Clugston et al. (2001). Changes to the systematics as recommended BOURC (Sangster et al. 2010) and revised English names (BOU 2007) are also incorporated, as are other recent changes. In recent years, there has been an increase in taxonomic activity, reflected in a period of instability. SBRC therefore established several principles for the original version of the Scottish List, which are still followed. The British Ornithologists’ Union (BOU) has maintained the official British List since 1883 and SBRC decided at the outset (1993) to follow its taxonomy, sequence and scientific names for the Scottish List. It was subsequently also agreed to use English names as they appear on the British List. Identical categories to BOU are used and in no instance is a species or subspecies placed in a higher category on the Scottish List than it appears on the British List. One of the advantages in basing the Scottish List on that used by BOU is that it is compiled in a consistent and scientific manner. A consequence of this approach is that conservation agencies can use the list, safe in the knowledge that a rigorous process was undertaken during its compilation. This may be especially important in advising on legal issues where status of an individual bird may be discussed in court. In 1998, BOU introduced a revised categorisation (Holmes et al. 1998), following consultations with the government’s Joint Nature Conservation Committee (JNCC). The JNCC has adopted the British List for decisions concerning the status of birds in Britain in relation to the Wildlife and Countryside Act 1981. The changes included a new category (Category E) for escapes and a redefining of the existing categories (A-D). These new categories were adopted in our 2000 Report (Forrester et al. 2000). Further small changes to the definitions of Categories C and D occurred in 2002. Recording area The Scottish List recording area follows the EU Fishery Limits as they apply to Scotland, which extend to 200 nautical miles (370 km) from the baseline surrounding Scotland’s coast and its outlying islands, or the median line between Scotland and neighbouring countries, whichever is the nearest (Figure 1). Categories Each species on the Scottish List is assigned to one or more of the first three categories, below, as defined by BOU (1971, 1997). Categories D and E do not form part of the list. A: Species which have been recorded in an apparently natural state at least once since 1 January 1950: B: Species which were recorded in an apparently natural state at least once up to 31 December 1949, but have not been recorded subsequently. C: Species that although introduced now derive from the resulting self-sustaining populations. Category C has been further subdivided to differentiate between various groups of naturalised species (C1 naturalised introduction. C2 naturalised establishments. C3 naturalised re- establishments. C4 Naturalised feral species. C5 vagrant naturalised species. C6 former naturalised species.).
