The distribution of the force is shown hy Table I. On
Norenibcr 30 there were 21 vacancies, viz., 4 lieutenants, 2
sei^eants, 1 house watcliman, 12 reserve men and 1 matron.
During the year 85 officers were appointed (including 47
rei«n'e men), 9 discharged (including 4 reserve men), 10
resigned (including 4 reserve men), 10 retired on pension
and five died. (See Tables II., III. and V.)
The term of office of Mr. AN'illiain II. Lee expired on tlie
7th of May, but he continued to serve as c( mmissioner until
the fSth, when Mr. Augustus P. Martin, wlio succeeded
him. qualified and took his seat as chairman of the Board.
Lieut. Louis W. Swan was retired June 25, 1894. He
was appointed on the force Oct. 2, 18(55 ; jiromoted ser-
geant April 28, 187.3; promoted lieutenant Oct. 29, 1883.
Lieut. Orison Little was retired June 25, 1894. He was
aj^jiointcd on the force Aug. 22, 1864 ; promoted seigeaut
JauiLiry, 1874; promoted lieutenant Oct. 21, 1878.
Lieut. Patrick Lee was retired Oct. 25, 1894. He was

The average number of men absent from duty on account
of sickness was 22 per day, or 2.43 per cent, of the force.
(See Table IV.)
During the 3'ear eightj'-sevcn complaints against officers
were investigated by the Board. The nature of complaints
and disposition of cases is shown by Table VI.
There were twenty suits pending against members of the
department at the close of 1893. Twenty-two suits have
been i)rought and thirteen disposed of during the past year,
leaving twenty-nine now pending. During the past year
the city has paid no money by reason of judgments against
police officers. All these cases have been defended by Mr.
Isaac F. Paul, counsel for the department, and Mr. Paul
has also prosecuted over one hundred criminal cases in the
dill'oient courts, more than half of these prosecutions being
for policy or other forms of gambling.

The Board of Police has asked the city guveiniiieiit for
aiiliiority to api>oint three imudred aud twenty-one additional
patrolmen, holicving this increase to be absolutely necessary
for the protection of life and property in the city, with its
ra[iidly growing population. With this addition, the force
will number one thousand patrolmen and one hundred
reserve ofliccrs.
During tlie past jear the Board has adopted a medal of
honor to be given to members of the department as an
expression of approval for extraordinary or dangerous ser-
vice. This medal has been awarded to reserve ollicer John
D. McCarthy, of division 4, for unusual courage displayed
in risking his life in pursuing and arresting Richard Mack,
who had attempted to kill Thomas Aliearn and "William
Hughes b}- attacking and wounding them with a loaded
revolver on the evening of Nov. 10, lSi>4, aud for having
performed other meritorious service for which he had l)een
jueviously commended. The Board believes there are many
others in the department who will emulate this man's bravery
when the opportunity presents itself.
Horses.
Ou the 1st of December, 1803, there were 52 horses in
the service. During the j'car IG were sold and exchanged,
1 dietl and 17 were purchased. At the present time there
are 5- in service, as shown by Table YII.

The total number of persons arrested was 42,035, against

Five thousand one hundred and twenty-three persons were
arrested on warrants, and 35,730 without warrants; 1,182
persons were summoned by the court, 39,201 persons were
held for trial, and 2,834 were released from custody. The
number of males' arrested was 36,G90 ; of females, 5,345 ;
of foreigners, 20,551, or, approximately, 48.8 per cent. ;
of minors, 5,399. Of the total number arrested, 14,506,
or 34.5 per cent., were non-residents. (See Tables VIII.,
IX. and X.)

41,132 in 1891 and to 48,403 in 1892. Then it decreased
to 46,109 in 1893 and to 42,035 during the past year, this
increase and decrease l)eing accounted for principally in the
arrests for drunkenness. The average nuinl)er of arrests for
the four years from 1890 to 1893, inclusive, was 43,299 ;
the number of arrests the present 3ear was 42,035, or 1,264
below the average. (See Table XI.)
Of the total number of arrests for the year (42,035),
1,661 were for violations of the city ordinances; that is
to say, one arrest in 25 was for such o^Tence, or 3.95 per
cent.

Sixty-three and two-tenths per cent, of persons taken into
custody were between the ages of twenty und forty. (Sec
Table XII.)
The number of persons punished by fines was 15,055, and
the lines amounted to $Il(),yitl.()l.
Kinety-four persons were committed to the State Prison,
834 to the House of Correction, 123 to the Women's Prison,
2:^2 to the Reformatory Prison, 82 to the House of Helbrma-
tion, 3,958 to the House of Industry and 315 to other insti-
tutions. The total years of imprisonment was 3,190 11-12,
the total number of days' attendance in court by officers was
33,256, and the witness fees amounted to $12,261.50.
(See Table XX.)
The value of property taken from prisoners and lodgers
was $42,203.87.
Two hundred and twenty-nine witnesses were detained at
station houses, and 15,502 persons were accommodated with
lodgings, an increase of 277 per cent, over last 3-ear. There
was a decrease of about 10.2 per cent, from last year in the
number of insane persons taken in charge, a decrease of
about 3.5 per cent, in the number of sick and injured per-
sons assisted, and an increase of about 9.4 per cent, in the
number of lost children cared for.
The average amount of property reported stolen in the
city for the four years from 1890 to 1893, inclusive, was
$89,042.87 ; in 1894 it was $1 10,195.1)6, or $21,152.79 more
than the average. . In the .same period the average amount
of property reported stolen in and out of the cit}' which was
recovered by the Boston police was $152,683.83; in 1894 it
$117,893.79, or $34,790.04 less than the average.
The average amount of fines imposed by courts for the
four years from 1890 to 1893, inclusive, was $120,906.15 ;
in 1894 it was $116,991.16, or $3,914.54 less than the
average. The average number of diys' attendance in court
was 28,078 ; in 1894 it was 33,25l), or 5,178 more than the
average. The average amount of witness fees earned was
$15,697.35; in 1894 it was $12,261.50, or $3,435.85 less
than the average. (See Table XI.)

The dcpiirtment made 152 raids on pool rooms, 477 raids
on policy sliops and 177 raids on other jilaces where gambling
w.as carried on. On these raids 1 ,281 persons were arrested,
and property to the amount of $7,727.75 was seized.
Tiie legislation of bst year with reference to the condem-
nation of personal property seized in pool rooms or where
gaming implements are found has greatly aided the police
department in the suppression of pool rooms and gaming
houses. The warfare on the pool rooms, which has been
vigorously carried on during the past two years, has resulted
in the complete suppression of this form of gambling at the
present time. Tue Board would recommend the enactment
of legislation authorizing the arrest and punishment of per-
sons found present in pool rooms, as persons found present ,

whore gaming implements are found inny now l)c niresteil
and punished. The persistent pursuit of the agency of the
Louisiana Lottery, which for many 3'ears has been main-
tained in this city, has resulted in the abandonment of that
agency and tiie conviction of persons concerned tiicrcin.
Assuianccs liavc Ijcen given the Board tiiat this is not
merely a temporary expedient, but that this lottery will do
no more business in Boston hereafter. The department has
been especially active during the p:xst year in raiding policy
shops. This activity has caused the closing of many of the
places resorted to for this form of gambling, and driven the
policy writers out upon the streets, or into private houses,
or into stores or shops used also tor legitimate business. This
has rendered it more difficult to oljtain evidence against the
writers, Init the work of the department in suppressing this
evil has been most commendnhle.

The " Rogues' Gallery" now contains 3,061 photographs.
The records of 191 criminals 'have been added to the
"Criminal Record" kept in this department, which now
contains the records of 19,14f5 criminals. The Bureau has
issued the prison reports of 200 discharged convicts, con-
taining the full records, descriptions, distinguishing marks,
etc., of 94 convicts who were discharged during the year,
and whose records were considered of sutficient importance
to preserve.

bodies recovered from tide water, two were bodies of per-
sons killed by railroad accident, and two were persons found
in the street unconscious and were removed to the hospital
where they died. A full description of these cases is on
tile, together with photographs of nil except those too far
advanced in decomposition to admit of successful photog-
raphy. The " Gallery of photographs of persons unidenti-
fied " now contains the photographs of 22 males and 2 females
as 3'et unidentified.
The accidents iucltide 88 deaths by railroad accident, 63,
or G5.G per cent, of which occurred within the city limits,
and 25 outside of the city, but the injured were brought to
our hospitals, where death resulted. Thirteen deaths were
by electric car accident, and 1 by horse-car accident.

The increase in the size of vessels of late j'ears has been
so great that our regular anchorage is not sufficient to
acconinioilate them, owing to their extreme length and great
draught, nianyof iheia being over four hundred feet long and
drawing twenty-four feet of water and upwards. Several of
the steamship line* are building larger vessels to run to this
port. It is aliQost a d;iily occurrence to be obliged to anchor
vessels of this class outside of the rejiular anchorage, which
makes it dangerous for them and to other vessels moving
about the harl>or. ilore room for anchorage is greatly
needed, and the Board respectfully' recommends that Bird
Island flats be dredged and used for that purpose.
The police boat " Protector " is becoming unserviceable,
and it will soon be necessary to replace her with a new boat.
She has been in constant use for more than twenty jears,
and the natural decay, together with the repairs and altera-
tions which she las undergone, have weakened her so that
she cannot be used for such service as clearing the channel

of ice, venturing into rough water or doing much iieiivy
work that is properly expected of her. Her engines are too
small for the speed required for elScient harhor service.
Licenses.
The total number of licenses issued of all kinds, except
for the sale of intoxicating liquor, was 20,825 ; transferred,
135: cancelled and revoked, 1,397. The otScers investi-
gated 225 complaints arising under these licenses, and 53
hearings were given hy the Board on these complaints. The
fees collected and paid into the city treasury amounted to
$31,8-13.80. (See Table XIII.)
Ambulance Service.
One aml)ulance has been built for the department during
the year. The seven police ambulances now in service are
stationed in divisions 1, 4, 7, 11, 13, 14 and 15. Ambu-
lance Xo. 1 made 289 runs, and conveyed 275 persons to the
hospitals, G home and 8 to other jilaces. Amiiulance No. 2
made 445 runs, and conveyed 423 persons to the hospitals,
9 home and 13 to other places. Ambulance No. 3 made 95
runs, and conveyed 81 persons to the hospitals, 12 home and
2 to other places. Ambulance No. 4 made 52 runs, and
conveyed 39 persons to the hospitals, 7 home and 6 to other
places. Ambulance No. 5 made 110 runs, and conveyed 90
persons to the hospitals, 9 home and 1 1 to other places.
Ambulance No. 6 made 11 runs, and conveyed 10 persons to
the hospitals and 1 elsewhere. Ambulance No. 7 made 123
runs, and conveyed 105 persons to tiie hospitals, 8 home and
10 to other places. (See Table XIV.)
The number of sick and injured persons who receive assist-
ance at the several station-houses is increasing every year.
Since 1887, 19,221 persons have been assisted, an average
of 2,403 per year.
Sale of Intoxicating Liquor.
The total number of places licensed for the sale of intoxi-
cating liquor on the first day of May, 1894 (not including
druggists and clubs), was 896, being one to every 500 of the

population, Iwisctl on the census of 1890. Of these, fi88 are
licensed to sell to l>e drunk on the premises, or one to every
715 of the cstiiuateil iwpulation for the present year.
During the your the licenses of 20 places were surrendered
and cancelled, hut new licenses were issued in their places.

Arrests for drunkenness averaged (58 per day during the
year, or 5 per cent, of tlie population.* Tiierc were 5,751
less persons arrested than in 1893, a decrease of 18.6 per
cent. ; 44.5 per cent, of the arrested persons were non-
residents and 53.8 per cent, were of foreign birth. Six
hiinihcd and forty-eight persons were arrested for violation
of the liquor law, 10 more than in 18'J3, and of these 57 per
cent, were of foreign hirth.
The Bo;ird respectfully recommends that the Legislature
enact a law establishing the ofEce of " Assaycr of li(iuors for
the city of Boston," to be appointed by the governor, with
such assistants or inspectors as maybe necessar}'. The duty
of the assaycr should be to visit licensed places himself or by
his agents, wherever intoxicating liquors arc sold for con-
sumption or medical purposes ; and ho should be authorized
to take samples of liquors sold, and to analyze them to ascer-
tain if they are fully up to the standard, the standard quality
to be defined by an act of the Legislature. It is a deplor-
able fact that some of the liquors sold in our saloons to-day
are of the poorest quality manufactured.
The Board also recommends that chapter 347 of the Acts
of 1889, which relates to the selling or giving away of intoxi-
cating liquors on certain holidays, be so amended as to
include persons holding licenses of the fourth and fifth classes
(wholesale druggists excepted), and so as to include Patriot's
Day in the list of days mentioned in said chapter.
Financial.
Requisitions were made on the city council for the sum of
$1, 346,282. 91, to meet the running expenses of the depart-
ment, including the pensioned police officers, house of deten-
tion and station-house matrons, for the present financial year.
The total expenditures for p ilicc purposes during the past
year, including the pensions, house of detention, station-
house matters and liquor-license expenses, but exclusive of
the maintenance of the police-signal system, were $1,257,-
485.75. From this should be deducted the amount received
for uniform cloth, etc, and paid into the treasury, —
$9,480.14, leaving the net cost for maintaining the depart-
ment, $1,248,005,61.

The total revenue paid into the city treasary from fees for
licenses over which the j)<)licc have supcrvisioa was $l,ll(),-
037.80. (See Table XV.)
The cost of maintaining the police-signal system during
the year was $56,722.51. (See Table XVI.)
The Uoarvl respectfully renews its request that the salary
of the clerk of the department be increased to an amount
equal to that paid to corresponding officers in other depart-
ments of the city.
Pensions and Benefits.
Dec. 1, 1S93, there were 110 pensioners on the roll.
During the year 10 died and 16 were added, viz., 6 lieuten-
ants, 2 sergeants and 8 patrolmen, leaving 116 on the roll at
date. A list of pensioners will be found in Table XVII.
The payments on account of pensions during the past year
amounted to $08,867.45, and it is estimated that $71,310
will be required for this purpose in 1895.
The invested fund of the Police Charitable Fund on the
30th of November la>t amounted to $207,550, and there was
a balance of $2,757.78 unexpended income. There are 57
beneficiaries at the present time, and there has been paid to
them the sum of $9,250 during the past 3ear.
The invested fund of the Police Relief Association on the
30th of November was $54,508.26. The payments for the
jear juuounted to $20,598.05.
The Iktard recommends that a law be enacted allowing
police officers a fee of sixty cents for each case entered in the
municijial courts, drunks included, said fee to be credited to
the Police Relief Association ; or a law giving to the Police
Relief Association one-quarter of the entire amount of fines
paid into the cit^' treasury by the municipal court of the
city of Boston, said amount i)eing equal to the amount
received from the annual ball given by the association. This
would enable the department to continue the good work of
relieving the widows and orphans of deceased members of
the association, and do away with the police ball, which is
very objectionable in the minds of many people.

PoLICE-SlGXAL SvSTEjr.
Tiicrc are now in use 12 wagons, 11 puiigs and 2G horses
in tlie patrol service, and 2 wagons and 2 horses in the
repair department. Six spare patrol wagons are kept in
reserve.
During the year tlic wagons made 20, til runs, covering
an aggregate distance of 20,228 miles. Twenty-eight thou-
sand one luindred and sixty-two prisoners were conveyed to
the station-liouses ; 931 injured and insane persons were
taiien to station-houses, the hospitijls or tiieir homes ; and
490 lost cliiidren were taken to station-houses. There were
488 runs to tires and 510 runs for liquor seizures. There
are 4 lit signal lioxes in use, arranged in 58 circuits. There
were 152,124 telephone messages and 2,424,718 "on-duty"
calls sent over the lines. (See Table XVTII.)
During the j-car station 1 has been completely equipped
with an ariel four-wire cable service, giving metallic service
to signal and telephone systems. The latter system was
absolutely useless until the cable system was put in. (Caueed
by the introduction of the AVcst End trolle}-.) Two new
signal desks have been built and equipped by this depart-
ment, the same as in use in station 1, one for station 3, the
other for station 5, to take tlie place of the original contract
desks, many of wliich are in a dilapidated condition, A
feature of these new desks is the ability to mobilize the force
by signal number, instead of the telephone, which in a street
service is not alwa^'s reliable. During the past six months
free telephones have been put in station 2, station 5, station
(), station 10, station 11 and station 14, and the work will
continue until all the stations arc equipped, which will
result in a saving of several thousand dollars a year in
rental.
In compliance with the Public Statutes, chapter 454, Acts
of 1894, work has been commenced to put the signal wires
underground. A new post box has been designed suitable
for underground work, the patterns of which are owned by
the city. The work of transferring the electrical apparatus
from old to new post boxes will be pushed as fast as possible,
although the time allowed by law was too brief for the under-
lakins:.

BCILDIXGS.
The new station-house in division 14 has proved sutisfnctorj'
in every way. It is desirable that an appropriation sufficient
to erect a wagon-hoH?e and sfalilc in connection with the
:itation-hous€, as contemplated in tlie original plan, should
be made as soon as possible. The addition to station-house
13, containing a wagon-house and stable, was completed
during the past jear and proves satisfactory. Many repairs
have been made on several station-houses during the pa>t
year, and it is hoped th.nt during the coming 3'ear they will
all be put in good order.
The department is using for headquarters at the present
time an old-fashioned dwelling-house entirely inadequate to
its requirements. One hundred and three olHoers, clerks
and emplo3"ees have their headquarters in tiiis small I)uildinir,
in which, by actual count, an average of 6Sl) persons daily
come to transact business between tiie hours of eight
o'clock A. 51. and six o'clock P.M. It is admitted by all tiiat
the present apartments are discreditable to the city, and
it is urgently requested that projwr accommodations be
furnished for the use of the department, as well as for the
convenience of citizens who come to headquarters daily for
the transaction of business. The city owns a building
known as the "old public library" on Boylston Street,
which could l>e remo<lelled for the use of the department.
It is centrally located, and easily' reached by cars from all
parts of the citj'. If this building and site should l>e ap-
proj)riated b^- the city government, the station-house on
Lagrange Street could l>e turned over to the city and dis-
posed of, and a new station-house built upon the lot in the
rear of the present building, fronting on Van Rensselaer
Place. There is also ample room to build a stable for the
patrol-wagon and ambalancc service, so that headquarters
and station 4 could l)e consolidated and jilaced in a central
and convenient locality. In order to do this, it will be
necessary for the Legislature to release the trustees of the
public li!)rary from the necessity of selling this propert\- and
applying the proceeds to the redemption of the public library
debt, as now required by law. The Board earnestly recom-
mends that such action be taken by the Legislature.
