ftp upload not working

I'm trying to upload a video using ftp. For some reason, the ftp client cannot connect. Here is the dialog:
Status: Resolving address of items-uploads.archive.org
Status: Connecting to 207.241.224.203:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
This is at 10-28-2009, 1:50PM PST.
