The poem you hear is read by John Flaus, and was written by Velimir Klebnikov, whose description of Tatlin as 'one of the order of sun-catchers' was apt indeed. The models and puppet of Tatlin were built on a tabletop and filmed with a Bolex camera over a period of several weeks.
