John Walton, an independent auditor claims that the existing local waste contractor on Waiheke, Clean Stream, has been "canvassing" City Vision councillors, which is forbidden under the tender rules. This claim ultimately led to the Council disqualifying Clean Stream and awarding the tender to Australian multi-national company TPI.
