of Boston, in compliance with the provisions of chapter 323 
of the Acts of 1885, lias the honor to submit the following 
report of the work of the police department for the year

The distri1)iition of the force is shown b}' Tabic I. On 
Novenil)cr 30 tlicre were 30 vacancies, viz., 2 lieutenants, 2 
sergeants, 25 reserve men, and 1 niiitron. During the year 
65 officers were appointed (including 45 reserve men), 9 
discharged (including 2 reserve men), 6 resigned (including 
1 reserve man), 2 retired on pension and 7 died. (See 
Tables n., HI. and V.) 

Sergeant Joseph B. Emerson died Jan. 15, 1892. He 
was appointed on the force in May, 1854 ; promoted ser- 
geant Fcl). 28, 1858. 

Sergeant John G. Eichorn died Sept. 10, 1892. He was 
appointed on tiic force May 2G, 1880 ; promoted sergeant 
Nov. 14, 1887. 

Sergeant Isaac Ilines was retired Feb. 9, 1892. He was 
appointed on the force Feb. 16, 1857 ; promoted sergeant 
Oct. 1, 186G. 

Patrolmen Peter F. Ilanley and Charles H. Denton Avere 
promoted to i)e sergeants, their standing on the civil service 
list being respectively 8().87 and 83. Gl. 

Patrolman Edward \Y . Harding was appointed a house

watchman May 7, 1892, and assigned for duty in the Pro- 
bate building, Court Square. 

Tiie average numl>er of. men absent from dut}- on account 
of sicivness was 27 per day, or 3.1 percent, of the force. 
(See Table IV.) 

During the year sixty complaints agninst otBccrs were 
investigated by the Board. The nature of complaints and 
disposition of cases is shown by Taljle VI. 

There were twenty-seven suits pending against members 
of the department at the close of ISHI. Twelve new suits 
Iiavc been brought and fifteen suits have l>cen disposed of, 
leaving twenty-four now pending. The city lias not been 
asked to pay any money during the pust year by reason of 
judgments recovered against police officers. All these cases 
liave been defended by Mr. Isaac F. Paul, counsel for the 
department, and Mr. Paul has also jtroseculod sixty-five 
criminal cases in the dilferent courts, two-thirds of which 
were gambling or policy prosecutions. 

Hordes. 

On the 1st of December, 1891, there were 47 horses in 
the service. During the year 8 were sold and exchanged, 2 
died and 14 were purchased. At the present time there are 
51 in service, as shown by Table VII.

The total number of persons arrested was 48,46.3, against 
41,132 the preceding year, being an increase of 7,.S31. The

Five tliousnnd and one persons were arrested on warrants, 
and 42,2(38 without warrants; 1,194 persons were sumnioned 
by the court ; 21,1G8 persons were held for trial, and 27,21t5 
were released from custody. The number of males arrested 
was 42,741 ; of females, 5,722; of foreigners, 23,875, or, 
approximately, 49.2 per cent. ; of minors, 5,470. Of the 
total number arrested, 1(),523, or 32 per cent., were non- 
residents. (See Tables VIH. and IX.)

Taking the statistics of arrests for the decade ending 1889, 
and estimating the average population of the cit}- at 386,300, 
the average number of arrests was 31,022; the number of 
arrests in 1892 was therefore 17,441 above the average. 
(See Table X.) 

Of the total number of arrest.s for the year (48,463), 
1,234 were for violations of the city ordinances; that is to 
say, one arrest in 39 was for such offence, or 2.54 per cent. 

Sixty-two per cent, of persons taken into custody were 
between the ages of twenty and forty. (See Table XI.)

j The number of persons punished by fines was 6,G77, and 

j the fines amounted to $80,<i65.52. 

Eighty-seven persons were committed to the State Prison, 
787 to tiie House of Correction, 90 to the Women's Prison, 
177 to the Reformatory Prison, 75 to the House of Refor- 
mation, 3,300 to the House of Industry, and 278 to other 
' institutions. The total yeare of imprisonment was 2, 970[J. 

The total number of days' attendance in court by oflicers 
was 24,823, and the witness fees amounted to $10,371.23.

Three hundred and fourteen witnesses were detained at 
station houses, and 3,185 persons were accommodated with 

• lodgings, an increase of G2.49 pei* cent, over last 3'ear. 
I There was an increase of about 8.2 per cent, over last year 

in the number of insane persons taken in charge, an increase 
of .about 14.8 per cent, in the number of sick and injured 
persons assisted, and an increase of about 4.8 per cent, in 
the numl)cr of lost children cared for. 

The average amount of property reported stolen in the city 

ifor the decade ending 1889 was $95,113.08 ; in 1892 it was 
$!I4,449.40, or $6(53.08 less than the average. In the same 
period the average amount of property stolen in and out 
of the city which was recovered by the Boston police was 
$115,960.73; the amount recovered in 1892 was $239,200.21, 
or $123,239.48 more than the average.

I $94,597.16; in 1892 it was $80,665.52, or $13,931.64 less 

• than the average. The average number of da^'s' attendance 
' in court was 23,296; in 1S92 there were 24,823, or 1,527 
I more than the average. The average amount of witness fees 

earned was $22,519.11 ; in 1*92 the amount was $12,147.88

The records of 55lJ criminals have been added to the " Crim- 
inal I'ecord" kept in this dei)artniciit, which now contains 
the recdids of 1;?,5»>5 criminals. The bureau has issued the 
prison reports of 240 discharged convicts, containing the 
full records, descriptions, distinguishing marks, etc., of 119 
convicts who were discharged during the year, and whose 
records were considered of sntScient importance to preserve.

Number of bodies unidentified: males, 7; females, 1. 
Four were bodies found in the harbor, two of which had no 
marks of identification, and four were killed by railroad 
accident. A full description of these cases is on file. 

The " Gallery of Photographs of Persons Unidentified" 
has increased in volume and lias demonstrated its usefulness 
by enabling friends in many cases to identify the bodies at 
a later period and remove them to their family burial places. 
The gallery now contains the photographs of 5 males and 1 
female as yet unidentified. 

The accidents include 96 deaths by railroad accident, 72 
of which occurred within the city limits, and 24 outside of 
the city, but were brought to our hospitals, where death 
residted. Of these, 13 deaths were by electric car accident,

An important decision was rendered by the supreme 
court atlecting the right of the Board of Police to license 
hackney carriages. The rule of the board relating to such 
vehicles provides that "Every vehicle used, or to be used, 
for the conveyance of persons for hire from place to place 
within said city, except a horse-car, shall be deemed a 
hackno}' carriage within the meaning of these rules," and 
further, that *' No person shall set up and use or have charge 
of any hackney carriage, unless he is licensed thereto by the 
Board of Police." It was contended by certain owners of 
carriages that the term "hackney carriage" was confined to 
a public carriage having a stand in the public streets, and 
did not apply to a carriage which stood in or was hired from 
the stable of its owner, and, therefore, the owners of such 
vehicles refused to take out licenses or to comply with other 
conditions of the rule relating to hackney carriages. A test 
case was therefore made, in which the defendants were found 
guilty in the municipal and superior courts of letting an un- 
licensed carriage for hire, and the case was carried up to the 
supreme court on exceptions. The judgment of the lower 
court was afEnned, the supreme court holding that the rule 
which requires hackney carriages to be licensed is applicable 
to carriages which carr}- passengers from place to place in 
the city and that it is a reasonable regulation.

The following shows the nature of the complaints upon 
which licenses were forfeited hy the Board of Police from 
Dec. 1, 1891, to Nov. 30, 1892 : — 

Selling to be drunk on premises, in violation of license, . . 1

Amount paid into the city treasury for license fees, 
$1,058,146. 

Arrests for drunkenness averaged 92 per day during the 
^■ear, or 7.5 per cent, of the population.* There were 
6,302 more person.s arrested than in 1891, an increase of 23 
per cent. ; 40.89 per cent, of the arresteJ persons were 
non-residents, and 52.7(5 per cent, were of foreign birth. 
Five hundred and thirty-four persons were arrested for vio- 
lation of the liquor law, 78 less than in 1891, and of these 
tJo per cent, were of foreign birth.

FiXAXCtAL. 

Requis^itions were m»do on the city council for the sum of 
$l,24t5,ti2(>.52, to ineel tho running expenses of the depart- 
ment, including the jvnsioned police officers, house of 
detention and statioih-bouso matrons, for the present finan- 
cial year. 

The total expenditcnfs for police purposes during the past 
year, including the pensions, house of detention, station- 
house matrons and liqaor-license expenses, but exclusive of 
the cost of the police-signal s3-stem, were $1,172,186.64. 
From this should l»f deducted the amount received for 
uniform cloth, etc., and paid into the treasury, $8,78.'i.09, 
— leaving tho net oc»st for maintaining the department, 
$1.I(;.{,401.55.

The cost of maintaining the police-signal system during 
the year was $53,440.«<7. (See Table XV.) 



Pexsicxs axd Benefits. 

On the 1st of Dcvrwuber, 1891, there were eighty-one 
pensioners on the roll. During the year ten died and two 
were ailded, viz., one sergeant and one patrolman, leaving 
seventy-tiiree on the ivU at date. A list of pensioners will 
be found in Table XVI. 

The pensions now amount to $31,881.04 per annum. 

No retirements hare ret been made under the act passed 
by the last Legislature, which provided for the retirement of

Board has certified for retirement thirty-six men, but the 
certificates have not Tet been approved by his honor the 
mavor.

The invested fiincl of the Police Chiiritiible Fund on the 
30th of Novcml)cr, 1802, amounted to $207,o50 ; cash in 
treasury, $2,385.78 ; income unexpended, $2,385.78. There 
were fifty-five beneficiaries. 

The invested fund of tlic Police Keiicf Association now 
amounts to $50,(308.52. Tiic payments for the year 
amouuted to $18,794.10. 

Police Signal Svstem. 

Tlierc arc now in use eleven wajjons, eiirlit pungs and 
twenty-six iiorses in the |iatroi service, and one wagon and 
three liorses in the repair department. Five spare patrol 
wagons arc licpt in reserve. 

During tiie year tiie wagons made 32,710 runs, covering 
an aggregate distance of 23,740 miles. Thirty-four thousand 
and one prisoners were conveyed to the station houses ; 
1,044 injured and insane jicrsons were taken to station 
houses, tiie hospitals or their homes ; and 533 lost children 
were taken to station houses. Tiiere were 454 runs to tires, 
and 3(!() runs for liquor seizures. 

There were 1(30,825 telephone messages and 2,337,471 
"on duty" calls sent over the lines. (See Table XVH.) 

The troulile experienced from electric wires carrying high- 
tension current constantly increases and taxes the resources 
of the electrical department to protect the signal apparatus 
and keep the telephone lines in working order. Ten of the 
tifty-cight circuits have been equipped with metallic tele- 
phone service during the year, and the work will have to be 
carried on until the entire service is thus equipped. The 
ordinary tcle[)hone service, which is under the control of 
the New England Telephone Company, is also very much 
impaired. It became necessar}' for the department to build 
an independent line to maintain connection with the station 
house in Brighton, and in a short time the other station 
houses will have to be connected with headquarters in the 
.same manner. This will, of course, involve a heavy expense 
to the city, but is absolutely necessary in order to maintain 
the efficiency of the service.

Buildings. 

Tlie new station house in Division 14 (Brigliton) is nearly 
oc<cnpletoi.l, and will probably be ready for occui)ancy early 
ia the year. 

Extensive improvements have been made in Station House 
4 ; the otEee has been enlarscd, new heating apparatus put 
ia, dormitories fitted up and the building put in first-class 
(wodition. 

An addition is being built to Station House 13, which 
■will contain a wagon-house and stalilc and a court room for 
tije district court.
