May I please have the URL of the site on which you found the copyright information?
I've been checking at http://cocatalog.loc.gov/, but (as you've no doubt noticed) with limited success.

The best way to find all titles you can check IMDB.com
About the tricky question "can i upload the movie "xyz" YES or NO?"
I´ve not the knowlege nor the possition of saying whether or not it is okay to upload a certain title i can only show you the "tricks" i use to find out about the copyright status of a movie
If you can say that you did all research possible and everything says it is in the public domain.. go ahead .. but it`s your decision
or simple .. it`s easier for me to say NO than to say YES

If you feel the wording of this FAQ puts you on the spot, I suggest you ask them to change it.
or simple...it's easiest of all for you to not reply to posts asking for help.
It's also MUCH simpler and easier for me to STOP asking for help and to STOP uploading films here, and that's what I'm going to do.

How to do an copyright research (the k-otic way)
1st:
I check all information about a Movie at http://www.imdb.com like the list of variant names, director and cast to make sure that the results of my futher search concerning the same movie
2nd:
I check the title with all of this sites
http://www.millcreekent.com
http://www.buyoutfootage.com
http://filmchest.com
http://www.desertislandfilms.com
these are sites of major Public Domain distributors who have other (better) ways to check the copyright status of a movie (at least that is what i hope)
When i can find the title at at least two of those sites i go on to check it with http://cocatalog.loc.gov just to be sure there is no renewed copyright notice there.
But all of these research is just an 99% insurance that the movies is really in the public domain and thats why i nor anyone alse with a right mind can say YES go upload a certain title
for example it can be that those PD distributors use all the same source of information and this source is wrong
so if you are going to upload a movie here and you have checked it in all possible ways there is still a small risk .. and this risk is yours to take ..
... and stop being mad at me ... i don`t like it when someone is mad at me :)
