Yes this is true. All trailers qualify as seperate films to the feature. For pre-1964 if they weren't registered and renewed or didn't contain notices they are PD. It is very rare for trailers to contain notices or be registered and renewed. Also, all trailers release before 1978 without a notice or from 1978 to 1 March 1989 without notice and registration within 5 years are PD, regardless of the copyright status of the original feature film.
