The distribution of the force is sliown by Table I. On
Noveiulier 30 there were 21 vaeiincics, viz., 4 lieutenants, 4
sergeants, 1 house watchman, 1 patrolman, 13 reserve men,
and 1 matron. During the year lij4 oflicers were appointed
(including 92 reserve men), Hi discharged (including 5 re-
serve men), 10 resigned (including 3 rescn'e men), 49 re-
tired on pension and 9 died. (.Sec Tables II., III. and V.)
The term of ollice of Mr. 'William M. Osl)orne expired
April 30, 1893, and Mr. Robert F. Clark, who succeeded
him, took his seat as a mcml>cr of the Board of Police, May
1. 1893.
Captain James H. Lambert died June 9, 1893. He was
appointed on the force Juno 30, 1870; promoted sergeant
Aug. 4, 1880 ; promoted lieutenant Jan. 29, 1881 ; promoted
captain Nov. 29, 188G.
Lieutenant William B. Daley died Feb. 8, 1893. He was
appointed on the force Dec. 22, 1873; promoted sergeant
Dec. 24, 1880 ; promoted lieutenant Sept. 10, 1888.
Lieutenant Benjamin A. Durgin died April 2, 1893. He
was appointed on the force June 15, 1882: promoted ser-
geant Nov. 29, 1886; promoted lieutenant Nov. 14, 1889.
Sergeant Lowell M. Stevenson died Oct. 9, 1893. He
was appointed on the force July 6, 1875 ; promoted sergeant
Oct. 21, 1878.
Captain Elijah II. Goodwin was retired Jan. 5, 1893. He

Patrolmen Thomas J. Harry, Lebbeus B. McCausland,
James J. Collins, George M. Robinson and Assistant In-
spector William T. Leggett, who had been detailed at heail-
(juarters and served as assistant inspectors for a long period,
were promoted to be inspectors, their standing on the civil
service list being respectively 83.10, 82.73, G5.88, G5.88,

Signal Service, Oct. 13, 1893.

The average numWr of men absent from dut}' on account
of sickness was 20 per day, or 2.92 per cent, of the force.
(See Table IV.)
During the yeav fifty-eight comphiints against officers were
investigated by the IJoard. The nature of complaints and
disposition of cases is shown by Tabic VI.
There were tucnty-four suits pending against members
of the department at the close of 18t)2. Sixteen new suits
and bills in equity have been brought and twenty disposed
of during the past year, leaving twenty now pending. The
city has not been asked during the past year to pay any
money bj- reason of judgments recovered against police offi-
cers. All these ca>es have been defended by Mr. Isaac K.
Paul, counsel for the department, and Mr. Paul has also
prosecuted eighty-five criminal cases in the diflbrent courts,
three-fourths of which were gambling or policy pro.-ocutions.
The salary paid Mr. Paul is inadequate to the services ren-
dered and should be increased.
Horses.
On the first of December, 1^92, there were 51 horses in
the service. During the year 11 were sold and exchanged
and 12 were purchased. At the present time there are -32
in service, as shown by Table VII.

Five tliousand and twelve persons were arrested on war-
rants, and 40,lSG ^vitllout warrants; 'Jll persons were sum-
moned by the court; 2(>,6G5 persons were Iield ibr trial, and
lit, 444 were released fron) eustody. Tlie number of males
arrested was 41,056; of females, 5,053; of foreigners,
'.'-,77(3, or, approximately, 49.3 per cent. ; of minors, 5,247.
Of the total number arrested, 16,872, or 36.5 per cent.,
were non-residents. (See Tables VIII., IX. and X.)

I'cginning with 1890 the number of arrests increased an-
niniily until the present year. In 1891 tiicre were 3,640
more arrests than in 1890; in 1892 there were 7,331 more
than in 1891; in 1893 there were 2,354 less than in 1892.
Ti\e average nunilter of arrests for the three years from 1890
to 1892, inclusive, was 42,362 ; the numi)er of arrests tiie
present year was 46,109, or 3,747 above the average. (See
Table XI.)
Of the total miuiber of arrests for the year (46,109), 1,113
were for violations of the cit}' ordinances ; that is to say, one
arrest in 41 was for such otfence, or 2.41 per cent.
Si.\ty-two and seven-tenths j)er cent, of persons taken into
custody were between the ages of twenty and forty. (See
Table XII.)

The number of persons punislied by fines was 8,176, and
llie tines nmountcd to $114,183.92.
Mnety-nine persons were committed to the State Prison,
7rt2 to tlie House of Correction, 151 to the N^omen's Prison,
272 to tlio Kcformatory Prison, 131 to the House of Reforma-
tion, 3,3'.i7 to the House of Industry, and 372 to other
institutions. Tlio total years of imprisonment was 2,870l§,
The total number of da3s' attendance in court by ofEcers
was 27, one, and the witness fees amounted to $10,749.73.
(See Table XX.)
The vahie of property taken from prisoners and lodgers
was $(;2,!).')5.1().
Two hundred and seventy-one witnesses were detained at
station-houses, and 4,10'J persons were acconuuodated witii
lodgings, an increase of 29 per cent, over hist year. There
was a decrease of about 13.7 per cent, from last year in the
number of insane persons taivcn in charge, an increase of
about 2.8 per cent, in the number of sick and injured per-
sons assisted, and a decrease of al)out 15 per cent, in the
number of lost children cared for.
The amount of property reported stolen in the city in 1891
was $1,441.85 more than in 1890; in 1892 there was
$17,143.37 more than in 1891 ; in 189.^ there was $14,102.49
more than in 1892. The average amount for the three years
from 1890 to 1892, inclusive, was $82,539.87; in 1893 it
was $108,551.89 or $2G,012.02 more than the average. The
amount of property reported stolen in and out of the city
which was recovered by the Boston police was $7,845.53
less in 1891 than in 1890; in 1892 it was $137,361.09 more
than in 1891 ; in 1893 it was $79,187.65 less than in 1892.
The average amount for the three years from 1890 to 1892,
inclusive, was $150,240.92; in 1893 it was $160,012.56, or
$9,771.64 more than the average.
The average amount of fines imposed by courts for the
three years from 1890 to 1892, inclusive, was $129,813.56;
in 1893 it was $94,183.92, or $35,629.64 less than the aver-
age. The average nunil)er of days' attendance in court was
28,405 ; in 1893 -t was 27,096, or 1,309 less than the aver-
age. The average amount of witness fees earned was
$17,346. ,'.6; in 1893 it was $10,749.73, or $6,596.83 less
than the average. (See Table XI.)

TIic (lopartincnt made 73 raids on pool rooms, 1G3 raids
on policy s^Iuips and 30 raids on other places where gambling
was wirriod on. On these raids 653 persons were arrested
and property to the amount of $12,023.50 was seized. The
Board ronows the recommendation contained in its seventh
annual report that provision be made for the disposition of
jiroperty seized on these raids. A large amount has accu-
mulated and the police department has no means of dispos-
ing of il. An ameiulnient to Acts of 1887, chapter 448,
aiithorizinjj; the courts to condemn property seized where
gambling implements were found, would meet the difEcult^-.
Attention is called to the fact that during the past year the
legislatuivs of Xew York and Connecticut passed statutes
which provide for the punishment of persons engaged in
pool selling by imprisonment, instead of b}- a line or im-
prisonment, as in this state. This is having the etlect of
enabling the police of those states to ellectually suppress that
form of gambling.
Bureau of Criminal Investigation.
The statistics of the work of this branch of the service are
included in the statements of the general work of the depart-
ment ; but, as the duties are of a special character, the fol-

The records of 390 criminals have been added to the " Crim-
inal ]{ecoril" kcp*^^ in this department, which now contains
the recotds of 18,055 criminals. The bureau has issued the

prison reports of 216 discharged convicts, containin;^ tlie full
records, descriptions, distingiiisiiing inari<s, etc., of 118 con-
victs who were disciiarged during tiie year, and whose rec-
ords were considered of sufficient importance to preserve.

Ten were bodies recovered from tide water, five were bodies
of persons who died suddenly from natural causes, and five
were boilies of persons killed by railroad accident. A full
description of these cases is on file, together with photo-
jrniphs of all except those too far advanced in decomposition
to admit of successful photography. The " Gallery of Pho-
toirraphs of Persons Unidentiticd " now contains the photo-
graphs of 21 males and 2 females as 3'et unidentified.
The accidents include 96 deaths by railroad accident, 62,
or 64.6 per cent., of which occurred within the cit}' limits,
and 34 outside of the city, but the injured were brought to
our hospitals, where death resulted. Twelve deaths were
by electric car accident, 1 by horse-car accident, and 9 by
elevator accident.

TIjc police boat Protector is becoming unscrriceaWe and
it will soon be necessary to replace her with a new boat.
She was built in 1874, and it was soon ascertained that she
was too small for the work re<iuired. In order to increase
her capacity the was topped up from the water line, and
this for a time answered the purpose, but it weakened her,
so that now when she has jrrown old, and her timWrs have
decayed, she has become unsafe and cannot be a$ed for
many necessary purjioses, such as clearing the channels of
ice, towing large vessels or venturing into rough water to
assist vessels in distress. In addition to the unsafe con-
dition of her hull, her engines are too small for the speed
required in the harbor service, or for doing the heavy work
which is expected from her.
Licen.*eJ>.
The total luiniber of licenses issued of all kinA«, eicept
for the sale of intoxicating li(juor, was 22, 1)52; tran?ferTed,
12G; cancelled and revoked, 1,(528.- The otlicers investi-
gated 274 complaints arising under these license.*, and oi
hearings were given by the Board on these complaints.
The fees collected and paid into the city treasury amoonted
to $33,693.35. (Sec Table XIII.)
Ambulance Service.
Two ambulances have been built for the department
during the year. One was stationed in Division 15 and
went into service Aug. 25, 1S93, and the other will be
placed in Division 13 as soon as the stable is ccrapleted.
The tive jiolico ambulances now in service are stationed in
divisions 1, 4, 7, 11 and 15. Ambulance No. 1 made 374
runs, and conveyed 337 persons to the hospitals, 15 borne
and 18 to other places. Ambulance No. 2 made 4S2 mns,
and conveyed 44'J persons to the hospitals, 18 home and 15
to other places. Ambulance No. 3 made 103 runs, and con-
veyed 87 persons to the hospitals, 14 home and 2 to other
places. Ambulance No. 4 made 40 runs, and convened 32
persons to the hospitals, 4 home, and 2 to other places.
Ambulance No. 5 made 28 runs, and conveyed 22 persons
to the hospitals, 4 home and 2 to other places. (See Table
XIV.)

The miniher of sick and injured persons who receive
assistance at the several station houses is incrtasinj^ every
vcar. Since 1887, 1G,l'71 persons have been assisted, an
average of i',324 per year.
Sale of Ixtoxicatiko Liquor.
The total nuni!)er of places licensed for the sale of intoxi-
cating liquor on the first day of May, 1893 (not including
druggists and clubs), was 896, being one to ever}' 500 of
tlic i^opulation, based on the census of 1890. Of these, G82
are licensed to sell to be drunk on the premises, or one to
ever}' 658 of tiie population.
During the yenv the licenses of 18 places were surrendered
and cancelled, but new licenses were issued in their places.

Arici-ts for drunkenness averaged 84 per day during the
year, or 6.4 |)cr cent, of the population.* There were 2,01.3
less persons arrested than in 181)2, a decrease of 8.6 per
cent. ; 44.5 per cent, of the arrested persons were non-
residents, and 53.5 per cent, were of foreign birth. Si.K
hundre<l and thirt\'-eight persons were arrested for violation
of the liquor law, 104 more than in 1892, and of the.se 60.8
percent, were of foreign birth.
FiXAXCTAL.
Requisitions were made on the city council for the sum of
$1,246,826.52, to meet the running expenses of the depart-
ment, including the pensioned police officers, house of deten-
tion and station-house matrons, for the present dnancial year.
The total expenditures for police puqioses during the past
year, including the pensions, house of detention, station-
house matrons and liquor-license expenses, but exclusive of
the cost of the police-signal system, were $1,219,029 45.
From this should be deducted the amount received for uni-
form cloth, etc., and paid into the treasury, $10,927.25 —
leaving the net cost for maintaining the department,
$1,208,102.20.
The total revenue paid into the city treasur}' from fees
for licenses over which the police have supervision was
$1,097,726.35. (See Table XV.)
The cost of maintaining the police-signal s3-stera during
the year was $50,202.41. (See Table XVI.)
The Boanl recommends that the salary of the clerk of the
department be increased to an amount equal to that paid to
corresponding officers in other departments of the city.

Pensions and Benefits,
December 1st, 1892, there were seventy-three pensioners
on the roll. During tlio ycnr twelve died and forty-nine
were added, viz., three captains, one inspector, five lieuten-
ants, four sergeants, thirty-three patrolmen, one assistant-
inspector, one house watchman and one steward, leaving one
hundred and ten on the roll at date. The large increase in
the number of pensioners is due to the fact that most of them
were pensioned under the Act of 1892, which provides for
compulsory retirement at the ago of sixt\--tive. The pen-
sions of all persons retired prior to 1892, on one-third pay,
were increased to one-half pay by the legislature of the pres-
ent year (Chapter 51, Acts of 1893). A list of pensioners
will }>e found in Table XVII. The payments on account of
pensions during the past year amounted to $01,085.31, and
it is estimated that $G9,500 will be required for this purpose
in l^i»4.
The invested fund of the Police Charitable Fund on the
oOth of November, 1893, amounted to $207,550; cash in
treasnrv, $2,911.78 ; income unexpended, $2,911.78. There
were lifty-eight beneficiaries.
The invested fund of the Police Relief Association now
amounts to $53,860.65, The payments for the year amounted
to $21,203.25.
Police Signal System.
Mr. Henry A. Chase was appointed Director of Signal
Service, to succeed Lieut. Henry A. Goodwin, retired. Mr.
Chase has ser^•ed as electrician of the department since the
signal service was introduced.
There are now in use eleven wagons, ten pungs and
twenty-five horses in the patrol service, and one wagon and .
two horses in the repair department. Five spare patrol
wagons are kept in reserve.
During the year the wagons made 29,945 runs, covering
an aggregate distance of 21,935 miles. Thirty-one thousand
three hundred and four prisoners were conveyed to the
station-houses; 1,021 injured and insane persons were
taken to station-houses, the hospitals or their homes ; and
500 lost children were taken to station-houses. There were

302 runs to fires, and 405 runs for liquor seizures. There
are 419 signal boxes in use, arningcd in fifty-eight circuits.
There were 14o,2Gl telephone messages and 2,3G5,27fi
" on duty " calls sent over the lines. (See Tahio XVIII.)
The expense of changing wires, in order to protect the
service from electric wires carrying high tension currents,
has heen very large and adds fully fifty per cent to the cost
of maintenance. Three circuits have been changed to me-
tallic telephone service. Twenty miles of cable and twelve
miles of single line wire hare been put up.
BnLDIXGS.
The new station-bouse in Division 14 was occupied
October 9, 1893. It is a well built, commodious building,
containing nil modem improvements, and, architecturally,
an ornament to the locality. The appropriation was not
sufficient to erect a wagon-house and stable in connection (^
with the station-house, as contemi>latcd in the original plan,
and the old stable is still in use. As soon as convenient it
is hoped that means will be provided for building a new
stable.
The addition to station-house 13, containing a wagon-
house and stable, is not yet completed.
Considerable difficulty has been experienced in getting the
necessary repairs made on the sevenil station houses, incon-
sequence of the public building department not having a
sufficient appropriation for the purpose, and in some cases
the police department has been compelled to pay for such i
repaii-s from its appropriation, although the expense was not j
included in the annual estimates. j
The Board desires to consolidate Divisions (j and 12, and j
include all South Boston in one police division. The work i
could be done much more effectually and at less exi>ense j
than now. To do this would necessitate the erection of ii \
new station-house in a central location, large enough to |
accommodate the force now serving in the two divisions, and
a stable to accommodate the patrol wagon and an ambulance,
which is much needed in that section of the city. It is the
intention of the Boara to request the city council to erect a
station-house during the cumins year. '■

COXCLCSIOX.
Attention is called .to the fact that the statistics of arrests
show a ik'ciease in almost all the serious offences against the
law, a result largely attribatahle to the efficiency of the police
in preventing crime. Considering the opportunities which
are afforded the criminal classes in the large area which is
left exposed and the amount of property which is left un-
guarded I)}' its owners, the fact that there is not an increase
iu the numi)er of offences speaks well for the vigilance of the
force, and merits the commendation of the public.
