President's Annual Address
LADIES :
While the membership of the Women's Canadian Club
of Toronto shows a falling off of something under a hundred
names for the past year as compared with 1911-1912, I am
of the opinion that this fact should not be taken as evidence
of a falling off in interest in its work or objects especially as
the average attendance at the meetings has been quite as
good as last year. The lower membership may be attributed
to general causes. Our Secretary has been obliged to
arrange lectures frequently on Saturday owing to that day
having been chosen by our speakers and we understand Sat-
urday is a very inconvenient day to many persons. No sub-
ject of a controversial nature has been presented this year
which the Executive regards as unfortunate, since the wide
interest roused by any question which can be definitely
treated from two points of view becomes very keen and con-
sequently swells the number enrolled very considerably.
You will remember that during the year 1911-1912 the fran-
chise for women was discussed from both points of view.
The Sihk Question as it affects Canada was presented to us
by two different speakers on two concurrent days. These
two subjects were strong attractions and brought in a large
number of members.
Influenced solely by the desirability of a large Club
membership, possibly the Executive may have been a little
too generous as regards free public meetings this season,
but we cannot regret our efforts in this direction if considered
from the standpoint of public spirit and activity.
The splendid audience which the Club was able to give
to the Prime Minister of Canada in Convocation Hall through
their invitation to all patriotic societies to join in welcoming
him to Toronto was done irrespective of any financial return,
the invitations being entirely complimentary. A second free
public meeting was arranged in Association Hall one evening
last winter to introduce as widely as possible Mrs. Alice
Stebbins Wells, the first Policewoman appointed in the
United States, to the Toronto public. The question of police-
women being in the opinion of the Executive one of vast
importance in its relation to the prevention of crime and the
uplifting" of the community. This effort on the part of the
Canadian Club was productive of widespread results not
anticipated by the Executive. Following Mrs. Wells' visit
to Toronto she was invited to speak in Berlin, London and
Ottawa, where she received a splendid reception. Ottawa
has in consequence already appointed two policewomen and
the Police Commissioners have recommended this department
to the City Council of Toronto. London also strongly
recommends it.
The Canadian Club is therefore to be congratulated upon
being instrumental in spreading the knowledge and necessity
for adopting this important reform in the administration of
our civic government. Our course of lectures has been most
useful and instructive chiefly along the lines of social reform
which is taking such a deep hold upon the interest of all
classes at the present moment.
The difference in numbers and personnel between the
audience of a few years ago and of to-day, when a speaker
on any phase of social reform is introduced, must be strik-
ingly evident to any one who takes the trouble to make a
comparison, and must point to an inevitable Conclusion
regarding the awakening social conscience and the desire to
assume their national responsibilities which is so characteristic
of the intellectual and moral activity apparent amongst
women all over the world. This whole question of social
and national responsibility as it applies to women was finely
epitomized at the meeting of this Club held last month when
a member of the Executive, Mrs. Leathes, with inadequate
time at her disposal, gave a resume of the Bills before the
Ontario Legislature. This address included specific reference
to the Bills regarding the care of the insane, the Factories
Act, reforestration, the enfranchisement of women, and
other matters of general interest. None of these subjects
are outside the province or interest of women but on the
contrary call for their intelligent understanding and active
co-operation. Yet how many take the trouble or even to
know what is being discussed or legislated in or out of exist-
ence by those who are elected to manage our domestic and
national affairs?
I hope that a precedent has been established by this
Club which in time may be followed by the whole Confeder-
ation of Men's and Women's Clubs. To devote one or two
days every year to the discusion of the proposed legislation
before our Provincial and Dominion Parliaments is surely
not too much to ask of intelligent Canadian citizens and I
beg to be allowed to place on record in this my address as
retiring President, my earnest suggestion that a consideration
of our proposed parliamentary legislation shall have a per-
manent place on our annual programmes. It is a matter of
great regret that two strong members of the executive can-
not allow their names to stand for re-election. Mrs. J. B.
Tyrrell has been a most valuable and enthusiastic secretary
for two years and has contributed far more than the members
can realize to the success of this Club by her tactful manner
of playing upon the sensitive and exigent temperaments of
real or supposed celebrities or of dispelling the bashful
reluctance of modest speakers.
Mrs. J. B. Leathes owing to temporary absence from
Canada must also withdraw her name. A member we cannot
easily replace and whose temperate and sympathetic advice,
and wide knowledge of world affairs has made her a splendid
member of the Executive.
The Treasurer's report has shown that the financial
affairs of the Club are in a sound and satisfactory condition
and when we take into consideration the low membership fee
of $1.00 a year, that we constantly remunerate our speakers
and that very little personal effort is made to obtain members,
I think the outgoing Executive have reason to be satisfied
with the account they are able to render of their stewardship.
In the past year, as your President, I have had the
honour of being asked to address two other Canadian Clubs,
"The Women's Canadian Club of Berlin at a joint meeting
with their Men's Canadian Club" and "The Women's Cana-
dian Club of Hamilton." Also, I was guest of honour at the
luncheon of the Trafalgar Daughters to whom I had the pri-
vilege of speaking. Two other complimentary invitations
were accorded your President to the Empire Club banquet
given in honour of their Royal Highnesses the Duke and
Duchess of Connaught and the United Empire Loyalist lun-
cheon given in honour of the Right Honourable Mr. Borden.
May I take this opportunity of thanking all those who
have made the responsibility which I have assumed during
the last two years easier for me than it would otherwise
have been. Through their encouraging words and sympathy,
both public and private, they have given me courage to do
much which would have been almost over-whelming without
their support. We average women are only beginning to
try to do things. It is not easy to face and address a public
audience, especially the large audiences this Club has had
the privilege of drawing together, but, knowing I had the
support of the majority of the members, I have taken my
courage in both hands and have done my best, animated by
one thought that in my own small way I must uphold the
dignity of women in the honourable position to which you
have appointed me. I find it difficult to thank the officers
and members of the Executive who have made the burden
of management sit so lightly on my shoulders. They have
left nothing undone that would contribute to the success of
our Women's Canadian Ciub of Toronto, and have endeavored
faithfully to reach out towards those ideals which are of the
very essence of the future of our country.
I feel sure in your wise judgment you will make no
mistake in your choice of a President and Executive to lead
on this Club to greater efforts and wider expansion in the
future. We can never stand still and this Club must never
go back. It, with its sister organizations, has a mission to
fulfil and we cannot afford to lose one hour in pressing forward
to the realization of our great national and imperial heritage.

Honorary Secretary's Report.
MADAM PRESIDENT AND LADIES : —
I have the honor to present the Fifth Annual Report of
the Women's Canadian Club of Toronto
It is a great pleasure to be able to report continued
progress and prosperity in all lines of work. Last year we
closed with a membership of 1006, this year we have fallen
off a little and have a membership to-day of 921. We
therefore have lost our place as the largest Women's Can-
adian Club in Canada, for Winnipeg has beaten us and had
in 1912 a membership of 1079. However the Winnipeg
Club is a year older, and in addition to the lectures has
added a social side and during the year had several afternoon
teas, luncheons, and high teas. Now, the interest in this
club has been sustained merely with the excellence of the
lectures that the executive have been able to provide, for
there has been no social side whatever.
Montreal and Ottawa Women's Canadian Clubs also
have a social side to their work, and Vancouver is starting
a women's building where each women's organization may
have rooms for social and other purposes, and whether it
will not be a good thing to add something of this nature will
be a question for your new executive to decide. With the
help of each individual member, we can again take our place
as the largest Women's Canadian Club. If each member
were only to bring in one new member we would then become,
not only the largest Women's Canadian Club, but the largest
Canadian Club in Canada of either men or women.
The following reports have been received during the year:
Annual Report of the Women's Canadian Club of
Winnipeg, giving a most interesting and vivid account of
the work done by this Club.
Several Reports from the Commission of Conservation
in Ottawa and the various branches of its work.
Copies of Lord Grey's addresses given before the Can-
adian Club of Ottawa.
Reports of the Commission on Tuberculosis were sent
to each member of the Club.
Each member has been sent a copy of the Fourth Annual
Report and list of members, containing a copy of the Revised
Constitution.
The printing of the reports and constitutions added very
largely to the working expenses of the Club.
Christmas cards and words of greeting were received
from the following Clubs : —

During the year there have been sixteen Executive
meetings held, two business meetings for the whole Club,
and ten lectures.
The officers and members of the Executive have taken
a keen interest in the work of the Club and have been ready
to help in any way they could, though several of them have
been unable, through severe illness, to attend some of the
meetings of the executive. Here I wish to speak of the
splendid work done by the President. Several times, almost
single handed, she has arranged some of the lectures and has
been simply indefatigable in her interest and work for the
Club; often, I assure you, she has called me over the 'phone
at nearly midnight to discuss some question of importance
in the Club work.
I should like also to say that at every lecture held during
Miss Boulton's term of office, except one when unavoidably
absent for the day, she has presided most ably, and only from
two executive meetings during the two years has she been
away, one from illness and the other because she was out of
the city. This is a splendid record.
Invitations were received from the Social Science Club
and Women's University Club to attend a lecture by Jacob
Riis of New York, entitled "Neighbours" held in St. James's
Parish Hall on April 22nd. This was a most interesting-
lecture and thoroughly appreciated by all who were able to
avail themselves of this invitation.
To the Empire Club Dinner held on Empire Day and
honoured by the presence of their Royal Highnesses the
Duke and Duchess of Connaught, the members of this
Club were invited on the same terms as the members of the
Empire Club. Many of them availed themselves of this
privilege.
In June our able and efficient Assistant-Secretary, Miss
Bethune, felt that she could not give the time to the work of
the Club that since its growth was required, so she resigned
her position. It was with great regret that her resignation
was accepted by your executive, for she had endeared herself
to all by her obliging ways and her willingness to be called
on at any time. Often, when a lecture had to be arranged
within a few days, she worked far into the night to get the
cards sent to the members. We have been very fortunate
in finding so efficient and businesslike a successor to Miss
Bethune as Miss Chauncey Tocque, who is able to give more
time to the work, and she has assisted very greatly the
arduous work of the Honorary-Treasurer and Secretary.
Miss Tocque naturally could not give so much of her time
without receiving a larger salary, so it was decided to give
the Assistant-Secretary a salary of $250.00 a year.
It has been said that some of the members objected to
Saturday as a day for holding the meetings, but unfortunately
this could not be avoided. Many of the speakers who came
from a distance found Saturday the most convenient day and
asked to speak then, so that it was necessary to choose
between the alternative of holding a meeting on Saturday or
having no meeting at all.
The first meeting of this year was held in May, when
The Right Honourable R. L. Borden, Premier of Canada,
accompanied by Mrs. Borden honoured the Club by attend-
ing a meeting and giving a most inspiring and interesting
address. It was not on political or party lines that he spoke
but as a Canadian to Canadians. He told us of the ideals
on which this country was founded. So long as we remained
true to these ideals and did not spend our energy in the
market place so long would this be the great and noble
country of which these men who founded it had dreamed.
This meeting was held in the Convocation Hall of the
University, kindly lent to us for the occasion by the President
and Board of Governors. Other patriotic societies were
invited to meet with us. His Honour the Lieutenant Gov-
ernor and Lady Gibson occupied seats on the platform and
the Presidents of the invited societies. The meeting opened
with the singing of "Oh Canada," after which flowers were
presented to Mrs. Borden by the little daughter of the
Second Vice-President. This meeting was undoubtedly the
most representative meeting of women ever held in Canada,
there being about 3000 present. Mr. Borden was introduced
most gracefully by the President, and President Falconer, of
the University moved a vote of thanks, seconded by Mrs.
Torrington, President of the National Women's Council.
The following day the executive gave a lunch to Mrs. Borden,
which was attended by eleven members of the executive and
ten guests. The guests were paid for out of the Club funds,
but each member of the executive paid for herself.
In the autumn, the first meeting held was a business
meeting, called to pass the Revised Constitution, to which a
special Committee, appointed at the last annual meeting,
consisting of Mrs. Dixon, Miss Curlette, and Miss Addison,
had given much time and thought. As each member has
received a copy of this new Constitution it is not necessary
to ennumerate the changes here.
In November, Miss McMillan of London, England, gave
a most interesting illustrated lecture on "Establishing Health
Centres for little children in large cities where the poor little
bodies are attended to before any training of mind is begun."
The Social Science Club was invited to attend this lecture,
as this year they were particularly taking up the question of
child study. At the close of the lecture the President of that
Club, Mrs. Plumptre, very kindly thanked the Club for the
courtesy extended to them.
On November i6th, Sir George Ross addressed the Club
on "The Panama Canal Treaty in its relations to Canada."
This was a very able address, going" very fully into matter
of these treaties that we, as women, know so little about
and yet are of such vital importance as a safe-guard to the
country.
On December yth, Mr. R. Coates, Editor of the Labor
Gazette, Ottawa, addressed the Club on "The Increased
Cost of Living and some of the Reasons." This particularly
interested the women, and at the close there were so many
questions asked of Mr. Coates that the President was obliged
to close the meeting before all the questions could be asked
or answered, otherwise the members would have been kept
until very late.
On January 4th, President Falconer, of Toronto Univer-
sity, addressed the Club on "The Meaning of Progress."
This was one of the most enjoyable lectures given during the
year, showing, as it did, what real progress was and what it
stood for. On this occasion the lecture was held in the
Foresters Hall as a more suitable place. Indeed, your
executive would like to have that Hall for all the meetings,
but it is too expensive.
On Monday evening, January i3th, Mrs. Alice Stebbins
Wells, of Los Angeles, California, addressed a public meeting
in Association Hall on "The Need of Police Women and
their Work." Mrs. Wells is the first Policewoman ever
appointed in America. There were about 1000 people pre-
sent, and as a result of this lecture the city is to appoint two
Policewomen. Also, that evening, after the lecture long-
distance phone messages were received from London, Ontario,
and telegrams from Ottawa, so that your Secretary was busy
for a long time arranging for Mrs. Wells to speak in both
these cities. As a result of this the City Council in London
has appointed one Policewoman and Ottawa two. Mrs. Wells
also went to Berlin and did great good in assisting the muni-
cipality to settle several difficult problems there. The bring-
ing of Mrs. Wells to Canada by the Women's Canadian Club
of Toronto, will therefore have a far reaching influence and
we trust it may be of great benefit to the women who have
not all the protection they need under the present police
administration.
On February 8th, Lieutenant-Colonel Burland of Mont-
real, gave a most instructive and thoughtful address on
"Some Aspects of National and Imperial Defence." His
Honour, the Lieutenant-Governor and Lady Gibson occupied
seats on the platform and the officers of different regiments
were invited to this lecture. This was an open meeting which
anyone, whether member or not, could attend on paying 25
cents for a visitor's ticket.
On March 8th, Doctor J. Robertson, C.M.G., of Ottawa,
addressed the Club on "The Montessorri Method." This
was also an open meeting and $24.00 was taken in visitors'
fees at the door. Doctor Robertson knows so thoroughly his
subject and is such an authority that this was the most enjoy-
able lecture of the year, especially to mothers and teachers.
On April 26th, after the Annual Business Meeting, Mrs.
Leathes, one of our executive, in a most able way explained
the laws relating to women and children now before the
legislature. Owing to the time occupied by the Business
Meeting, Mrs. Leathes curtailed her paper very much, and
this was keenly regretted as this is a subject which all women
ought to know and take an interest in.
To-day we are to have the pleasure of hearing something
of the possibilities of our own Province from The Honourable
Mr. Hearst, Minister of Lands, Forests and Mines for Ontario.
A report has been spread that the finances of the Club
are not in a very flourishing condition and that we will close
this year with a deficit. This, as you will learn from the
report of the Honorary Treasurer, is not the case. There
never has been a deficit, though the officers realized after
Mrs. Wells' lecture that if some plan were not devised the
work could not be carried on to the end of the year without
going into debt. Owing to the good work of the officers
and the Assistant Secretary-Treasurer, this has not come to
pass. Many old members were called up over the phone
and renewed their subscriptions and all united in bringing in
as many new members as possible and this, with the money
made at the open meetings, has quite done away with any
danger of a deficit. The Honorary Treasurer will tell you
that we are not in debt and that there besides is a very com-
fortable little balance, true, not as large as last year; but
with the increased expenses of printing from last year, the
large open meetings for Mr. Borden and Mrs. Wells, and
the extra salary to the Assistant Secretary have made as
large a balance as last year impossible.
In closing this report, I want to thank the President,
officers and members of the Club for the support and kindly
words of appreciation that they have given me during the
two years of my Secretaryship. Often it seemed impossible
to go any further but when I have felt convinced of their
hearty co-operation in my efforts, I have taken courage and
gone on. In resigning the office I can never resign my
interest in the Club and will always be willing to assist the
work in any way I can wherever I may be. I only hope,
ladies, that in some slight way I have justified your confidence
in me by remaining true to the high ideals of this Club for a
larger outlook in our patriotic and national life. This is a
very broad ideal, for anything that tends to make our outlook
wider means a broadening of our national life and will there-
fore keep us true to the best ideals of this Canadian Club.
