Tlie distribution of the force is shown by Tabic I. On 
Xorembor 30 tlierc were 50 vjieancics, viz., 2 lieutenants, 
1 sergeant and tT reserve ineMi. Durinir tlie year SO ofK-

Lieut. Owen T. AVinn died Jan. 12, 180L lie was

Sergt. Samuel A. Todd died April 10, 1891. lie was

F.ighty-threo otlicers were commended l)y the Board or 
complimented and rewarded by citizens for meritorious 
conduct. 

The avei.nge number of men absent from duty on account 
of .-ickness was 23 per day, or 2.G5 per cent, of the force.

During the year ninety complaints .igainst officers were 
inve.-tig-ated by the Board. The nature of complaints and 
di^po^ition uf cases is shown by Tabic VI. 

Tiiero were twenty-five suits pending .igainst officers at 
the close of last year. Twelve of these suits were disposed 
of and t'ourtoen suits were brought during 1891, Icavin" 
twenty-soveu suits now pemling. No judgment was recov- 
ered against an otScer during the year. All these suits were 
defended by Mr. Isaac F, Paul, counsel for the department. 
In addition Mr. Paul attended to the prosecution of seventy- 
five criminal cases in the ditlereut courts, three-fifths of which 
were gjunbling and policy cases. 

Horses. 
On the 1st of December, 18D0, there were 48 horses in 
the service. During the year 13 were sold and exchanged, 
1 died and 13 were purchased. At the present time there 
arc 47 in ser\ice, as shown by Table VII.

Four thousand six hundred and twenty-si.x persons were 
arrested on warrants, and 3.0,386 without warrants ; 1,118 
persons wore summoned by the court; 27,4(39 persons were 
held for trial, and 13,fi(>3 were released from custody. The 
number of males arrested was 35,499 ; of females, 5,G33 ; of 
foreigners, 19,9tJU, ov, approximately, 48.5 per cent. ; of 
minors, 4,924. Of the total number .arrested, 13,408, or 
32.5 per cent., were non-residents. (See Tables VIII. and

Taking the statistics of arrests for the decade ending 188fl, 
and estimating the average population of the city at ?>^i'>,'M)(). 
the average numV-r of arrests was 31,022; the nuai>K.'r of 
arrests in 1S91 waa therefore 10,110 above the average. 
(See Table X.) 

Of the total number of arrests for the year (41,1:^2), ft<>8 
were for violations of the city ordinances ; that is to sa}', 
one arrest in furty-tsvo was for such otfcncc, or 2.o.!> per 
cent. 

Sixty-one per cv-nt. of persons taken into custcly %vere 
between the aires of twcnt}- and forty. (Sec Talde XI.)

Fifty-seven pcr-?ons were sent to the State Prison. 841 to 
the Mouse of Correction, 31 to the Women's Prison, 18;* 
to the Keformator}- Prison, i'O to the House of Relonitation, 
1,024 to tlie Ilottse of Industry, and 180 to other ia-titu- 
tions. The total years of imprisonment was 2,2»;6i. Tiie 
total number of days' attendance in court by oSic€ri» was 
28,045. and the witness fees amounted to $14,508.10. 

The value of property taken from prisoners and lo-lgcrs 
was $52,(J32.70. 

Two hundred aod fort^'-tive witnesses were detained at 
station houses, and l.yfiO persons were accommodated with 
lodgings, a decrease of flD 8 per cent, from last year. There 
was an increase cif about 12.8 per cent. tVom last year in the 
number of insane persons taken in charge, an increase of 
about 24 per cent, in the number of sick and injure<l per- 
sons assisted, and a decrease of al)out 2 per cent, in the 
number of lost children cared for. 

The average amount of property reported stolen in the 
city fi)r the decade ending 188'.l was $'.'5,113 08 ; in l?;»l it 
was $77,30(5.03, or $17,30(5.05 less than the averaire. In 
the same period the average amount of property stolen in 
and out of the city wiiich was recovered by tiic Boston [Kdice 
was $115,'JG0.73: the amount recovered in l>^iU was 
$101,838.52. or $14,122.21 less than the average. 

The average amount of tines im[)osed by ojurts was 
$04,597.1(5; in l-'^'Ol it was $133,1(;0.47, or .$-3<.572.3l

attcndnnce in court was 23,206 ; in 1801 there were 28,545, 
or 5,249 more than the average. The average amount of 
witness fees earned was $22,519.11 ; in 1801 the amount

The department made forty-seven raids on gambling 
houses, and seized property to the amotint of $7,520.51. 
The number of persons arrested on these raids was 345. 
Thirty-two policy shops were convicted under the common 
nuisance act. 

Massachusetts Public Statutes, chapter 212, section 2, 
par.-igraph 7, provides for the issue of search warrants to 
search for gaming apparatus or implements and the personal 
property found in a place resorted to for unlawful gaming 
" when the persons are ensacred in unlawful <raminir."

Ma~5aclui5etts Statutes of 1SS7, chapter 148, section 2, 
provides for the is^rue of a warrant coiniuaiulinir a police 
oiKcer to cuter a huildinir u?td as a gaming house, and to 
take into custody all the implements of gaming and all per- 
sonal property, furniture and fixtures there found, and to 
keep said property to Ik? fnithconiing lieforc some court or 
inairi-tnitc to he dealt with according to law. 

N'o provision is made in the statute of 1887 for the con- 
demnation of such per.-onal property iiy the couit, the only 
provi-ion lor the condemnation of property seized being 
that in chapter 212, section 2, '• when persons are engaged 
in unlawful gaming." In conscfjuencc of this, the courts 
have refused to condemn property taken under warrant 
i-.-ueil under the act of i>>7. and such properf}- is now held 
in the custody of tlie ixilicc department : because, although 
the couits have authority to order police olliccrs to search 
the premises and to ^eizc personal property there found, 
they have no authority under the act of 1887 to condemn 
tliat property in case unlawl'ul gaming was not actuall\- 
iroin:: on when the ])roix?rty was seized. 

It would seem that .~omc legislation were necessary to 
jjrovide for the disposal of projierty seized under the act of 
K^."^7 hereafter, and to authorize the police department in 
some manner to di>po-c r<f jiroperty now held l>y them, 
which has been seized under the j)rovisions of .■-aid act.

The " Rogues' Gallery" now contains 2,499 photographs. 
The I'ccoids of i^^ti criminals have been added to the 
"Criminal Record" kept in tliis department, which now 
contains the records of 18,009 criminals. Tiie liurcau has 
issued the prison reports of 456 discharged convicts, con- 
taining the full records, descriptions, distinguishing marks, 
etc., of 229 convicts who were disch.arged during the 3'ear, 
and whose records were considered of sufficient importance 
to preserve. Other police departments were turnished with 
1((8 copies of these reports.

Xumber of bodies unidentified : males, 1.') ; females, 1. Six 
were bodies found in the harbor and adjoining rivers, with- 
out any marks of identitication. Two were killed by rail- 
road accident, two died from sufi'ocation, two connnitted 
suicide, two died suddenly, and one was found cru>hcd 
under a pile of lumber. A full description of these cases is 
on tile. 

The acciilents include 71 deaths by railroad -accident, 51 
of which occurred Mithin the city limits, and 20 outside of 
the city, but were brought to our hospitals, where death 
residtcd. Of these, 4 deaths were by electric-car accident, 
9 by horse-car accident, and 14 by elevator accident.

The work of tnmsporting prisoners from station houses to 
the city pris^m, which for many years had been jK'rt'ormcd 
liy the health department, was assumed hy this department.

and jail. One driver, two horses and two vans are employed 
in this service.

Dec. 1, 1890, to Nov. 30, 1891 : —

Amount paid into the city treasury for license fees,

Arrests for drunkenness averaged 75 per day during the 
year, or G.l per cent, of the population.* There were 3,426

cent. ; 31'. 57 per cent, of the arrested persons were non-resi- 
dents, and .5:2.71 per cent, were of foreign birtli. Six luin- 
(hcd and twelve persons were arrested for violation of tiic 
liquor law, 72 less than in 1890, and of these G3 per cent, 
were of foreign liirth. 

The .-tatute autiiorizing the release from station honses of 
persons arrested for intoxication (chapter 427, Acts of 1891 ) 
took cllccc July 1, 1891. The number of persons released 
under the provisions of this act was 10,442. 

FiNANCtAL. 

IJcfiuisilious were made on the cit}' council for the sum of 
••i=l,l('i7,2N0.S4, to meet the running expenses of the dopart- 
nient, including the pensioned police oflicers, house of 
tlctcntion and station-house matrons, for the present financial 
year. 

The total expenditures for police purposes during the past 
year, including the pensions, house of detention, station- 
house matrons and liquor-license expenses, hut exclusive of 
the cost of the police-signal system, were $1,178,(>93.0,"). 
From this should he deducted the amount received for uni- 
form cloth, etc., and paid into the treasury, $8,197.83, — 
leaving the net cost for maintaining the department, 
$1,170,405.22. 

The total revenue paid into the cit}- treasiny from fees for 
licenses over which the jwlice have supervision was 
$1,( 1(19,065. 78. (See Table XIV.) 

The cost of maintaining the poi ice-signal system during 
the year was $47,G71.80. (See Table XY.) 

Pexsio.ns .VXD Benefits. 

On the 1st of December, 1890, there were eight}' pension- 
ers on the roll. During the year five died and six were 
added, viz., one superintendent, one sergeant and four 
jiatrobncn, leaving eighty-one on the roll at date. A list of 
pensioners will be found in Table XVI. 

The pensions now aniciint to $31,512.33 per annum. 

The invested fund of the Police Charitable Fund on the 
l?t of May, 1891, amounted to $207,550; cash in treasury,

$2,041.78; income unexpeiKled, $i,413.12. There were 
sixty-l»o hoiieficiiiries. 

The invested fund of the Police' Relief Association now 
aiuounts to $46,277.28. The payments for the 3'ear 
amounted to $16,652.10. 

POLICE-SIGXAL SySTEM. 

There are now in use eleven wagons, eight pungs and 
twent3'-four horses in the patrol service, and one wagon and 
two horses in the repair department. Five spare patrol 
wagons are kept in reserve. 

During the year the wagons made 28,503 runs, covering 
an agirrcgate distance of 21,450 miles. Twenty-nine thou- 
sand and seventy-four prisoners were conveyed to the 
station-houses ; 957 injured and insane persons were taken 
to station houses, the hospitals or their homes ; and 509 lost 
children were taken to station houses. There were 464 
nms to tires, and 4()4 runs for liquor seizures. 

There were 185,615 telephone messages and 2,304,270 
"on-duty" calls sent over the lines. (See Table XVII.) 

Attention was called in the last report to the trouljle 
whicii was being experienced from electric wires carr\'ing 
high-tension currents. In several cases the signal apparatus 
was burned out by contact with these wires, and in some 
sections of the city the telephones were pi-acticaily useless 
on account of induction. The efficiency of the service was 
therefore seriously impaired, and protective measures had to 
l>e taken. To this end cut-outs were placed in every station- 
house, and a fuse block in each signal box to arrest abnormal 
currents, and a third wire is now being run on every circuit 
to balance the lines and prevent induction. 

Buildings. 

The work of enlarging and remodelling Station House No. 
1 was completed and the building occupied Jaimary 19. 

A new station house is now in process of erection in 
Division 14 (Brighton), from plans made by the city 
architect. 

It is hoped that action will bo taken during the coming 
year for improving Station House 5. This division is

accommodations are entirely iuatiequate.
