I just uploaded waves, as was recomended. Do I need to do anything else to create mp3's or streamable m3u's?

go to 'edit item' (under resources, lower left), then 'change the info', then 'item manager', then 'derive'.

Your problem is 2-fold. As required, you did NOT include a item.TXT info file for your item, and you did NOT include a checksum file - an item.MD5 and / or an item.FFP. Depending on the checksum file naming conventions you use, The File Deriver may or may not render a second checksum file -- just fyi.
You need to Edit your item, upload these files, and launch the File Deriver Task.

I just went along with the wizardy little guide and read everything thouroughly...didn't notice anything telling me i needed "item.TXT info file for your item, and you did NOT include a checksum file - an item.MD5 and / or an item.FFP"
What's my best option now? Start over and pay closer attention or fix this item?

You need to bypass the Edit Info section, and move on to the Item Manager, as korgds10 said. Check your item out, upload the TXT and checksum files, and run the Derive Task. If it is too painful for TXT and checksum uploads, just check out your item, run Derive Task. It should take maybe 30 minutes.
Check your item back in when the Derive Task completes. Go to Edit Item. Fill in the blanks. You're done.
Go to Monte the Taper archives. Download and share all my old Tapes.

Somehow, the WAV files are listed as files under the VBR heading. The WAV files get listed in the embedded flash player that appear on the webpage for this item. But nothing plays in that flash player. None of your VBR info is correct, there are no MP3s. This was what you had before you derived the Ogg Vorbis.
fyi, If you try and do any file deriving from this point, you will crash and burn. You MUST DELETE all derivative files first, and then derive from scratch. Just leave your WAVs there intact. Then call up and execute The File Deriver Task for your item. I've done this before when I made some changes to my items.

Ogg Vorbis is a new audio compression format. It is roughly comparable to other formats used to store and play digital music, such as MP3, VQF, AAC, and other digital audio formats. It is different from these other formats because it is completely free, open, and unpatented.
So clearly, your VBR list doesn't hold up by this definitive measure. Your "VBRs" are HUGE. Not to mention, when I d/l your Audio files off the VBR list, shown in my Browser's screen capture image, I get filenames with WAV extensions. Time for another bowl, brother. You'll get it. It's not that hard.
