ABSTRACT

Birds imported into the United States in 1969 are tabulated by species and the numbers are compared to those for 1968. Totals for 1969 are considerably larger than for the preceding year, the most notable increases being in estrildid finches and in hawks and owls. Over 640,000 individuals representing more than 800 species were imported in 1969.

BIRDS IMPORTED INTO THE UNITED STATES IN 1969

The Bureau of Sport Fisheries and Wildlife, U. S. Department of the Interior, administers the Lacey Act of 25 May 1900, 18 U.S.C. 42, as amended, which governs the importation of foreign wildlife. Regulations implementing the Act require, among other things, the reporting of imported live wildlife and fish. This reporting is accomplished by the filing of U. S. B.S.F.W. Form 3-177, "Declaration for the Importation of Wildlife," with the District Director of Customs at the port of entry where actual customs inspection for clearance or release occurs. Copies of the forms as filed are kept by the Branch of Permits of the Division of Management and Enforcement of the Bureau.

The only previous list which detailed the numbers of individual species of birds imported was for the year 1968 (Banks, 1970). In addition to serving the functions noted in the introduction of the listing for 1968, the present report will help to point out trends and changes in species imported and as a result will suggest geographic and systematic areas where more stringent attempts at wildlife conser- vation are most desirable.

Plan of the Report

The sequence of listings in this compilation follows Wetmore (1960) for orders and families with the exception that the Estrildidae have been separated from the Ploceidae. Within a family the arrangement of species usually follows that in the volumes of Peters' (1931-1970) "Check-list of Birds of the World."

Common Names. --In many families it was apparent that the common name was a more reliable indicator of specific identity than was the scientific name. Furthermore, the more general common names (e.g. toucan, tanager) tended to be much more reliable than their modifiers. In many instances it seemed likely that the modifier used with the more general common name was clearly a description of the bird in hand (e.g. scarlet tanager, spotted owlet) rather than a widely used common name. In such instances, as well as in instances in which the common name was not specific, a modifier has sometimes been supplied in brackets. Because there is no great agreement on the use of common names, those used are sometimes arbitrary. An effort has been made, however, to adhere to the usage found in more recent monographic works and to follow the usage given in field guides, since these works, particularly the latter, tend to stabilize vernacular nomenclature. Principal sources utilized include Bannerman (1953), Bond (1961), Brown and Amadon (1968), Delacour (1947), Delacour and Mayr (1946), De Schauensee (1966), Falla et al, (1966), Goodwin (1967), Grossman and Hamlet (1965), Peterson et al (1954), Rand and Gilliard (1967), Ripley (1961), Wildash (1968) and Williams (1964).

Scientific Names. --Minor spelling errors in scientific names have been corrected without comment. More important variations, sometimes so great as to cast doubt on what was intended, have been included unchanged. Scientific names have been updated to modern usage in brackets with the original indented below it. The proper scientific name appears opposite the first common name. Indented below the proper scientific name are synonyms and other names used for that common name and synonymous common names. These secondary entries of common and scientific names do not necessarily correspond on a line to line basis.

This compilation is in no way to be regarded as a systematic treatment, and no combination in the columns headed "Scientific Name" is used as a proposal of a new name.

Numbers. --The total number imported of a particular species is given on a line with the common name and the proper scientific name. If, however, there was a reason to doubt whether other scientific names used were really meant to apply to those names, the number imported under the other scientific names is given separately. The column entitled "Change since 1968" indicates the increase or decrease from 1968 to 1969 of numbers reported or assessed as belonging with a given scientific (or pseudo-scientific) name.

Footnotes . - -The confusion in the matching of names necessitated the liberal use of footnotes, either to cross-reference when a listing should perhaps have been placed elsewhere, or to explain why we treated a listing in a particular way.

Changes in Number Imported from 1968 to 1969

The considerable increase in the number of birds imported from

1968 to 1969 (133,528, a °26 percent increase) for the most part did not involve any great change in the avian families reported. The same five families (Table 1) accounted for about 95 percent of all birds imported in each year. In each year the 15 families most abundantly reported accounted for over 98 percent of all birds imported. The marked increase of 121,546 birds in the number of Estrildidae alone accounts for about 90 percent of the increase in the number of birds reported from 1968 to 1969.

Perhaps the most alarming of the changes that occurred, in view of the pressures to which these species are subjected, was the increase in the number of imported raptors. In 1968 a total of 1,073 members of the Strigiformes and Falconiformes were imported but in

1969 the total was 3,344. Most of the increase can be attributed to increases in the numbers for four species: the roadside hawk, the red-thighed falconet, and the laggar and peregrine falcons.

Increases in numbers for several of the families listed in Table 1 (e.g. Sturnidae, Ramphastidae, Thraupidae, Timaliidae, Coerebidae) as well as for many in the main listing are little or no greater than would be expected if the increase were proportionate to the overall increase in number of imported birds. Decrease in numbers for several other families (e.g. Anatidae, 500 vs. 1,405; Phasianidae, 1,980 vs. 4,037) although disproportionately large probably do not represent any marked trend toward decreased importation of species in these families. In the instances mentioned the difference between the two year's listings can be accounted for largely by the absence or marked reduction in 1969 of one or two species.

The list of most frequently imported species, like that of the families, showed relatively little change in composition (Table 2), although the ordinal ranking varied somewhat. The number increased for most species, generally reflecting the overall increase in the number reported. One notable exception was the decrease in the number of Java sparrows from 7,369 in 1968 to 12 in 1969. This change was presumably the result of the addition of this species to a list of birds prohibited entry into the country because of their potential as pests.

Although exact assessment of the number of species imported is impossible due to nomenclatural difficulties and strong reservations about the adequacy of many identifications, the variety of species imported appears to have increased considerably from 1968 to 1969. Approximately 625 species were imported in 1968 and about 815 were imported in 1969, with about 395 species common to both lists. The total number of species imported in both years is about 1,045 repre- senting approximately 12 percent of the world's avifauna.

Families contributing the largest number of species in both years combined included the Psittacidae (ca. 107 species), the Estrildidae and Fringillidae (ca. 60), Thraupidae (ca. 54), Accipitridae (ca. 52), Trochilidae (ca. 36) and Strigidae (ca. 35). Although Passeriformes contributed the great majority of individuals to the numerical total, the variety of species was relatively low with only about 405 species of the 1968-1969 total belonging to this order.
