The Inquiry shall be completed within three months
from the date of submission of explanation, if any, by the
petitioner, within time, as indicated supra. The petitioner
shall not ask for any adjournment or postponement of the
hearing, except on the ground of ill-health and if any such
plea of ill-health shall be supported by the medical
evidence/certificate to be produced by him to the
satisfaction of the third respondent, Joint Coltector-cum-
Additional District Magistrate, East Godavari at Kakinada,
to pass an appropriate order on merit, as this Court has
not expressed any opinion whatsoever on the merits of
the case.

29. The writ petition is accordingly allowed to the extent
indicated. There shall be no order as to costs.
