The message that says

“If you submit more than [15 pages], we will block Save Page Now requests from your IP number for one day.”

is only shown to the user when trying to submit the 16th page.

It appears to me that the message defeats its own purpose, because it only shows when the user has already submitted beyond 15 pages per minute.
